This document discusses recent developments regarding net neutrality in Japan, including the impact of fiber wholesale and LTE. It summarizes that fiber wholesale by NTT East/West and similar services by Softbank could lead mobile carriers like NTT Docomo and Softbank to virtually integrate fixed and mobile broadband, potentially dominating the broadband market. Japan previously regulated NTT East/West as SMPs for fixed broadband but applied lighter regulation to mobile carriers, though mobile networks are now comparable. The increased reliance on mobile broadband and these new services pose challenges for Japan's regulator to ensure fair competition.

In Nigeria today, we face a serious economic challenge which is as a result of our swindling primary source of revenue (oil), there is fear amongst our economists which is can Nigeria bounce back to what she once was? Can there be an alternative source to serve as a buffer to what we already have. This study aims to bring to prime focus, an industry which has begun blooming in the background. Despite the publicity and popularity enjoyed by today’s telecom giants in the country, there is very little knowledge pertaining to the tremendous impact that it has had directly or indirectly on our economy over the years. Since the liberalization of the telecom industry that brought about the involvement of private investors into the sector, the opportunities and revenues generated has brought about a tremendous effect on the economy. The telecom sector is only second after the oil and gas industry in the amount of finance it contributes to the federal account. This paper discusses some of the value chains, opportunities, revenue that the telecom industry has brought to Nigeria. It uses data obtained from relevant authorities.

The telecommunications industry in Africa has exhibited tremendous development since the turn of the
century. This study analyzes production efficiency changes in the African telecommunications industry in
the period 2000 to 2009. Furthermore, an attempt is made to assess the determinants for such efficiency
changes. The results show that the industry has improved its productivity levels. However, most of the
productivity growth is resulted from technological advancement and less from technical efficiency.
Additionally, market competition and increasing subscriptions have also positively affected the sector’s
productivity. Hence, this study implies that African countries can further improve productivity in their
telecommunications sector by improving on technical efficiencies, increase outputs especially the
penetration of mobile telephony, and allow competition in the market with participation from international
network operators.
Dr Raul Katz of the Columbia Business School, USA, discusses national approaches to broadband rollouts and concludes most plans consist of one or more of three models, strategic planning, stimulus, or state intervention that are characterized in goal and intervention model. The presentation makes reference to the national broadband policies of USA, Australia, Singapore, Germany, Sweden, Portugal, Ireland, Canada, Finland and New Zealand amongst others.

25. Summary of the market change
Until very recently, owing to the competitiveness in the fixed broadband ISP market that had been
maintained by the TBA and the NTT Law, the MIC did not have imminent needs to introduce special
rules for network neutrality.
Japanese broadband users have enjoyed the competition in the ISP market thanks to the SMP regulations,
including the business domain rules on NTT East/West, as well as interconnection requirements of the
TBA.
However, now that the situation has started to change, the MIC must start examining its future policy
options.
The evolution of mobile technology, accompanied with the introduction of fiber wholesale by NTT
East/West, is changing the dynamism in the broadband ISP market and making the market increasingly
oligopolistic.

32. Summary
◦ Till the recent past, the MIC could let the market dynamism deal with the net neutrality issue
without introducing any special rules, because the Japanese broadband market was very
competitive.
◦ However, technological developments in mobile broadband have made the broadband access
market far more oligopolistic than it used to be. The recently introduced fiber wholesale by NTT
East/West may accelerate this trend.
◦ Since the mobile network operators are much less disciplined in the current Japanese telecom
framework, the MIC cannot sit back and do nothing.
◦ In order to deal with this situation, the MIC must increase competitive pressure in the market,
complemented by behavioral remedies on dominant players.
