Job Title: Supervisory Contract Specialist (Job ID #5478) Series/Grade: MS.1102.14
The Office of Contracting and Procurement (OCP), a dynamic public agency, managing the
acquisition of over $5.6 Billion in goods, services, and construction annually, is seeking to hire

(PTI) offers thousands of classroom hours each year educating and training OCP employees
in procurement best practices, current laws and regulations and business advisory skills when
engaging with Districts agencies and the vendor community. OCP’s resourceful team also
identifies ways to reuse millions of dollars in surplus property by offering it to District agencies,
and when there is no need within the government, our team allows businesses, non-profits
and sometimes individuals to purchase government surplus assets at deep discounts. OCP’s

contracting procurement practices across the nation.
Job Description: The incumbent serves as the Supervisory Contract Specialist who assigns
contract and procurement actions to subordinate employees and provides detailed specific
instruction on work assignments. The incumbent executes a variety of contract actions using
a full range of acquisition techniques and develops recommendations for a variety of policies
and programmatic issues for use by procurement staff within OCP.
Knowledge Required by the Position: Advance knowledge of creative contracting
techniques, negotiation strategies and project management skills, thorough understanding
of administrative inter-relationships in public sector organizations. Mastery of contracting laws,
principles, and regulations to generate new procurement concepts or to plan and manage
or review and recommend to top-management approval of procurements. The incumbent
is also charged with preparing and maintaining current acquisition plans, appropriate
milestone charts, and related schedules.
Qualifications (Education and/or Experience): The ideal candidate will have 6 years
experience and 4-year course of study leading to a bachelor's degree, that included or was
supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial
management, marketing, quantitative methods, or organization, and management.
Service Agencies: Health and Human Service Cluster (DHS), DC Department of
Transportation (DDOT) and Office of State Superintendent for Education (OSSE)
Starting Salary Range: $104,702.00 - $125,642.00
Tour of Duty: 8:15am – 4:45pm
Duration of Appointment: Management Supervisory Service, At-Will Employment
Physical Demands: Work is predominately sedentary
