8. TQM for Proposal Development Good: Following TQM generated TQM gave 1.14m USD for ILRI Bad: Not following TQM led to negative responses from donors Lesson : Successful proposals are those that follow TQM
9. Good: Our capacity to handle issues of IP and genetic resources enhances ability to collaborate with partners (NGOs, NARs, Private entities etc.) Bad: What if our IP gets ‘stolen’ by private entities denying access to the poor? Lesson: Publications and defensive patenting are potent tools for ensuring our research outputs are not ‘stolen’. Contracts & IP
10. Capacity Strengthening Good: Graduate fellowship program; reinforcing capacities of various stakeholders Bad: Funding/support to mentors; Limited involvement of CaST in project planning Lesson: Capturing expertise from within ILRI
11. Regional Collective Action Good: CGMap Ongoing research in Africa, provides easy access to agricultural research projects . Bad: Some centres acting act as custodians/gatekeepers of the information instead of sharing it in one portal Lesson: More buy-in to be encouraged from centres for greater impact

13. ICT Communication Tools Good : Ability to communicate with chat, voice and video, anywhere at any time, even offline. Bad: Loss of productivity, is it always about work Lesson: select the best tool for the task
Let me introduce Partnerships and Communications One way to look at the group is to visualize it as a series of ‘stars’ The first star is resource mobilization – helping you raise funds Second, public awareness - taking our messages to the wider world Third, IT – connecting us to one another and our partners Fourth, KMIS – capturing and organizing our knowledge so it can travel Fifth, capacity strengthening – reinforcing our partners Sixth, collective action – working with CGIAR partners in Africa Seventh, intellectual property – advice on your rights and licenses
The TQM process is being redesigned to fit in with the needs of the scientists but it is important that people understand and appreciate that the process serves a purpose in making sure that activities are done on time; the ILRI research priorities are addressed; the donors needs and requirements are considered and the support systems of finance and research support – including RM are aware of the proposed requests for proper planning. TQM is not a policing tool but rather a tool that should help scientists concentrate on the technical aspects of the proposal development process.
The risk in such a task is more than that experienced when preparing a proposal because of the cost implications. However ILRI cannot underestimate the importance of donor relationship management. With the Change Management it is likely that ILRI will need to concentrate more on collective action and efforts to explain our work to wider audience that is not familiar with the CGIAR
With improved internet connectivity at most of our offices there are many more ways in which we can communicate with each other and with our partners for free. But with so many tools available, ranging from videoconferencing, virtual meeting spaces, and desktop video, voice and chat do you know how to select the tool that is best suited to the task in hand? The ICT team is there to provide you with advice. So what’s the downside? One of the most common complaints from managers is loss of staff productivity. Is all the chatting and yamering that goes on always about work or learning? Do the continual pop-up messages distract you from the task that you are working on? And how much time has been lost by people clicking on the strange web link that pops up from your colleagues chat which installs a virus on the computer? We need to learn the best practices for using these extremely useful tools and plan what to use and when.
