Government of Nepal (GoN) has allocated fund toward the cost of Consulting service for preparation of "Master plan of
Lumbini Provincial Capital City (LPCC)" Lumbini Province and intend to apply portion of this fund to eligible payments under
the Contract for which this Expression of Interest is invited for National consulting service
1.
The Provincial Infrastructure Development Authority now invites Expression of Interest (EOI) from eligible consulting firms
(“consultant”) to provide the following consulting services: Provincial Infrastructure Development Authority has got a mandate
to prepare a Master Plan of a beautiful provincial capital with all necessary facilities and components keeping in a view of
geographical location, climatic condition and local people's aspirations. The proposed area has plenty of public lands where all
ministries and provincial assembly can be accommodated without purchasing land. Similarly, it is also expected to plan the city
with minimum disturbances to natural resources such as forest, water bodies, agricultural land etc.

5.
In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be
deemed as the due date but the time will be the same as stipulated.
6.
EOI will be assessed based on Qualification 30.0 %, Experience 50.0 %, and Capacity 20.0 % of consulting firm and key
personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through
a request for proposal.

B. Instructions for Submission of Expression of
Instructions for Submission of Expression of Interest
Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms.
1.
Interested consultants must provide information indicating that they are qualified to perform the services (descriptions,
organization and employee and of the firm or company, description of assignments of similar nature completed in the last 7
years and their location, experience in similar conditions, general qualifications and the key personnel to be involved in the
proposed assignment).
2.
This expression of interest is open to all eligible consulting firm / company/ organization.
3.
In case, the applicant is individual consultant, details of similar assignment experience, their location in the previous 4 years and
audited balance sheet and bio data shall be considered for evaluation.
4.
The assignment has been scheduled for a period of Six months. Expected date of commencement of the assignment is 25-03-
2021.

A Consultant will be selected in accordance with the QCBS method.

Expression of Interest should contain following information:

(i) A covering letter addressed to the representative of the client on the official letter head of company duly signed by
authorized signatory.
(ii) Applicants shall provide the following information in the respective formats given in the EOI document:

Applicants may submit additional information with their application but shortlisting will be based on the evaluation of
information requested and included in the formats provided in the EOI document.

The Expression of Interest (EOI) document must be duly completed and submitted in sealed envelope and should be clearly
marked as “EOI Application for Short-listing for the Consulting service for preparation of "Master plan of Lumbini Provincial
Capital City (LPCC)" Lumbini Province.The Envelope should also clearly indicate the name and address of the Applicant.
Alternatively, applicants can submit their EOI application through e-GP system by using the forms and instructions provided by
the system.
9.
The completed EOI document must be submitted on or before the date and address mentioned in the “Request for Expression of
Interest”. In case the submission falls on public holiday the submission can be made on the next working day. Any EOI
Document received after the closing time for submission of proposals shall not be considered for evaluation.

1.0 BACKGROUND
Rapti Valley lies in inner Terai part of Deukhuri valley and located geographically almost at the
center of Lumbini Province. The capital city was formed by combining all areas of Rapti Rural
Municipality, Gadhawa Rural municipality (Ward no 1, 2 and 3) of Dang district and Sitganga
Municipality (Ward No 8 and 9) of Arghakhanchi district with approximate total area of 480 Sq.
km. This valley has been formed by Shivalik hills around. Rapti river flows almost middle of the
valley along East-West Highway. The proposed area is largely agriculture fields and river banks
with few settlements/rural market centres rapidly growing as the area is a noddle point for high-
ways including that connects Pyuthan and Rolpa. The area has high potential of development of
a beautiful city incorporating all provincial administrative ministries and other offices and
residence, markets.
Provincial Infrastructure Development Authority has got a mandate to prepare a Master Plan of a
beautiful provincial capital with all necessary facilities and components keeping in a view of
geographical location, climatic condition and local people’s aspirations. The proposed area has
plenty of public lands where all ministries and provincial assembly can be accommodated without
purchasing land. Similarly, it is also expected to plan the city with minimum disturbances to natural
resources such as forest, water bodies, agricultural land etc.
Furthermore, the proposed city is located at the foothills of the Chure hills, near the Rapti River
and East-West Highway passed through which has very high possibilities of developing various
types of touristic attractions and recreational facilities.
In this context PIDA is seeking consultant service to prepare comprehensive master plan of the
LPCC, land use plan, public realm-the open spaces, detail design of Institution zone and major
block plan.
2.0 THE OBJECTIVE:
The main objective of this assignment to prepare master plan for Lumbini Provincial Capital City
(LPCC). At this stage there are four specific objectives:
A. Collection of basic information for overall planning of the LPCC
B. Prepare comprehensive Master Plan of LPCC.
C. Prepare detail project proposal for proposed provincial institutional area of LPCC

