www.cjcj.org © Center on Juvenile and Criminal Justice 2013 40 Boardman Place San Francisco, CA 94103 California School for Girls • 1916 report by Board of Trustees concluded that 1/3 of all girls were “definitely feeble minded” • Embraced Eugenics policies for girls deemed “feeble minded” with sterilization and long term indeterminate custody (permanent custodial care) • Emphasized short term placement of “normal functioning girls” with occupational training in office work, housekeeping, sewing, dressmaking and laundry • Short termers could be considered for parole after two years • Education emphasized morality training (moral regeneration)
