International Partnership on Mitigation and MRV

• Launched by South Africa, South Korea and Germany at the
Petersberg Climate Dialogue in 2010.
• Platform for > 90 countries to advance negotiations on mitigation &
MRV and to support the design, set-up and effective implementation of
NDCs, LEDS, NAMAs and MRV-systems.
• Activities: P2P exchanges and capacity building in regional groups, on
Annual Partnership Retreats and Partnership meetings, knowledge
management, e.g. BUR process guidance tool

Barriers and Challenges
• Perceived high effort /cost for MRV/transparency framework:
Perceived as additional burden with no national value added, no/few
funds available for personnel, recruitment stop in ministries
• Ad-hoc/informal institutional arrangements of the national MRV-
systems. Lack of clear roles and responsibilities for the MRV-systems
• Limited access to data: informal arrangements for data collection
with sector ministries and private sector, ad hoc collection of data
• Institutional memory: MRV-system often dependent on individuals
and/or donor-project-funded external consultants. No knowledge
transfer (fly-in-fly-out capacity building = memory loss)
• Impact monitoring: capacities developed may not be sustainable
within institutions (change personnel, no capacities outside Ministry)

• Complementarity of national and regional/global CB support
− Need for demand-driven in-country presence and support
− Regional / global programs and peer-to-peer exchange, knowledge
management (identification good practices, development of tools and
guidances)
• Importance of language: Partnership’s regional groups
• Impact evaluation: operational criteria for success to be defined early
together with partner country on all levels of capacity building
• Need for coordination among support programs and guidance for
partner countries (already ongoing, UNFCCC secretariat and UNDP/
UNEP-GSP and NDC-Partnership for NDC-implementation)

• Early integration of stakeholders (line ministries, private sector, etc.)
• Institutionalization anchored in and mandated by legislation /
agreements (e.g. Philippines, Kenya)
• Piecemeal implementation approach, building on existing capacities
• Integration of national or regional organizations (e.g. 4C Morocco,
Regional Climate Centers, ECOWAS, universities, national consultants,
etc.) for sustainable CB impact
• Integration in existing national M&E system for adding national value
and securing political buy-in (incl. adaptation/SDG/national development
strategies), e.g. Kenya’s MRV+ system
• Sustainable MRV-systems & transparency frameworks need national
ownership and additional national human and financial resources
(GEF first, but medium-term own national budget)