The specific objectives are:
A. Collection of basic information for overall planning of the LPCC
a. Review existing plans prepared by local governments, Lumbini Provincial
Government and line agencies of federal government.
b. Review existing and proposed plans of federal government within the territory of
LPCC and other plans and projects that will have impact to larger development plan
of LPCC.
c. Collect available maps and information including latest satellite imagery of
appropriate scale.
d. Collect information on existing cadastral information of land, its ownership and
prevailing issues including landless population, informal settlements and past
attempts to address the issues.
e. Collect spatial information of land use, existing settlements and their hierarchy,
natural resources including water resources and their existing situation and their
driving forces.
f. Collect demographic, social and economic data of the LPCC and future projections.
g. Review existing physical and social infrastructures including transportation, tele-
communication, electricity, water resources, their capacities and limitations in the
context of proposed LPCC.
h. Review environmental situation including past disaster events, disaster risks and
required mitigation measures.
B. Prepare Comprehensive Master Plan of LPCC.
a. Prepare conceptual plan for the Comprehensive Master Plan on
i. Transportation networks with modal integration
ii. Neighborhood, Settlement planning with hierarchy, socio-cultural and
ethnic value
iii. Visual image of the city and quality of the city with 3-dimensional physical
form and its elements
iv. Water resource and solid waste management plan including drainage plan
v. Tele-communication network plan
vi. Economic growth analysis with linking possible satellite towns
b. Spatial planning and zonation maps at a larger scale
c. Parks, Recreation areas and open spaces
C. Prepare detail project proposal for proposed provincial institutional area of LPCC
a. Identify Institutional Zone as guided by the Comprehensive Master Plan of LPCC.
b. Collect information of the institutional requirement for the Institutional Hub
(Ministries and Provincial Assembly) to establish Provincial Capital.
c. Prepare detail design of the Institutional Hub:
i. Provincial Government Ministries
ii. Provincial Parliamentary Offices

iii. Provincial courts, commissions and committees
iv. Provincial level public services including, healthcare services, tele-
communication services, transportation services, security services
including police and para-military services, market centres, etc.

3.0 THE SCOPE OF WORK:
The consultants are required to work in close and continuous consultation Province Government
and Provincial Infrastructure Development Authority (PIDA-Lumbini Province) while conducting
their assignment. The main scope of this assignment is to collect basic information for the
preparation of detail master plan of the LPCC, prepare comprehensive plan of the LPCC and detail
design of Institutional Zone to operate as Provincial Capital.
Scope of the work of the consulting service could be divided in to three phases as follows:
A. Inception Phase: This phase includes familiarization with concept, existing situation of
the place, people through preparation of profile and mapping them. The scope of the work
at this phase includes but not limited to the following:
 Review of relevant documents, existing policies, plans, programs and projects at national,
provincial and local level. The existing geography of Rapti valley should be reviewed
thoroughly and the relevance of the document at present context should be mentioned in
the report.
 Site visit to Rapti Valley for proper understanding of the site, its boundary and other
features that would have planning implications.

The Consultant shall study the existing situation in terms of the following:
I. Demographic studies and planning standard: number of households, population,
population projection, occupation status, migration trend, growth trend. These data
should be studied at ward level.
II. Socio-economic data: financial, occupational and educational status, agricultural
activities, health facilities, social security, culture and tradition of the people, commerce
and industries, trades (incoming and outgoing flow of goods between the Rapti Valley
and Lumbini province.
III. Detailed study of the existing scenarios and infrastructure:
 Existing scenarios: Climate and vegetation, topography, land features, existing
land use pattern, existing land ownership pattern.
 Existing amenities and facilities: Road and circulation network, footpaths,
institutional establishment, offices, agricultural land, recreation places like parks,
economic infrastructure such as industries, banks, shops, heritage, religious
structure, sacred sites, existing housing, social amenities, workshops and industries
etc.
 Existing utilities and services: Drinking water supply and distribution, storm water
drainage system, sewerage, solid waste disposal system, electricity, street lighting,
telecommunication and other services.
 Analytical study: slope, aspect, and contour analysis.
 Detail satellite imagery depicting existing land use, aerial survey (Drone), change
in land use, and other necessary details.
 Cadastral data collection and analysis showing private land, public land and land
called parti and ailani.
IV. Environmental data: types and numbers of rivers and other major water resources,
forest, landslides and flood issues. Pollution, solid waste and waste water generation and
management, sanitation level in proposed LPCC.
V. Resource mapping: includes mapping of built and natural resources, hazard mapping,
socio economic mapping.
VI. Settlement studies:
 Land to build form relationship
 Vital building elements
 Building heights
 Traditional vernacular architecture
 Significant cultural landscape areas
B. Conceptual Plan Formulation Phase
 The consultant has to recommend the desired built form of the entire LPCC in consistent
with the vision of the Lumbini Provincial Government (LPG) at conceptual level.

