This is purely an India innovation. Its notice should
be given preferably on the same day on which the
subject matter of the motion has arisen. A member
may call the attention of a Minister to a matter of
urgent public importance, on any issues.
Minister replies on the spot. -There is no debate-
members may ask questions- should not be a long
debate- maximum 5 to 6 minutes/3 students.

8. In order to have an idea of how a Bill is introduced, discussed and
passed,
all the three readings should be included.
Two Bills should be taken up - one for the purpose of introducing it and
another for consideration and passing the bill.
Discussion on these items can be completed in twenty minutes:
First Bill First Reading 3 minutes
Introducing the bill Second Bill Second Reading 15 minutes

9. The second stage of the second reading is a
clause by clause consideration of the Bill.
Notices of amendments can be given time.
At least 4 to 5 members should speak, in
detail.
Speaker will be following the procedures after
every stage including voting.

10. MOTIONS
Motions can be of different types- moved by different
persons- for different purposes- by ministers or by private
members.
some special type of Motions :-
(1) Adjournment Motions
(2) Motions of No-Confidence in the Council of Minister;
and
(3) Motions of thanks on the Address delivered by the
President under article 87(1) of the Constitution to both
Houses of Parliament as assembled together.

11. RESOLUTIONS
Resolution may be in the form of opinion, recommendations, approval
or disapproval by the House of an Act or policy of the Government.
conditions: (i) It must be clearly and precisely expressed;
(ii) It must raise substantially one definite issue;
(iii) It must not contain arguments or defamatory statements;
(Iv) It shall not relate to any matter which is under adjudication by a
court of law.
After the member has moved the resolution, other members both from
the opposition as well as ruling benches shall speak one by one as and
when Speaker calls them to speak on the subject matter of the
Resolution. Thereafter, the concerned Minister will intervene in the
debate which will finally be replied to by the mover.

Emergency.

Parliament in respect of subjects falling under the ‘State
