Presentation at the side event of GPAI summit 2022 Informational health is an experimental concept proposed by Prof. Toriumi of the University of Tokyo and Prof. Yamamoto of Keio University. Although a detailed definition has not yet been reached, it implies a state of being free from the negative effects of echo chambers and filter bubbles and have access to diverse and "neutral" information.

1. What may economists be concerned about in terms of information health?
1st Point of Concern: Forcing someone to do something they do not want to do will not last long.
• The pursuit of information health is also an act of undermining the present desirability for all to achieve a higher purpose.
• A situation trapped in an echo chamber is very pleasant for users.
• If asked to use the Internet in a way that avoids an echo chamber, using the Internet may be a painful experience.
• Users can reduce the cost of internet usage by utilizing filters optimized for themselves.
• The attention economy is a system of making profits while keeping users happy.
• By giving the information users want, higher WTP can be elicited; or more eyeballs=more ad-revenues can be captured.
2nd Point of Concern: Information health is hard to define. “No one size fits all.”
• As the utility function varies from person to person, the circumstances that generate “information health” vary from person to person.

Tentative conclusions that are economically sound
• “Information health” must be designed to be something that
stakeholders want to pursue voluntarily.
• What is needed is not a grant, but information (i.e.,
education).
Conditions that achieve "information health":
1. A method must be incentive-compatible for users.
2. A method must be incentive-compatible for operators.
3. One size does not fit all. The goal can be tailored for
individual consumers and for individual cases.
Remaining question, or food for further discussion
1. What education does each consumer need to receive to
determine their long-term needs for information health?
• It must be value neutral,
• It must reflect various diversity, and
• It must reflect state-of-the-art technology.
2. How should web giants be motivated to design a proper
“AI-enabled content recommendation” system?
• It must be accompanied with a governance mechanism
that focus more on long-term than short-term benefits.
• It must be individually tailored without causing excessive
harms on privacy and freedom of expression.