 Prepare spatial planning, zonation and respective road network plan of the LPCC in
consistent with the proposed land use plan. These will be the guiding plan for the detail
Master Plan of the LPCC.
 Based on the conceptual master plan detail ToR will be prepared.
C. Detail planning of Comprehensive Master Plan of the LPCC
I. Desk study: The consultant shall carry out desk study for collecting all data, maps
and information relevant to further investigation and reviewing for planning of
further field survey and investigation works. The consultant shall collect, reports,
topographical maps, latest satellite images, National Building Code, Hydrological
data and other documents as necessary that helps to prepare detail plan of LPCC.
II. Needs assessment: The consultant should meet with respective offices that are
going to be accommodated in the Institution Zone of the LPCC to identify their
requirements. Further the consultant should forecast the future need to come to
planning requirements of LPCC.
III. Technical Feasibility Study: The consultant shall visit the site and conduct the
reconnaissance survey of the entire project site identified for Institution Zone. The
consultant shall collect and review the available data, conduct analysis of field data
including topographic survey, nature and structure of surface soil and subsurface
soil including groundwater and other information as required for the study and
conducting analysis to decide upon the technical feasibility of the proposed physical
infrastructure constructions.
IV. Detail Layout Design of the Institution Zone: The Consultant has to prepare and
submit detail plan of Institution Zone along with the number of structures and their
sizes to be built along with policy and guidelines in various stages: the preliminary
design stage, the alternative design stage and final design. The consultant shall
incorporate the views, ideas and suggestion about the prepared Institutional Zone
Plan. Based on this plan each stakeholders of Institution Zone of LPCC start
designing buildings to put up their offices.
V. Detail Design of city layout: Guided by the layout design, the consultant shall
prepare design of city infrastructure to be built. Moreover, the central
infrastructures like roads, drainage, electricity, tele-communication, parks, public
space and greenery should be designed to contract out for construction. The
consultant should prepare all the drawings, and approval documents as necessary
along with the investment plan of LPCC. The Consultant shall finalize the plan after
discussion with the PIDA- Lumbini Province and Lumbini Province Government.

4.0 METHODOLOGY:
Literature Review: Literature review is the first step to gather perception and ideas for developing
the concept of master plan and to familiarize with the city planning. The consultant shall review
relevant documents, existing policies, plans, programs and projects at internationals, national,
regional and local level. The existing master plan of any capital city (National/International)
should be reviewed thoroughly and the relevance of the document at present context should be
mentioned in the report.
Data Collection: The study shall rely both on the primary and secondary data. Primary data
especially related to physical, social and economic infrastructure such as road network, drainage,
water supply, electricity and telecommunication, educational, financial, institutional, health related
institutions and settlements. Land use pattern, spatial transformation trend, major investment areas,
inherent and development potentials, environmental sensitive areas etc. shall be collected through
site observation/ interviews/ opinion survey and/or group appraisals with the key officials and
persons. Province government initiatives which shall have impact on the development, not only
within the boundary but also in the nearby area, shall be collected through the consultation with
the related agencies. Necessary questionnaires shall be developed for the interviews. The
potentials, problems and development issues of study area must be thoroughly identified and
analyzed by the way of field observation, aerial survey (drone survey) and extensive interaction
and discussion with the key stakeholders.
Analysis of the data: Analysis shall be done using Excel/SPSS/ MS Access software, spatial
analysis using GIS software such as ARCGIS, AutoCAD, drainage software, water supply
software and etc. and interpretation of aerial photographs, maps available of different periods. In
this chapter, following major analysis shall be done.
 demographic, socioeconomic pattern and trend
 land-use and environmental change pattern
 infrastructure development including their impact at local level
 The role and function of the neighboring towns/urban centers/settlements; their
interlinkages and linkages at regional and national level.
 Identification of lead economic sector; its productivity, export of goods or services,
prospect of new development potential and location advantages.
Formulation of Comprehensive Master Plan: The plan and programs shall primarily focus on
among other things the conceptual long-term development vision of the capital city. The plans and
programs shall be discussed with Provincial Infrastructure Development Authority, Lumbini
Province Government, local bodies, local political parties and other relevant stakeholders.
Similarly, the discussions shall be organized at provincial level with the concerned stakeholders
and the plan shall be finalized at Provincial Infrastructure Development Authority Lumbini
Province level.
Preparation of Investment Projects for LPCC: Strategic master plan of the LPCC with tentative
cost estimate shall be identified to fulfill the proposed development vision and objectives. Such
projects will be proposed phase wise short term, medium term and long term as per the priority.

