Expatriates (OCN's) required during the first six (6) months of the project.
• Total recruitment and personnel in final mobilization process totalled 165 personnel.

• (EPC, Cost Reimbursable) Saudi Kayan Petrochemical Complex (Utilities & Offsite Project).
The entire project valued at $ 3+ Billion located at Jubail, Kingdom of Saudi Arabia. Client,
Saudi Kayan.
• Responsible for administration, life support. and managing the H.R. department.
• In charge of initial project office mobilization, obtained housing for 550+ Western and Eastern
personnel in a tight housing market and supervised 12 housing compounds.
• Leased 300+ project vehicles for Fluor and client personnel.
• Recruited and supervised the recruitment of Eastern personnel.
• Managed the government relation officers in obtaining visas, vehicle police reports and various
immigration issues..

• Responsible for establishing/set up of the Manila, Philippines OCN (Other Country National)
Placement Center. Key functions of the center are as follows:

personnel administration and two (2) project support offices located at Palembang, South Sumatra
and Jakarta.
• Managed the medical facilities, school, camp, mess hall and commissary for over 250 expatriate,
TCN and local staff personnel.

• U.S. Project Office in support of the King Khalid Military City project was located in Columbia,
Maryland.
• Coordinated and supervising the office functions at the U.S. Project Office, Netherlands Office
and seven (7) International Personnel Recruiting Offices.
• U.S Office function included accounting, payroll and timekeeping, personnel administration,
procurement and data processing.
• Supervised the preparation of monthly financial reports for project management and corporate
