From 2012 to date, independently provide oversight, monitor and training to colleagues and
project managers who se duties include delivering timely projects and executing
construction projects designed to implement policies to reduce federal space. No Net New
and Freeze the Footprint: Management Procedures Memorandum NO: 2013 -02; and Reduce
the Footprint: Management Procedures Memorandum NO. 2015-01.
From 2012 to date independently review and approve project plans, for over 20 regional
properties, analyze and develop program requirements; establish and revise operating
procedures; review operations in order to address program changes including resource
requirements and providing ongoing technical assistance to customers.
Effectively perform work under general administrative direction, with the authority for
exercising independent judgment by interviewing customers and reviewing customers
programs of requirements, conducting onsite walk throughs and surveying properties in
order to advise senior officials and customers on suitable options for program planning.
Represents the agency as an expert and leader to team members by providing tools for
planning, organizing, coordinating, administering and evaluating the implementation and
delivery of customers’ request for quality and timely projects.
Effectively managed and executed the renovation and construction projects for The
Department of Education’s (ED) Regional offices to including Seattle, WA; Denver, CO;
New York City, NY; Atlanta, GA; Pembroke Pines, FL; Kansas City, MO and Washington,
DC which consisted of coordinating with customers to include program offices and
managers; GSA; construction and move contractors; furniture vendors; IT contractors,
security services; local fire and safety personnel and other high level officials .
Lead project manager for coordinating and relocating staff throughout the regional offices
and ensuring that each individual is connected to the network; all IT equipment was tested
and functioning properly; ID badges allowed access; travel cards are functioning for
approved colleagues; and confirmed that the overall transitions of all employees are
seamless.
Develop and independently finalize program of requirements; to develop and complete
scopes of work to complete project budgets and develop project schedules. Successfully
ensuring the delivery of a timely products to include furniture requirements; construction
timeline; security needs; IT requirements and all health and safety requirements.
Develop and Implement project plans as well as completed all renovation projects on
schedule and within budget.
2. Successfully deliver space and relocate hundreds of ED employees into newly renovated
and secured space do to expiring leases; forced relocations and the President’s mandate to
reducing the government’s footprint. Completed all projects with highly successful ratings
through employee feedback surveys, and completing within scheduled timelines.
Successfully completed the Kansas City Forced Relocation Project by coordinating
primarily with The Office of the Inspector General (OIG); The Office of Civil Rights
(OCR); The office of Communication and Outreach (OCO) The Office of Federal Student
Aid (FSA); Labor Relations; Collective Bargaining Union and GSA to expedite relocation
the ED employees as the result of a forced move by the U.S. Department of The Navy.
Expeditiously coordinate with GSA; construction and move contractors; multiple furniture
vendors; IT contractors, security services and local fire and safety personnel in an effort to
organize, and successfully implement the program of requirements; contracting rules and
regulations.

Efficiently engage all customers in initial meetings to discuss their need and assist them in
developing the program of requirements for all aspects of all projects.
Routinely meet with customers to provide authoritative advice to keep customers abreast of
all major project milestones to include the contract award date; official move dates;
furniture installation dates; construction completion dates and budget closeout dates.
Regularly consults with team members and customers on the laws, regulations, principles
and methods applicable for construction and renovation projects; real property
management; GSA controlled and federally owned space.
Expertly skilled in oral and written communication to advise and consult with a variety of
customers, present findings and rec ommendations, negotiate agreements, and secure
cooperation.
Represents the agency as an expert at meeting and consulting with regional and local
bargaining union divisions and the Office of Labor Relations in connection with such
matters as complaints, representational problems and proposed actions.
Accomplishment(s ) Experience managing lease space and customer service plans
Successfully manages ED’s regional and local lease properties through ongoing
communication with GSA building management through monthly lease meetings with
customers and GSA official; reviewing lease agreements and through properly managing
lease properties and performing onsite visits to all ED’s regional location
From 2014 to date, finalizing negotiations and lease renewals for the Dallas, Chicago and
San Francisco regional offices all while considering reducing the federal footprint.