5.0 EXPECTED OUTPUTS:
The key outputs for this study of preparation of conceptual master plan of the LPCC are as follows:

a. Detailed profile of the LPCC. The profile should include;
i. Spatial demographic data analysis report
ii. Spatial Socio-Economic data analysis report
iii. Spatial Existing infrastructure and land use data analysis report
iv. Spatial Environmental data analysis report
b. GIS map showing demographic distribution, migration pattern, natural resources, socio
economic data, existing infrastructure and land use data and environmental data
Conceptual Plan Formulation Report

Comprehensive Master Plan Report
The consultant shall prepare detail comprehensive master plan of the LPCC on the basis of
followings:
a. Detailed design drawings of land use plan
b. To prepare comprehensive master plan of the provincial capital city with concept of Central
Business District (CBD) and Transit Orient Development (TOD)
c. To prepare major block plan with details
d. To prepare a design guideline for buildings, the design of the public realm-the open spaces,
streets, sidewalks and plazas between and around the buildings

e. To prepare urban design plans along with animated 3D models for the various areas
including city center (Sky scrapper city zone, High rise city zone, modern buildings city
zone), river area, water fronts, administration zone, corridors and recreation park zone.
f. To prepare detail architectural design and drawings with 3D animation of all administration
buildings.
g. To prepare urban design district, zoning and overlay map
h. To prepare urban design guidelines and by-laws for different zones
i. To prepare investment plan for the proposed infrastructure development
j. To prepare implementation plan with sequencing and prioritization of infrastructure
development works
k. To prepare environmental protection, climate change adaptation and disaster mitigation
measures
l. To determine and prepare city layout pattern and concept with detail drawings.

7.0 QUALIFICATIONS OF THE CONSULTING FIRMS AND KEY PERSONNELS
The Consulting firm must be legally registered/recognized/competent institution. It must have
registered in PAN/VAT in their respective country and timely cleared the taxes. The consulting
firm shall have prior experience in preparing master plan of city planning, guidelines,
regulations and bylaws.
PERSONNEL REQUIRED
The staffing requirements of key personnel and non-key for this assignment shall include a
minimum of the following positions:
a. Key Professionals
1. Team Leader- 1 no.
The team leader is responsible for ensuring that the provincial capital city master plan
is rightly designed, implemented and reported. S/he is expected to have a minimum
Master’s Degree in Architecture/ Urban Planning/ City Planning/ Urban Development;
and equivalent degree at least 25 years work experience with demonstrated leadership
role in modern city infrastructure planning/urban development of city after completion
of master degree and minimum 3 years of work experience in implementation of city
planning projects only. If team leader doesn’t meet the minimum qualification and
experience the further evaluation process will not b0e proceeded.

2. Senior Urban Planner -1 no.
Master’s Degree in Urban Planning; At least 10 years work experience in Urban
Planning, Urban Design/ Development of Urban infrastructure, land use planning, To
Study, Analyze and to prepare the report after completion of master degree and
minimum 3 years of work experience in implementation of city planning projects only.
3. Senior Urban Designer-1 no.
Master’s Degree in Urban Design/ City Planning; at least 15 years work experience in
City Planning/Urban Design/ Development of Urban infrastructure and land use
planning after completion of master degree and minimum 3 years of work experience in
implementation of city planning projects only.

Master’s Degree in Architect/Urban Planning; At least 10 years work experience in
urban infrastructure planning and land use planning after completion of Master degree.
5. Urban Transport Specialist-1 no.

completion of Master degree.

If the corruption case is being filed to Court against the Natural Person or Board of Director of the

process till the concerned Court has not issued the decision of clearance against the Corruption
Charges.

3). The Firm/JV shall have to submit Nepal Engineering Council
(NEC) registration Certificate of personnel (if applicable).

and work experience certificate of personnel as an evidence of
his/her education (degree) and work experience, certified by
Notary Public.
5). Things not mentioned above shall be as per prevailing Act
and Regulations.
6) The firm/JV shall have to submit clear and readable copies of
certificates/CV as an evidence of qualification and experience of
key personnels. Unclear and unreadable certificates/CV will not
be considered

