Each application was evaluated based on 5 criteria as stated in the GPSF circular and these are: 1. Alignment with the intended goals of the scheme 2. Investigator(s) qualification 3. Creativity and innovation 4. Rationale, approach and likelihood of success 5. Budget (Faculty and partner commitment) and sustainability Each criterion was scored on a scale of 0-5 and an Overall Impact Score was assigned. The 0-5 point scale: Impact Score Descriptor Additional Guidance on Strengths/Weaknesses High 5 Exceptional Exceptionally strong with essentially no weaknesses 4 Excellent Very strong with only some minor weaknesses Medium 3 Very Good Strong but with numerous minor weaknesses 2 Satisfactory Some strengths but also some moderate weaknesses Low 1 Fair Some strengths but with at least one major weakness 0 Poor Very few strengths and numerous major weaknesses Minor weakness: easily addressable, does not substantially lessen impact Moderate weakness: lessens impact Major weakness: severely limits impact The funding decision was made based on the outcome of this peer-review process. Your application received an Overall Impact Score of 4.2 out of 5.
  2. 2. 2 Although the score is competitive for funding, the committee would like you to address the key critiques prior to the final funding decision. The comments are attached herewith for your easy reference. It is our hope that the feedback can help you with the project and to deliver maximum impact. Pending on your response to the critiques, the Grant would be made contingent also upon your agreement to the following terms and conditions: 1. The Principal Investigator is Mr. Andre Kwok Ka Ming, Convenor, Executive Committee of Future City Summit 2016. The project name is “Future City Summit (HKU) 2016” The total project grant award for the period of 2016 to 2018 is tentatively set at HK$10,000 from the GPSF pending your response to the reviewers’ comments. Please identify a current HKU staff or academics as an alternate account holder. 2. This Grant shall be paid to Mr. Andre Kwok Ka Ming or an alternate account holder as stated in (1) who shall be responsible for all activities that are required to complete this project, as well as is responsible for the conduct of the approved compliance protocol and the completion of all required reports including activity and financial reports. 3. Interim project progress reports are due six months after receiving funding. The final activity and financial report is due two months after the end of the project. 4. Grant monies awarded by the GPSF are to be used only for the purposes described in the Grant application. The project must begin within six months of the Award Notification date or the award may be withdrawn. 5. The amount of Fund is fixed, regardless of any possible changes to the budget during the course of the project. Evidence of the required matching fund from internal HKU units and/or outside partners must be included with this signed document. 6. No extension beyond the project completion date specified in the award letter will be allowed. Expenses incurred beyond the project completion date will not be allowed. 7. Payment of Grant monies is made at the beginning of the Grant. Use of Grant monies is subject to compliance with these Conditions of Grant and satisfactory project performance. The Fund reserves the right to terminate any project that, in the Fund's sole discretion, is not satisfactorily pursuing and fulfilling stated project goals and objectives. The Fund shall reimburse for uncancellable obligations properly incurred prior to termination notice. 8. Public disclosures, presentation and/or dissemination of outcome are encouraged. Any publications (i.e., abstracts, articles) or dissemination (i.e., public presentations) arising from activities supported by the Fund should acknowledge assistance received from the Fund and copies or notification should be submitted to the Fund via VP Global office. The name for the said acknowledgment is “HKU Global Partnership Seed Fund”.

  4. 4. 4 Comments Student-initiated, self-funded, establishing a network in the region with other university student groups on the topic of SDG with a kick off conference in Aug 2016 that was successful; Asking for seed fund to start proposed exchange and development plan that is well thought-out. Aims, significance, rationale, alignment, and outcome measures are all well laid-out. ‘Future City’ is an important area of development. Student initiatives and participations are great. An interesting initiative. I am not aware of other sources of funding for this type of activity. Given past track record and the outcome of the first conference, the PI and his student team have demonstrated strong organization and networking skills Students’ initiative, supported by CEDARS and DAAO. Student-driven international network around global issues demonstrate innovation and pro-activism Creativity and innovation are well defined. Innovative idea. Sustainability of the program and organization should be addressed as the leaders graduate in the coming years. Should show the survey results of the first event. Should provide evidence of active pursuit for matching and follow-on fund raising activities.
