monument was constructed between 1979 and 1982 by Pichincha's
Province Council to replace an older, smaller monument built by the

polished andesite stone. The monument was built to commemorate

every 48 years in the northeastern Indian states of Mizoram and Manipur, as
well as Chin State in Burma. One of its stages involves a rat boom, which in
turn creates a widespread famine in those areas. During
Mautam, Melocanna baccifera, a species of bamboo, flowers at one time
across a wide area. This event is followed invariably by a plague of black
rats in what is called a rat flood. This occurs as the rats multiply in response
to the temporary windfall of seeds and leave the forests to forage on stored
grain when the bamboo seeds are exhausted, which in turn causes
devastating famine. The 1959 Mautam resulted in the recorded deaths of at
least a hundred people, besides heavy loss to human property and crops.

negligence led to the foundation of the Mizo National Famine Front, set up
to provide relief to the far-flung areas. This body later became the Mizo

pendulum that serves as a tuned mass damper. Suspended from the 92nd
to the 87th floor, the pendulum sways to offset movements in the building

consists of 41 circular steel plates of varying diameters, each 125 mm thick,
welded together to form a 5.5 m diameter sphere. Two additional tuned

August 2015, strong winds from Typhoon Soudelor swayed the main
damper by 100 centimeters – the largest movement ever recorded by the