Request for Expression of Interest Government of Nepal (GoN) Name of Employer: Provincial Infrastructure Development Authority Date: 31-12-2020 10:00 Name of Project: Consulting service for preparation of "Master plan of Lumbini Provincial Capital City (LPCC)" Lumbini Province Government of Nepal (GoN) has allocated fund toward the cost of Consulting service for preparation of "Master plan of Lumbini Provincial Capital City (LPCC)" Lumbini Province and intend to apply portion of this fund to eligible payments under the Contract for which this Expression of Interest is invited for National consulting service 1. The Provincial Infrastructure Development Authority now invites Expression of Interest (EOI) from eligible consulting firms (“consultant”) to provide the following consulting services: Provincial Infrastructure Development Authority has got a mandate to prepare a Master Plan of a beautiful provincial capital with all necessary facilities and components keeping in a view of geographical location, climatic condition and local people's aspirations. The proposed area has plenty of public lands where all ministries and provincial assembly can be accommodated without purchasing land. Similarly, it is also expected to plan the city with minimum disturbances to natural resources such as forest, water bodies, agricultural land etc. 2. Interested eligible consultants may obtain further information and EOI document free of cost at the address Provincial Infrastructure Development Authority,Provincial Infrastructure Development Authority Rapti Dang Lumbini Province Nepal during office hours on or before 17-01-2021 12:00 or visit e-GP system www.bolpatra.gov.np/egp or visit the client’s website ida.lumbini.gov.np 3. Consultants may associate with other consultants to enhance their qualifications. 4. Expressions of interest shall be delivered online through e-GP system www.bolpatra.gov.np/egp on or before 17-01-2021 12:00 5. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated. 6. EOI will be assessed based on Qualification 30.0 %, Experience 50.0 %, and Capacity 20.0 % of consulting firm and key personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal. 7. Minimum score to pass the EOI is 60 8.

  • 7. Instructions for Submission of Expression of Interest Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms. 1. Interested consultants must provide information indicating that they are qualified to perform the services (descriptions, organization and employee and of the firm or company, description of assignments of similar nature completed in the last 7 years and their location, experience in similar conditions, general qualifications and the key personnel to be involved in the proposed assignment). 2. This expression of interest is open to all eligible consulting firm / company/ organization. 3. In case, the applicant is individual consultant, details of similar assignment experience, their location in the previous 4 years and audited balance sheet and bio data shall be considered for evaluation. 4. The assignment has been scheduled for a period of Six months. Expected date of commencement of the assignment is 25-03- 2021. 5. A Consultant will be selected in accordance with the QCBS method. 6. Expression of Interest should contain following information: 7. (i) A covering letter addressed to the representative of the client on the official letter head of company duly signed by authorized signatory. (ii) Applicants shall provide the following information in the respective formats given in the EOI document: • EOI Form: Letter of Application (Form 1) • EOI Form: Applicant’s Information (Form 2) • EOI Form: Work Experience Details (Form 3(A), 3(B) & 3(C)) • EOI Form: Capacity Details (Form 4) • EOI Form: Key Experts List (form 5). Applicants may submit additional information with their application but shortlisting will be based on the evaluation of information requested and included in the formats provided in the EOI document. 8. The Expression of Interest (EOI) document must be duly completed and submitted in sealed envelope and should be clearly marked as “EOI Application for Short-listing for the Consulting service for preparation of "Master plan of Lumbini Provincial Capital City (LPCC)" Lumbini Province.The Envelope should also clearly indicate the name and address of the Applicant. Alternatively, applicants can submit their EOI application through e-GP system by using the forms and instructions provided by the system. 9. The completed EOI document must be submitted on or before the date and address mentioned in the “Request for Expression of Interest”. In case the submission falls on public holiday the submission can be made on the next working day. Any EOI Document received after the closing time for submission of proposals shall not be considered for evaluation. 10.

