During the past decade, the Internet has created new opportunities for MSM to meet sex partners. Internet users can anonymously find partners with similar sexual interests without having to leave their residence or having to risk face-to-face rejection if the behaviors they seek are not consistent with safer sex. The Internet may also normalize certain risky behaviors by making others aware of these behaviors and creating new connections between those who engage in them. At the same time, however, the Internet has the potential to be a powerful tool for use with HIV prevention interventions.[1]
In order to stop the spread of HIV and other infectious diseases and keep up with emerging trends in disease transmission, the public health system must embrace this technology.

By April 30, 2009, the Houston Department of Health and Human Services will promote the roles and responsibilities performed by the Internet Partner Specialist and encourage the collection of data needed to provide online partner services to all Texas County Health Departments. The Internet Partner Specialist will notify 95% of contacts with valid online profiles, of their potential exposure to a sexually transmitted disease. Within 1 business day of receiving a request for notification from a state agency/department, the Internet Partner Specialist will inform the contact via the respective social networking website of their potential exposure. Within 2 business days of notifying a contact, the Internet Partner Specialist with conduct follow-up with the investigating agency to determine if the contact responded to the initial message and decide whether a follow-up message is necessary. Within 7 business days from the request for notification, the Internet Partner Specialist will contact the investigating agency to determine if the contact was seen by a health care agency for their potential exposure. Within 1 business day, the Internet Partner Specialist will provide educational information about sexually transmitted diseases to satisfy the requests initiated by users of the social networking websites.
