Afghanistan(MOHE), background, trends
problems and their solution.

2. Background
• The history of modern higher education in Afghanistan go back to 1932,
• Kabul University was the first university established during the period of
King Nadershah under the ministry of Education.
• In 1964 the second university (Nangarhar University) under the affiliation
of Kabul University was established.
• In 1977 the ministry of higher education is established during the period of
king Dawood Khan.
• Till the Russian invasion in 1978 the higher ministry well developed the
universities (Academic staff, laboratories infrastructures) and the graduates
were capable of delivering their duties in related fields.
• The graduated were able for competition on national and international
level.
3. Contn… .
• But once the war is started the universities were weakened.
• During internal war period we lost what we had in academic field.
• The mother university (Kabul University) was closed.
• Girls were banned from education in schools and universities in
Taliban period.
4. Structure
• Ministry of higher education is functioning under the general
supervision of minister and has three deputy ministers and one
general directorate have direct contact with minister.
• Deputy Minister for Academic Affairs (Four directorates).
• Deputy Minister for student’s Affairs(Two directorates).
• Deputy Minister for Administrative and financial affairs(five
directorates).
• General directorate of Privet Universities.
5. New development phase
• In 2002 during the government of Hamid Karzai the new phase in higher education of
Afghanistan is started.
• The number of government and private universities were drastically increased due to
the need and interest of society and nation.
• In the present time about 38 government, 139 privet universities and higher education
institutions are active serve for 300 thousand enrolled students getting teached by 5600
academic staff and offering the degree on UG and PG level all over the country.
• According to the constitution law of Afghanistan the education until PG level is free of
cost.
• The government provide teaching facilities and hostel for the student’s located far from
the universities.
• The enrollment of student is through conquer examination all over the country taken by
the national examination council which was recently separated from MOHE.
6. Recent development and reforms
• The new reforming in curriculum based on field demand.
• Reform in administrative structure,
• Accreditation, quality assurance, establishment of new departments(
based on need) Gender equity and equality.
• Reform in in law and regulations.
• Providing opportunity for study abroad and affiliations with foreign
universities are the recent developments taken placed in mentioned
ministry.
7. Problems
• Luck of skilled staff for laboratories.
• Laboratories and equipment even preparing of equipment lists.
• Less resources specially in lab and infrastructure development.
• No access to journals and access to publication in international journals.
• No effective practical’s due to lab, technical staff and equipment's
problems.
• Not having enough lecturers with master and PHD degree.
• No affiliation with foreign universities and research institutions
• Low attention to urban area universities.
8. Possible Solutions to be concerned .
• Finding of affiliation for Technical, Agricultural, medicinal universities with
Chinese related universities and colleges for strengthening of academic
and cultural long term relations.
• Training of technical staff( lab technicians ) in technical areas.
• Enhancement of academic staff capacity (PG scholarships) short term
exchange for incentive trainings and raising the qualification bar.
• Researchers exchange and cooperation in conducting researches.
• Support of infrastructures ( Labs, libraries and sport grounds)
• Help and support of laboratories in the field of agriculture, engineering,
medicine, computer science and veterinary sciences)
• Student and faculty exchange and cultural exchange programs (Sports,
short term study, and cultural programs invitations).