  • 10. 2 Consulting Service for Preparation of Master Plan of Provincial Capital City of Lumbini Province 1.0 BACKGROUND Rapti Valley lies in inner Terai part of Deukhuri valley and located geographically almost at the center of Lumbini Province. The capital city was formed by combining all areas of Rapti Rural Municipality, Gadhawa Rural municipality (Ward no 1, 2 and 3) of Dang district and Sitganga Municipality (Ward No 8 and 9) of Arghakhanchi district with approximate total area of 480 Sq. km. This valley has been formed by Shivalik hills around. Rapti river flows almost middle of the valley along East-West Highway. The proposed area is largely agriculture fields and river banks with few settlements/rural market centres rapidly growing as the area is a noddle point for high- ways including that connects Pyuthan and Rolpa. The area has high potential of development of a beautiful city incorporating all provincial administrative ministries and other offices and residence, markets. Provincial Infrastructure Development Authority has got a mandate to prepare a Master Plan of a beautiful provincial capital with all necessary facilities and components keeping in a view of geographical location, climatic condition and local people’s aspirations. The proposed area has plenty of public lands where all ministries and provincial assembly can be accommodated without purchasing land. Similarly, it is also expected to plan the city with minimum disturbances to natural resources such as forest, water bodies, agricultural land etc. Furthermore, the proposed city is located at the foothills of the Chure hills, near the Rapti River and East-West Highway passed through which has very high possibilities of developing various types of touristic attractions and recreational facilities. In this context PIDA is seeking consultant service to prepare comprehensive master plan of the LPCC, land use plan, public realm-the open spaces, detail design of Institution zone and major block plan. 2.0 THE OBJECTIVE: The main objective of this assignment to prepare master plan for Lumbini Provincial Capital City (LPCC). At this stage there are four specific objectives: A. Collection of basic information for overall planning of the LPCC B. Prepare comprehensive Master Plan of LPCC. C. Prepare detail project proposal for proposed provincial institutional area of LPCC
  • 11. 3 The specific objectives are: A. Collection of basic information for overall planning of the LPCC a. Review existing plans prepared by local governments, Lumbini Provincial Government and line agencies of federal government. b. Review existing and proposed plans of federal government within the territory of LPCC and other plans and projects that will have impact to larger development plan of LPCC. c. Collect available maps and information including latest satellite imagery of appropriate scale. d. Collect information on existing cadastral information of land, its ownership and prevailing issues including landless population, informal settlements and past attempts to address the issues. e. Collect spatial information of land use, existing settlements and their hierarchy, natural resources including water resources and their existing situation and their driving forces. f. Collect demographic, social and economic data of the LPCC and future projections. g. Review existing physical and social infrastructures including transportation, tele- communication, electricity, water resources, their capacities and limitations in the context of proposed LPCC. h. Review environmental situation including past disaster events, disaster risks and required mitigation measures. B. Prepare Comprehensive Master Plan of LPCC. a. Prepare conceptual plan for the Comprehensive Master Plan on i. Transportation networks with modal integration ii. Neighborhood, Settlement planning with hierarchy, socio-cultural and ethnic value iii. Visual image of the city and quality of the city with 3-dimensional physical form and its elements iv. Water resource and solid waste management plan including drainage plan v. Tele-communication network plan vi. Economic growth analysis with linking possible satellite towns b. Spatial planning and zonation maps at a larger scale c. Parks, Recreation areas and open spaces C. Prepare detail project proposal for proposed provincial institutional area of LPCC a. Identify Institutional Zone as guided by the Comprehensive Master Plan of LPCC. b. Collect information of the institutional requirement for the Institutional Hub (Ministries and Provincial Assembly) to establish Provincial Capital. c. Prepare detail design of the Institutional Hub: i. Provincial Government Ministries ii. Provincial Parliamentary Offices
  • 12. 4 iii. Provincial courts, commissions and committees iv. Provincial level public services including, healthcare services, tele- communication services, transportation services, security services including police and para-military services, market centres, etc.
  • 13. 5 Google Earth image: Tentative coverage area of LPCC 3.0 THE SCOPE OF WORK: The consultants are required to work in close and continuous consultation Province Government and Provincial Infrastructure Development Authority (PIDA-Lumbini Province) while conducting their assignment. The main scope of this assignment is to collect basic information for the preparation of detail master plan of the LPCC, prepare comprehensive plan of the LPCC and detail design of Institutional Zone to operate as Provincial Capital. Scope of the work of the consulting service could be divided in to three phases as follows: A. Inception Phase: This phase includes familiarization with concept, existing situation of the place, people through preparation of profile and mapping them. The scope of the work at this phase includes but not limited to the following:  Review of relevant documents, existing policies, plans, programs and projects at national, provincial and local level. The existing geography of Rapti valley should be reviewed thoroughly and the relevance of the document at present context should be mentioned in the report.  Site visit to Rapti Valley for proper understanding of the site, its boundary and other features that would have planning implications.
  • 14. 6 The Consultant shall study the existing situation in terms of the following: I. Demographic studies and planning standard: number of households, population, population projection, occupation status, migration trend, growth trend. These data should be studied at ward level. II. Socio-economic data: financial, occupational and educational status, agricultural activities, health facilities, social security, culture and tradition of the people, commerce and industries, trades (incoming and outgoing flow of goods between the Rapti Valley and Lumbini province. III. Detailed study of the existing scenarios and infrastructure:  Existing scenarios: Climate and vegetation, topography, land features, existing land use pattern, existing land ownership pattern.  Existing amenities and facilities: Road and circulation network, footpaths, institutional establishment, offices, agricultural land, recreation places like parks, economic infrastructure such as industries, banks, shops, heritage, religious structure, sacred sites, existing housing, social amenities, workshops and industries etc.  Existing utilities and services: Drinking water supply and distribution, storm water drainage system, sewerage, solid waste disposal system, electricity, street lighting, telecommunication and other services.  Analytical study: slope, aspect, and contour analysis.  Detail satellite imagery depicting existing land use, aerial survey (Drone), change in land use, and other necessary details.  Cadastral data collection and analysis showing private land, public land and land called parti and ailani. IV. Environmental data: types and numbers of rivers and other major water resources, forest, landslides and flood issues. Pollution, solid waste and waste water generation and management, sanitation level in proposed LPCC. V. Resource mapping: includes mapping of built and natural resources, hazard mapping, socio economic mapping. VI. Settlement studies:  Land to build form relationship  Vital building elements  Building heights  Traditional vernacular architecture  Significant cultural landscape areas B. Conceptual Plan Formulation Phase  The consultant has to recommend the desired built form of the entire LPCC in consistent with the vision of the Lumbini Provincial Government (LPG) at conceptual level.
