III. NUMBER PLATE EXTRACTION
The captured input image has number plate covered by vehicle body, so by this step only number plate area is detected and
extracted from whole body of vehicle. The number plate extraction phase influence the accuracy of ANPR system because all
further step depend on the accurate extraction of number plate area. The input to this stage is vehicle image and output is a
portion of image containing the exact number plate. Number plate can be distinguished by its features. Instead of processing
every pixel, the system processes only the pixels that have these features. The features are derived from number plate format and
the characters constituting the plate. Number plate color, rectangular shape of number plate boundary, the color change between
the plate background and characters on it etc. can be used for detection and extraction of number plate area. The extraction of
Indian number plate is difficult as compared to the foreign number plate because in India there is no standard followed for the

It started with both of us witnessing a dark colored late model Mustang, traveling at excessive speed down Wheeler Ave. In fact
my exact words were, "Oh look at that dipshit!" After confirming radar of what we had both seen, lights and siren were

I completed my ride along with Virginia Commonwealth University Police Department on April 9, 2016 from 7pm–1am. The

On 07/19/15 at approximately 0213 hours, I, Officer Artaz conducted a traffic stop east of Highway 92 and Stafford Lane. This
location is in the City of Delta, County of Delta and the State of Colorado. The driver was identified as Eric Coutts (DOB
06/24/87).
While I was patrolling Highway 92, I observed a silver ford F150 truck bearing Colorado license plate headed east on Highway

On the above date and time, I, Officer D. Stone, while on patrol with the Clayton Police Department, I was dispatched to
westbound I69 for a pickup truck with the hood up. When I arrived on scene there was a blue Buick Terraza sitting behind the
blue pickup. I ran the Michigan registration plate DSE7292 and the owner of the vehicle on the plate. The vehicle was clear and
the registered owner was suspended. I approached the vehicle on the driver's and talked to a white female, Sarah Ann Wooster,
sitting in the driver's seat. I asked her if she drove the vehicle to the location she was at, she replied "yes." She stated that she

On 05–18–17 at 0107 hours, I was working uniformed patrol in police unit #16. I was traveling west on Walnut Street
approaching Madison Avenue. I observed a tan 4 door Kia Amanti also traveling west on Walnut Street, directly in front of me. I
saw that the vehicle did not have a rear license plate in violation of CVC 5200(a)–No License Plate.
I activated my overhead emergency lights/siren and conducted a traffic stop on Walnut Street east of Madison Avenue. I
contacted the driver, later identified as Suspect Emajanae Ayashi Whitebear and asked for her driver's license, registration and
proof of insurance. Whitebear gave me a California ID card instead of a California driver's license. Whitebear stated her
California driver's license was recently reinstated from a prior suspension. Whitebear did not have proof of her driver's license

Whitebear also had an outstanding arrest warrant (see attached printout). I handcuffed and arrested Whitebear on the arrest
warrant. The handcuffs were double locked.
The vehicle was later towed by J&M Towing located at 906 Westminster Avenue, Alhambra (626)–289–3288.
I then transported Whitebear to the Pasadena City Jail for booking. I issued Whitebear a citation for CVC 14601.1(a)–
Suspended Driver's License and CVC 5200(a)–No License Plates. Whitebear is scheduled to appear at the Pasadena Court on

District 2 was my location for my ride along. It's the biggest district that the county has, it covers from interstate 10 to northern
then 75th avenue and everything west from that, It covers about 6000 square ft it the areas included in it are Laveen, Rainbow
Valley, Tonopah, Phoenix, Avondale, Glendale, and Buckeye and it has 3 contracted cities which are Gila Bend, Litchfield and
Goodyear. I was assigned with deputy Horning during swing shift. The shift started at 1000 hours to 2200hours we had beat 225.
