Management of Idle & Redundant Plant and Buildings, including
Inspections and Maintenance …………..

This may be achieved through barriering the area to ensure people stay
away, or through periodic inspections and effective maintenance, or a
combination of the two.
Our MP 1330 identifies the steps we need to take to Manage Idle and
Redundant Plant.
Prompted by the recent fall of some building cladding, we have identified
a number of Key things we need to do …….
When a plant, equipment or a building is to be taken out of use, the
owning Vice President or their deputy shall appoint suitable persons to
manage decommissioning and maintenance, including…….
• Define the boundaries of the asset, including the location of isolations,
and the erection of protective or exclusion barriers
• Empty equipment of process fluids and decontaminate as far as is
practicable, and keep a record of what was done
• Ensure that the idle or redundant assets remain in a safe condition
via a programme of inspections and maintenance
Inspections need to be ….
• Carried out by a Competent Person
• As thorough as is agreed (between Client and Competent Person)
• Documented
• Communicated
• Contain accurate detail of any Actions required
• Where and when necessary, Actions must be effectively acted upon

2. We have lots of redundant Plant, Equipment and Buildings, but …
 do we have current and effective controls in place which are suitable
and sufficient for all of them ?
 when were they last reviewed ?
In order to demonstrate effective control we need to carry out an
assessment for each, which will contain detail on ……….
 What hazards are present (e.g. Asbestos Lagging)
 The programme of Inspection and Maintenance, with specified
frequencies for these identified hazards
 Records of any items removed, which are up to date
 What consideration was given to isolation of domestic and fire water,
and for drains connections
 Arrangements in place to ensure non-authorised personnel are
excluded (both workers and thieves)
 Arrangements in place for authorised access, and for inspection of
the access equipment or route, where this is needed