  • 15. 7  Prepare spatial planning, zonation and respective road network plan of the LPCC in consistent with the proposed land use plan. These will be the guiding plan for the detail Master Plan of the LPCC.  Based on the conceptual master plan detail ToR will be prepared. C. Detail planning of Comprehensive Master Plan of the LPCC I. Desk study: The consultant shall carry out desk study for collecting all data, maps and information relevant to further investigation and reviewing for planning of further field survey and investigation works. The consultant shall collect, reports, topographical maps, latest satellite images, National Building Code, Hydrological data and other documents as necessary that helps to prepare detail plan of LPCC. II. Needs assessment: The consultant should meet with respective offices that are going to be accommodated in the Institution Zone of the LPCC to identify their requirements. Further the consultant should forecast the future need to come to planning requirements of LPCC. III. Technical Feasibility Study: The consultant shall visit the site and conduct the reconnaissance survey of the entire project site identified for Institution Zone. The consultant shall collect and review the available data, conduct analysis of field data including topographic survey, nature and structure of surface soil and subsurface soil including groundwater and other information as required for the study and conducting analysis to decide upon the technical feasibility of the proposed physical infrastructure constructions. IV. Detail Layout Design of the Institution Zone: The Consultant has to prepare and submit detail plan of Institution Zone along with the number of structures and their sizes to be built along with policy and guidelines in various stages: the preliminary design stage, the alternative design stage and final design. The consultant shall incorporate the views, ideas and suggestion about the prepared Institutional Zone Plan. Based on this plan each stakeholders of Institution Zone of LPCC start designing buildings to put up their offices. V. Detail Design of city layout: Guided by the layout design, the consultant shall prepare design of city infrastructure to be built. Moreover, the central infrastructures like roads, drainage, electricity, tele-communication, parks, public space and greenery should be designed to contract out for construction. The consultant should prepare all the drawings, and approval documents as necessary along with the investment plan of LPCC. The Consultant shall finalize the plan after discussion with the PIDA- Lumbini Province and Lumbini Province Government.
  • 16. 8 4.0 METHODOLOGY: Literature Review: Literature review is the first step to gather perception and ideas for developing the concept of master plan and to familiarize with the city planning. The consultant shall review relevant documents, existing policies, plans, programs and projects at internationals, national, regional and local level. The existing master plan of any capital city (National/International) should be reviewed thoroughly and the relevance of the document at present context should be mentioned in the report. Data Collection: The study shall rely both on the primary and secondary data. Primary data especially related to physical, social and economic infrastructure such as road network, drainage, water supply, electricity and telecommunication, educational, financial, institutional, health related institutions and settlements. Land use pattern, spatial transformation trend, major investment areas, inherent and development potentials, environmental sensitive areas etc. shall be collected through site observation/ interviews/ opinion survey and/or group appraisals with the key officials and persons. Province government initiatives which shall have impact on the development, not only within the boundary but also in the nearby area, shall be collected through the consultation with the related agencies. Necessary questionnaires shall be developed for the interviews. The potentials, problems and development issues of study area must be thoroughly identified and analyzed by the way of field observation, aerial survey (drone survey) and extensive interaction and discussion with the key stakeholders. Analysis of the data: Analysis shall be done using Excel/SPSS/ MS Access software, spatial analysis using GIS software such as ARCGIS, AutoCAD, drainage software, water supply software and etc. and interpretation of aerial photographs, maps available of different periods. In this chapter, following major analysis shall be done.  demographic, socioeconomic pattern and trend  land-use and environmental change pattern  infrastructure development including their impact at local level  The role and function of the neighboring towns/urban centers/settlements; their interlinkages and linkages at regional and national level.  Identification of lead economic sector; its productivity, export of goods or services, prospect of new development potential and location advantages. Formulation of Comprehensive Master Plan: The plan and programs shall primarily focus on among other things the conceptual long-term development vision of the capital city. The plans and programs shall be discussed with Provincial Infrastructure Development Authority, Lumbini Province Government, local bodies, local political parties and other relevant stakeholders. Similarly, the discussions shall be organized at provincial level with the concerned stakeholders and the plan shall be finalized at Provincial Infrastructure Development Authority Lumbini Province level. Preparation of Investment Projects for LPCC: Strategic master plan of the LPCC with tentative cost estimate shall be identified to fulfill the proposed development vision and objectives. Such projects will be proposed phase wise short term, medium term and long term as per the priority.
  • 17. 9 5.0 EXPECTED OUTPUTS: The key outputs for this study of preparation of conceptual master plan of the LPCC are as follows: Inception Report a. Detailed profile of the LPCC. The profile should include; i. Spatial demographic data analysis report ii. Spatial Socio-Economic data analysis report iii. Spatial Existing infrastructure and land use data analysis report iv. Spatial Environmental data analysis report b. GIS map showing demographic distribution, migration pattern, natural resources, socio economic data, existing infrastructure and land use data and environmental data Conceptual Plan Formulation Report a. Land use Plan with Zoning: 1. Institutional zone 2. Agricultural Zone 3. Residential Zone 4. Commercial Zone 5. Industrial Zone 6. Mines and minerals Zone 7. Cultural and Archaeological Zone 8. Rivers and Lakes reservoir zone 9. Forest Zone 10. Public use and open space zone 11. Building Material zone 12. Other Zone as specified Comprehensive Master Plan Report The consultant shall prepare detail comprehensive master plan of the LPCC on the basis of followings: a. Detailed design drawings of land use plan b. To prepare comprehensive master plan of the provincial capital city with concept of Central Business District (CBD) and Transit Orient Development (TOD) c. To prepare major block plan with details d. To prepare a design guideline for buildings, the design of the public realm-the open spaces, streets, sidewalks and plazas between and around the buildings

