2. Ningarhar University (NU) is the second largest university
and is one of the highly renowned universities in
Afghanistan. It has been serving at the eastern zone of the
country for the last 50 years, established in (1963). NU has
(13) faculties i.e. Medical, Engineering, Agricultural,
Economics, Language and Literature, Law and Political
Science, Veterinary Sciences, Education, Computer Science,
Science, Journalism, and Public Administration
Strengthening higher education program (SHEP) is one of
the key partners of MOHE ministry of higher education
started the activities in Nangarhar university The first phase
was from May 2005 to May 2010 where the second phase
SHEP II is started based on the effectiveness of SHEPII in
Ningarhar university from May 2010 to June 2013.

Some classes are equipped with electronic devices (
LCD, computer etc)
Laboratory equipment and infrastructure: for 9
faculties the lab equipment lists were prepared and sent
to MoHE for procurement.

Providing sports equipment’s to girls hostel and boys
hostel
Providing essential material for dormitories
Student awareness and support through student
service program
4. Capacity Development of the staff. 9 staff members
were sent for Master studies abroad ( two for Master in
English to India, Three for computer science in
Peshawar, Two in veterinary in Lahore, two for Master
in English to Malaysia. while two staff members were
sent for Ph.D studies to Peshawar. Similarly three staff
members are currently busy in Indoor Master study
program in Kabul.

Centralized system
In many areas, University role was limited.
Many issues were ambiguous and were not clearly
defined.
Some time, university requirement were not kept in
line to respond.

policy of donors and MoHE.
The university is till depending on the aid and help of
key partners.

9. Higher authority may not accept the autonomy of
the universities
The local authorities may interfere the process

the systems to run normal.
The accreditation and quality assurance are
effective but grading of the universities base on

10. The process of quality assurance and accreditation
which is supported by SHEP was a anew experience
caused motivation and movement in academic process.
In the same time the universities applied the HEMIS
system have the superior compared to others.
Compare to routine government process the SHEP
procedures were autonomous which was more
effective
11. The funds to be released on time not in last quarter of
the year.
The planning for spending should be accurate and
based on the university problems.
