11. Innovation policies in the Philippines
Republic Act (RA) No. 11293 otherwise known as the
“Philippine Innovation Act” was signed by President
Rodrigo R. Duterte on April 17, 2019. The law
mandates the creation of the National Innovation
Council (NIC) that will steer the whole-of-government
coordination and collaboration and to remove the
fragmentation in the country’s innovation
governance.
The NIC is also tasked to set the direction of the
country’s innovation goals, priorities, and long-term
national strategies through the formulation of the
National Innovation Agenda and Strategy Document
(NIASD).

13. Also during the Aquino
administration, the DOST released the
Harmonized National R&D Agenda
2013–2020, which aligned its R&D
policy with that of the Philippine
Development Plan 2011–2016.
Related to these strategies was the
establishment of government facilities to
support domestic industries. Examples
include:
• the Advanced Device and Materials
Testing Laboratory, catering to the needs
of the semiconductor and electronics
industry;
•the Die and Mold Solutions Center,
servicing the needs of the metals industry;
and
• the Electron Beam Irradiation Facility at
the Philippine Nuclear Research Institute,
which caters to the needs of industries in
the spices and dehydrated foods,
cosmetics, packaging, and medical devices
sectors.

14. The current Duterte administration (2016–2022) sees Science
Technology and Innovation as a means or strategic growth, a
high-trust and resilient society, and a globally competitive
knowledge economy.
The strategy is two-pronged:
1. to promote and accelerate the use of technology and
innovation in all production sectors, and
2. to increase innovation by enhancing the capacity to
generate knowledge and strengthen collaboration across the
STI ecosystem (NEDA, 2017).

(RDLead) attempts to engage experts to be in
charge of strengthening the research
capabilities of the HEIs or R&D institutions.
Together with the NICER Program, RDLead
aims to help HEIs improve and hasten the use
of research results that will contribute to the
development of the country.
• The Business Innovation through S&T
for Industry Program aims to facilitate Filipino
companies’ acquisition of strategic
technologies by providing financial assistance
that can be used for the acquisition of high-
tech equipment and machinery, technology
licences, and/or patent rights.

Good afternoon classmates. Today I will be reporting on the Contribution of Innovation to Socio-Economic Development.
We shall delve on topics which include the objectives, the contribution of Innovation to Socio-Economic Development and the Importance of Innovation Policy.
To start with the discussion, let me share with you the objectives of the report . For one, this report aims to highlight the contribution of innovation to the socio economic development of a country or the society and secondly, it emphasizes the importance of Innovation Policy.
Innovation can make a difference in addressing urgent developmental challenges such as providing access to drinking water, eradicating neglected diseases or reducing hunger. The transfer and adaptation of technologies developed in developed countries can often contribute significantly to these goals.
Substantial research efforts are needed to find solutions that address other global challenges. Effective international cooperation that involves both public and private bodies is an important mechanism for finding these much-needed solutions.
The build-up of innovation capacities has played a central role in the growth dynamics of successful developing countries. These countries have recognized that innovation is not just about high-technology products and that innovation capacity has to be built early in the development process in order to possess the learning capacities. They also need innovation capacity and local innovations to address challenges specific to their local contexts.
As part of the broader policy agenda, innovation helps to drive economic growth and address socio-economic challenges such as poverty and health. Many growth-enhancing innovations also address social challenges. Innovation has its demonstrated benefits for meeting the immediate and long-term developmental goals of emerging and developing countries. Emerging markets are generally considered to be among the fastest growing economies in the world. They also represent the countries that have embarked upon a substantial transformation of their economies. All are engaged in rapid industrialization, modernization and privatization. Today, these countries constitute approximately 80 percent of the global population. Their remarkable economic expansion has provided much of the fuel for the most recent phase of globalization. In a study done by Michigan State University Singapore is one of the Top Emerging Markets in the world.
Innovation can play a critical role in addressing socio-economic objectives, which are affected by the following factors

The importance of innovation policy is widely recognised. It is also strongly linked to other EU policies, such as those on employment, competitiveness, environment, industry and energy.
