commission in 1948.

Inaugurated by Abdul Kalam Azad , minister
of Education at that time.

4. The Commission recommended the
preparation of syllabi and reading matter and
to work out the relation of general and special
education for each field keeping in the special
interest of students.
5. Admission to the universities
should be after 12 years of school
course. The first degree should
be after 3 years of collegiate
education. The working days in
college should be 180 days
excluding examination days.
Maximum number of students
for a teaching university and
affiliated college should be fixed
at 3000 and 500 respectively.

recommended that the
Ministry of Education,
Government of India,
should make provision for
a large number of
scholarships and free
places for meritorious
students at Master and
Ph.D. Degree Stages.
7. The Commission
recommends various
branches of
professional and
vocational education
like Agriculture,
Engineering and
technology, medicine,
law, commerce, the
teaching profession, etc.
8. The Commission recommends adopting a few
minutes of silent meditation to develop moral
and spiritual values.

recommends the use of
regional language in
higher education with the
option to use the federal
languages
10. The Commission recommended to
use objective type tests along with
the essay type. Also, students
should get credit for class-work.
Further, to get the first-class, a
candidate should get 70% or more,
55% to 69% for the second class,
and at least 40% for the third class.
Also, it recommends to remove the
grace-marking system and the
viva-voce examination should be
applied for a professional and
postgraduate degree.
11. The Commission
expressed the views
that there should be
no curtailment of
educational facilities
and ordinary
amenities for women
at the university
stage.
12. The Commission
recommended that all
students should undergo a
physical examination during
the time of admission and at
least once a year thereafter.
Social service should be
encouraged. All students
should receive N.C.C.
training. Student’s Unions
should be free from political
activities. An office of Dean of
students should be set up in
colleges and universities.
14. The commission
emphasized the vital
need for establishing
rural universities
surrounded by rural
colleges to meet the
needs of rural
reconstruction in
Agriculture and
Industry.
