The document describes a new fingerprint matching algorithm designed specifically for matching latent fingerprints to full fingerprints in law enforcement databases. The algorithm uses a descriptor-based Hough transform for robust alignment and considers both minutiae points and reconstructed orientation field information, relying only on manually marked minutiae. Experimental results on two latent fingerprint databases showed the algorithm outperformed two commercial fingerprint matchers, and that fusing it with commercial matchers led to further improved matching accuracy.
