Capacity Building for Child Rights NGOs
Developing a National Capacity Building Program
Curriculum Development: From CRC to CRP
With Jay Wisecarver
13th & 14th January 2012
3. Since ratification of CRC in 1995…
• Many initiatives and policies in place…
Child Act, SCAN Teams, PDRM D11, National Plan of
Action, Childline Malaysia, etc.
• But with progress & development…
Fundamental Shifts in Priorities and Values, Misuse
of Technology & Social Networks, Economic
Imbalances, etc.
4. On the NGO front…
• Dealing with compounding social issues
Abuse & Neglect, Stress to Families & Communities,
Abandonment, Migration, Refugees, Trafficking, etc.
• Stress on NGOs and authorities
Stretched Funding Resources, Issues with Monitoring
& Registering NGOs, Lack of Manpower &
Competencies, etc.
5. For Child Rights NGOs…
• Competitive
• Staff shortage
• Smaller in organisation size
• More demands for child based services
• Often over-stretched in resources
• Uncoordinated efforts for sustainable impact
• Need for specialised skills in helping children
• Level of understanding of human rights, CRC,
Child Act and other regulations varies
6. For the Children…
• Less personal attention
• Protection of their rights
– Adequate at best
– Questionable in some cases?
• Not fully aware of other support networks
• Many fall through the support network…
7. Not the New Year message you would want to read…
8. Challenges…
• How to promote better appreciation of CRC?
• How to improve and enhance funding?
• How to form networks of support?
• How to develop child advocates?
• How to create child centered organisations?
• How to improve organisational efficiencies?
• How to develop staff competencies?
9. Way Forward…
1. Champion a unified approach to advocating
children’s rights
2. Create an inclusive platform to share
resources and ideas
3. Develop systems to facilitate delivery of
quality child services

Editor's Notes
We begin with the end in mind (final objective of all child rights NGO)
When Malaysia ratified the CRC, many initiatives were introduced but with progress and development, there has been many changes
NGOs in general has not been spared
Specifically for child rights NGOs – many challenges
Therefore, children are affected as well
Latest abuse case on 2nd January – there’s more to be done.
Some challenges faced by everyone involved in child rights
Some suggested ideas to move forward, especially for MKKM – rebranding opportunities
To begin this partnership, MCRI is proposing MKKM to support and sponsor the NGO Capacity Building Program
Summary of how the project will be implemented for 2012. A similar cycle will follow in 2013.
Based in initial activities completed in 2011, these are the training needs of child rights NGOs.Followed by developing training courses that will address these needs.
