Summary of Background
For the past thirteen years I have worked in a variety of logistics management positions and since 2011 I have worked in senior logistics positions
with GOAL Ethiopia where I am currently the Assistant Logistics Coordinator and I have regularly deputised for the Logistics Coordinator. GOAL
Ethiopia has an annual turnover of €13.5m, has 800 staff, and responds to humanitarian/emergency situations throughout Ethiopia. I have a proven
track record with GOAL Ethiopia as Assistant, Roving and Regional Logistics Coordinator positions and with IRC as Logistics Officer in complex
operational environments. I have significant experience in logistics and compliance requirements of key donors such as Irish Aid, USAID/OFDA,
ECHO, DFID, BPRM, DOL, UN agency, EU.
As I have worked with GOAL since 2011 I am fully aware of GOAL’s logistics manuals and logistics requirements - in my tenure at GOAL and the
International Rescue Committee, I have demonstrated skills in procurement management, warehouse and asset Management, transport and fleet
management, distribution management, compound management, capacity building of logistics staff and logistics systems set-up. GOAL Ethiopia
responds to sudden onset emergencies throughout the country – e.g. refugee influx from South Sudan – and I have extensive experience in
supporting efficient effective responses.

Main Objective and responsibilities working with GOAL Ethiopia and IRC Ethiopia
Procurement Management
• Maintain an efficient procurement system for the country office. Propose alternative tools and implement internal controls and establish a
reasonable and appropriate lead-time for ordering and delivery of goods.
• To support procurement section and ensure full implementation of procurement chart and policies.
• Ensure timely delivery of goods to programs both to head office and the fields
•To check if all procurement exercises such as Price List, Vendor Roster, Market Survey, Framework Contracts, bulk purchases and program
purchase planning are in place and working as scheduled or any change is communicated to all concerned on time.
Warehousing & Asset Management
• Maintain an efficient and secure storage system for the country office and field sites. Maintain effective stock keeping systems, include use of
stock cards, or inventory re-order point, tracking and security systems
• To make sure that all the changes and recommendations provided by the Roving Logistician on stock management are introduced smoothly and
rapidly in order to comply with GOAL standards.
• Together with the Logistics administrator, ensure the GE assets are managed in accordance with the asset management procedures stated in
the Logistics Manual.
• Responsible for the disposal of assets in accordance with donor, financial/logistics regulations. Ensure all disposals are approved by CD
Fleet Management
• Oversee management of transport fleet. Oversee procurement of vehicles to registration and allocation.
• Ensure that all sites / departments have reasonable access to vehicles for work purposes in consultation with field offices
• Prepare and submit Fleet reports.
• Follow up and expedite vehicle maintenances.
• Provide all necessary support to transport manager and ensure full implementation of vehicle management in line with GOAL standards and
requirements.
Training and staff management
• Develops and implements a training program for the country's logistics staffs to ensure staff development and minimize IRC's exposure when
staff are absent or depart
• Designs and updates job descriptions for all positions within the logistics group, delegate’s tasks and coaches logistics staff
Compound management
• Oversee the maintenance and upkeep all IRC guesthouses and offices in country. Ensure proper lease tracking for all IRC rented compounds.
Provide technical support for field site compounds management.
• Ensure that GE compound checklist is done before leasing the any house.
• Ensure that gaps observed on leased GE compounds are maintained as per GOAL standard.
Insurance management
• Ensure that all stocks, assets, vehicles and cash are covered under the relevant Insurance policies.
• Make sure that amendments made monthly on the insurance cover for the newly procured assets and stocks, cash deposited on newly opened
sites and for newly procured vehicles and motorbikes.
Emergency Response coordination
• To participate in emergency assessment with program team and provide logistical support as required.
• Ensure efficient and timely coordinated emergency supply management to beneficiaries
New Operation or Office set-up
• Participate in the assessment of new intervention areas and facilitate the logistics set up. The assessment includes the availability of suppliers of
goods and services, rental houses for Office and warehousing, Communications (telephone, internet, fax, post offices), Transport services (by
road, air transport and boat transport), banks, insurance companies, electric power, Workshops, Fuel stations, Unskilled labour, Masons and
plumbers, local Contractors, Safety and Security.
