5. Political commitment was essential at ALL levels

6. Awareness through communication

7. Mobilization of all sections of society

8. Twenty years passed, principles are still valid

11. Divergent views among the lead agencies/donors

12. To sustain the focus on water beyond 1990

13. Competition among the major donors for limelight resulting in a plethora of discussions on water without tangible result

14. No follow up without a milestone, goal and roadmap

15. Left to the country leadership without capacity

17. People and Institutions must be decentralized and focus on school for hygiene education

18. Community management

20. Research and development

21. Better governance

22. Macro finance/fiscal/planning issues

23. Emphasis on operations and maintenance

24. Focus on low income urban and rural areas

26. Over dependence on the role of the Govt though recognizing the fact that the role is more of a promoter and facilitator

27. Role of the UN agencies remained vague

29. Then Noordwijk, Paris, Harare, Hague , Kyoto etc. etc.

30. Donors played the policy making role for the agencies too!!!

31. Is there any evaluation of the process and actions taken than merely measuring the goals with figures?

32. Where the poor will go when they have no access to the water resource ?
