The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements
of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will
be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation
package may be limited to this electronic medium.
This is NOT an invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the
US Government to issue an RFP/IFB and/or award a contract. The information herein below is
released for wide dissemination to all parties and is indicative only. The information is subject to
modification and is in no way binding to government and the estimate is based on the best
information available at this time.
Subject to the availability of funds, the United States Agency for International Development
(USAID) in East Africa, intends to issue a Request for Proposals (RFP) on or around December 6,
2013 for a fixed price contract between $160,000 and $300,000 for an End of Project Evaluation
for the Competitiveness and Trade Expansion (COMPETE) Trade Hub Project Under GBTI II No.
EEM-I-00-07-00008-00 Task Order No. EEM-I-05-07-00008 with Chemonics International. The
purpose of this evaluation is to provide USAID/EA and its partners with an independent
assessment of COMPETE project performance, highlighting the major achievements, strengths and
weaknesses in order to learn from it and use the lessons for future regional programming.

(AECF)

General Background
The Alliance for a Green Revolution in Africa (AGRA), acting on behalf of the African Enterprise
Challenge Fund Committee, seeks to appoint an Evaluation Management Unit (EMU) to carry out
the independent evaluation of the Africa Enterprise Challenge Fund (AECF). The EMU will be
appointed to conduct a Mid-term Evaluation of the AECF in 2014 and a Final Evaluation of the
AECF in 2017 or a later date as determined by the AECF Committee.
Description of the AECF
The AECF is a US$200m challenge fund for agribusiness in Africa. It is a special partnership
initiative of AGRA that supports its vision of “A food secure and prosperous Africa through rapid
smallholder agricultural growth and transformation”. The Fund is hosted by the Alliance for a
Green Revolution in Africa (AGRA), based in Nairobi, and is supported by the governments of
Australia, Denmark, the Netherlands, Sweden and the UK as well as the International Fund for
Agricultural Development (IFAD). The Fund Manager (FM) is KPMG Africa Development Advisory

Purpose and Objectives of the evaluation
The purpose of the independent evaluation is to assess the effectiveness (outputs to outcomes) of
the Programme, its achievement of impact and the efficiency (inputs to outputs) of the Fund
Manager in delivering the Programme. However, as this Programme involves deploying a set of
interventions in a number of differing environments, the scope of the evaluation must go beyond
simply assessing implementation. The evaluation will need to reinforce the process of learning
from interventions and test the validity of all components of the theory of change.
Scope
The scope of the evaluation includes all past and planned AECF interventions in all participating
countries. The evaluation work is divided into the following components:
• Evaluation Design Phase in early 2014
• Mid-term Evaluation in 2014
• Final Evaluation in 2017

4. Evaluación Programa INADEB-Salud en las Montañas

OBJETIVOS DE LA EVALUACIÓN
Tipo de evaluación: final, medición de impacto, externa.
Período que cubre la evaluación: 36 meses entre 2010 y 2013.
Ámbito geográfico: 24 comunidades montañosas de la cuenca alta de los ríos Bao y
Guanajuma de los municipios de Jarabacoa en la provincia de La Vega, y de Jánico, en la
provincia de Santiago, Región Cibao Central de la República Dominicana.
La presente evaluación tiene por objeto la consecución de los siguientes objetivo general y
específico.
Objetivo General:
Elaborar un informe conteniendo conclusiones y recomendaciones sobre las capacidades
institucionales y el impacto producido junto al grado de sostenibilidad conseguido por la
4. intervención histórica continua de la contraparte seleccionada en el componente del
fortalecimiento de la salud materno-infantil.
Objetivos específicos:
1. Elaborar análisis de capacidades institucionales de la contraparte seleccionada.
2. Elaborar evaluación de impacto de los proyectos ejecutados en las zonas de intervención
de las organizaciones seleccionadas de la consultoría.
3. Establecer recomendaciones con medidas correctoras para garantizar la eficacia y la
eficiencia de los proyectos ejecutados.
Actividades a realizar por objetivo específico
1.1 Análisis capacidades internas de la contraparte seleccionada, a saber, entre otros:
análisis de composición de miembros de la organización, existencia y cumplimiento de
líneas estratégicas propias (planes estratégicos, planes operativos anuales, etc.)
1.2 Análisis de capacidades externas de INADEB, a saber, entre otros: contactos y
afianzamiento de relaciones con los titulares de deberes (autoridades), tanto municipales
propias de las zonas de intervención como las sanitarias pertinentes para las mismas;
relaciones con otras organizaciones de la sociedad civil, relaciones con organizaciones
comunitarias de base, iglesias locales y cualesquiera otro actor relevante involucrado.
2.1 Informe sobre el enraizamiento en la zona de intervención histórica de INADEB, a
varios niveles: comunidad, municipio, provincia. Uso de las necesarias técnicas de
investigación social para el análisis e interpretación de los datos.
3.1 Elaborar informe de recomendaciones para la maximización de la eficacia y la
eficiencia del impacto causado por los proyectos ejecutados para la sostenibilidad de las
acciones.
