This document outlines a charter of demands from residents of Dwarka Sub-City in Delhi. It requests action on key issues including water supply, building a hospital, improving sanitation and toilets, establishing vegetable markets, better garbage disposal, reducing pollution, improving transportation and traffic management, developing arts/culture centers, and strengthening liaisons with the Delhi Development Authority and other bodies. The 18 items in the charter cover priorities such as providing adequate water supply, expediting construction of a planned super specialty hospital, building more toilets and trash bins, creating vegetable/fruit markets, and enhancing public transportation within Dwarka Sub-City.

MLA to ensure:
•
That DJB will be compelled to take over water distribution from DDA within six
Months (i.e. June 2014). or Else join with residents for indefinite Dharna
•
That Dwarka Sub-City (Matiala, Palam, Bijwasan as the case be) get equal water
supply with rest of Delhi
•
DDA/ DJB shall make available adequate water to residents through tankers
without transportation cost till sufficient water is not pumped via pipelines.
•
Model 100% water cycling project for Dwarka on pilot basis for the only fully
planned sub-city of Delhi :
a) Strengthening of Trunk Sewers of Dwarka
b) Regular cleaning including the CGHS/RWA Pocket lines.
c) Treated water shall be made available for horticulture purposes

4. Hospital
•
MLA to ensure:

That the construction of 750 Super Specialty Hospital is completed on war
footing. Till the time Hospital operational all Health Centre/Clinics of Dwarka
by Delhi Government to be upgraded.

Ayurvedic & Homeopathy Hospitals to be built.
•
Primary Health Centers & Dispensaries. (Existing 2-3 within Dwarka is
grossly inadequate)
•
Trauma Center (Important) Considering the High Rise Buildings, Air
Funnel, Sesmic Zone of prone to Earth Quake a Trauma Centre be planned
along with 750 Bed hospital to be proposed by MLA

5. Sanitation/Toilets

Dwarka)

100% recycle of C&D waste unit to be build in Dwarka funded by Delhi Govt.

• Noise Pollution from IGI Airport require urgent attention
• MLA need to make Delhi Assembly to pass Resolution to
adopt International standard control norms to be adopted by
Ministry of Environment and Min of Civil Aviation.
• Delhi Govt shall make strict rules & penalties for Unauthorized
Colonies/ House Construction. Enforcement shall taken from
SDMC

More DTC routes shall Start & Terminate in Dwarka for all important
destination of Delhi/ NCR
• Dwarka should not be used as ‘enroute’ route
• Dwarka depots not to be used as BUS Garage only for other parts of
the city (current state)
• Last mile connectivity from various Metro stations
• Circular mini buses among Dwarka Sectors - DTC to provide Mini
Battery operated Circular Buses within sectors and connecting Metro
and Bus Stations/Depot).
• Parking fee at Metro Linked to Monthly Pass

17. EDUCATION
MLA to ensure:

Central Schools- Large number of School plots under PWD lying vacant- To be
handed over to Central School/ Kendriya Vidyala etc.

All primary school shall be taken over by Delhi Govt from DMC

All Schools currently run by SDMC to be taken over by Education Department of Delhi
