In the late 2013, NIPA received new Presidential mandate to
assist public sector (esp. local governments) to accelerate
innovation, but we have no a solid system and method yet.
Knowledge on assisting public sector to innovate has to be
created.
But HOW?

Mutual visit and communication among employees.
Identifying problems and conducting series of
discussion with colleagues.
Meeting and consulting with stakeholders concerning
job contents.
Reporting, convincing, and asking for

INTERNALIZATION
Practicing new ideas, ways & methods.
Improving self and group capacity to implement the
new ideas, ways and methods.
Increasing the quality of work and innovating the ideas
and methods continuously.

regions, which is 79,42;
• Limitation in building, reading-rooms, and other facilities due to
increasing visitors;
