First education commission of independent India.
Appointed on 4th November, 1948.
To report on University Education and suggest
improvements.
Chairman- Dr. S. Radhakrishnan.
Inaugurated by Abdul Kalam Azad.
This Commission consists of 10 members.
Submitted its report in August 1949.

3. Aims of University Education
To produce able citizens;
To preserve and develop the culture and civilization;
To generate new ideas, to promote wisdom and knowledge of all kinds;
To create a consciousness of democracy;
To make new discoveries and inventions;
To develop the spirit of universal brotherhood and internationalism.
4. Teaching Staff
Four classes of teachers :
Improvement the salary and service conditions of teachers.
The promotion from one post to another should be on the basis of
merit.

Should be taught about the basic unity of all religions.
The problems of the philosophy of religion may be
discussed.

11. Examination Reform
Make the tests more valid and reliable
Essay type and Objective type tests
Minimum percentage to pass first, second, and third division should be
70, 55, and 40 respectively.
Removal of the system of grace marks
Board of examiners in each university
Viva-voce in professional education.
A degree should not be a condition to enter the public service.

Should focus on requirements and special aptitudes of
women.

University Grants Commission should be set-up
Education should be placed on the concurrent list
The Central Government should accept the responsibility for
finance, coordination, etc.
Government colleges should be gradually transformed into
constituent colleges of the universities.

16. Rural Universities
To cater to the needs of higher education for rural people.
There should be rural Colleges affiliated to the rural university.
To provide general education in rural areas.
To bring about the development of their individual interests.
New agricultural Colleges should be associated with rural Universities.
The number of students should not exceed 2500.
Research facilities
An All India Institute of Rural Education should be established.