To prepare urban design plans along with animated 3D models for the various areas including city center (Sky scrapper city zone, High rise city zone, modern buildings city zone), river area, water fronts, administration zone, corridors and recreation park zone. f. To prepare detail architectural design and drawings with 3D animation of all administration buildings. g. To prepare urban design district, zoning and overlay map h. To prepare urban design guidelines and by-laws for different zones i. To prepare investment plan for the proposed infrastructure development j. To prepare implementation plan with sequencing and prioritization of infrastructure development works k. To prepare environmental protection, climate change adaptation and disaster mitigation measures l. To determine and prepare city layout pattern and concept with detail drawings. 6.0 REPORTING SCHEDULE: Inception Report - 8th Weeks Plan Formulation Report- 16th weeks Final Master Plan Report- 24th weeks 7.0 QUALIFICATIONS OF THE CONSULTING FIRMS AND KEY PERSONNELS The Consulting firm must be legally registered/recognized/competent institution. It must have registered in PAN/VAT in their respective country and timely cleared the taxes. The consulting firm shall have prior experience in preparing master plan of city planning, guidelines, regulations and bylaws. PERSONNEL REQUIRED The staffing requirements of key personnel and non-key for this assignment shall include a minimum of the following positions: a. Key Professionals 1. Team Leader- 1 no. The team leader is responsible for ensuring that the provincial capital city master plan is rightly designed, implemented and reported. S/he is expected to have a minimum Master’s Degree in Architecture/ Urban Planning/ City Planning/ Urban Development; and equivalent degree at least 25 years work experience with demonstrated leadership role in modern city infrastructure planning/urban development of city after completion of master degree and minimum 3 years of work experience in implementation of city planning projects only. If team leader doesn’t meet the minimum qualification and experience the further evaluation process will not b0e proceeded.
  • 19. 11 2. Senior Urban Planner -1 no. Master’s Degree in Urban Planning; At least 10 years work experience in Urban Planning, Urban Design/ Development of Urban infrastructure, land use planning, To Study, Analyze and to prepare the report after completion of master degree and minimum 3 years of work experience in implementation of city planning projects only. 3. Senior Urban Designer-1 no. Master’s Degree in Urban Design/ City Planning; at least 15 years work experience in City Planning/Urban Design/ Development of Urban infrastructure and land use planning after completion of master degree and minimum 3 years of work experience in implementation of city planning projects only. 4. Senior Architect- 1 no. Master’s Degree in Architect/Urban Planning; At least 10 years work experience in urban infrastructure planning and land use planning after completion of Master degree. 5. Urban Transport Specialist-1 no.
