4. 1.1 OVERVIEW OF PAKISTAN’S POWER SECTOR
The Electricity Generation is blend of Hydel and Thermal Units.
Total installed capacity is around 24,953 MW with 53% and 47% Share of Public and Private Sector respectively.
Currently Country is facing deficit of around 6,000 MW in peak summer months whereas the power demand has been
growing by 6-7% per annum resulting into load shedding of 8-16 hours.
Expansion in Transmission Network is required to evacuate power from upcoming projects.
Due to Financial Constraints in the Public Sector, the GoP is focusing on private sector to bridge the electricity demand supply gap.
The price per kilowatt-hour to Rs. 5.11 (4.60 US cents)

5. 1.2 PAKISTAN POWER SECTOR - TIMELINE JOURNEY
Initially two vertically integrated utilities i.e. WAPDA and KESC, were responsible for generation, transmission and
distribution in their areas
UPTO 70s: Performance of KESC and WAPDA was very good
IN 80s: Some deterioration observed. Demand-Supply shortfall started
IN 90s: Budget constraints lead the government to seek involvement of private sector in power generation projects
1992: Govt. prepared strategic plan to reform Pakistan power sector
1993: Energy Task Force created, Power Policy 1994 formulated
1994: Creation of PPIB (Private Power and Infrastructure Board) & preparation of National Power Plan by WAPDA
1997: Autonomous regulatory body NEPRA created, through an Act.
2001: WAPDA Vision 2025 prepared
2002: NEPRA issued a future plan for Pakistan Power Sector
2005: Medium Term Development Framework (MTDF) prepared

33. 3. Solar PV Potential in Pakistan
Pakistan is a country with huge potential of solar energy. It has solar
energy potential of 2900 GW.
Pakistan receives about 15.5x1014 kWh of solar irradiance each year
with most regions receiving approximately 8 to 10 sunlight hours per
day.
For 10 h a day, average solar radiation intensity ranges from
1500W/m2/day to 2750W/m2/day in Pakistan especially in southern
Punjab, Sindh and Balochistan regions throughout the year, hence in an
area of 100 m2, 45 MW to 83 MW power per month may be generated
in the above-mentioned regions.
In Pakistan values of GHI is in the range of 200-250 watt/m2 with 1500
to 3000 sunshine hours in the year
The solar mapping component includes up to two years of high quality,
ground-based solar measurements taken from nine sites across Pakistan

34. 3.1 Solar Sector Development to Date in Pakistan
The Government of Pakistan’s (GOP) released its Policy for Development of Renewable Energy Generation
(the 2006 RE Policy).
The 2006 RE Policy dealt with wind, solar and small hydro (<50 MW), within the country.
However, since 2006, progress has been slow and it is only in the last ten years that investor interest has gained
momentum, particularly in the wind and hydro sector and more recently in solar.
To date, the only grid connected utility scale solar project in Pakistan to reach its Commercial Operation Date
(COD) is a publically-sponsored 100 MW project commissioned by the Government of Punjab in May 2015.
The Alternative Energy Development Board (AEDB) reports that 35 projects with a capacity of 1111.4 MW are
under development.

35. 4. Tariff Determination
In 2016, Pakistan's National Electric Power Regulatory Authority (NEPRA) proposed new upfront feed-in tariffs
(FiTs) for photovoltaic (PV) and wind power plants in the country. three projects of 100 MW each have signed a
Power Purchase Agreement (PPA).
FITs for a 25-year Solar PPA granted by NEPRA in 2016, depend on their location.

36. In Pakistan, The 2006 RE Policy sets out three methods for tariff determination for
grid connected utility scale renewables:
• Competitive bidding (solicited proposals)
• Direct negotiations for a cost-plus tariff (unsolicited proposals)
• FIT setting (known in Pakistan as an upfront tariff)

38. 5. SWOT ANALYSIS
Strengths Weaknesses
Pakistan has an area of the highest solar insolation in the world
and has immense solar resources.
There are certain region of south Quetta valley and central
Punjab that receives maximum solar radiations.
In many part of Balochistan the radiation is between 6.5 to 7
kwh/m2 per day.
Solar energy production is cheaper than nonrenewable resources
which lead higher cost in energy production.
Solar power will cause to decrease the global warming.
Require very little maintenance cost beyond regular cleaning.
There is no such equipment’s in the Pakistan which store the
energy from solar and use them later.
Use of expertise technicians of the solar panels for maintenance.
Unreliability; the usage of solar panels use the only 12-hours
which cause the collapse in the energy production.
Inefficiency; since not all the light from the sun is absorbed by
solar panels. Therefore most solar panels have 40% efficiency
rate which means 60% of the sun light get wasted.
Right place (location) will generate accurate amount of energy
from solar panels.
Opportunities Threats
Supply of energy production will be little bit higher and
indifference in the demand and supply of energy will be
decreased.
The usage of solar panels will decrease the usage of non-
renewable sources which currently Pakistan is using in energy
generation.
The suitable areas of Pakistan for solar panels will increase the
production capacity.
Foreign investor’s investment will be increased and that will be
helpful for initial investment in solar panels.
Economical Barriers - Solar energy projects are capital intensive
and have low economies of scale. It requires a long time for
payback.
Policy Barriers - Confusing policies regarding the participation of
private investors
No feed-in tariff system
Unreliable local technology
Dependence on foreign personnel to install and operate large
solar energy projects
Lack of awareness about solar energy especially in rural areas

39. 6. Proposed Solar PV power plant – Sukkar City (Pakistan)
• National resources Canada has provided free access to the Ret-Screen software to
simulate energy production cost, economic feasibility of solar system, payback period,
CO2 reduction cost and life cycle cost of renewable energy technology.
• To access total energy generated from solar power plant, global solar radiations on
horizontal surface, monthly average air temperature and type of tracking systems are
used by Ret-Screen software to calculate energy delivered by gird.

• Sukkur city receives annual solar radiations of 1950 kWh/m2/year.
• The average total energy generated by solar PV system for one region was also estimated
to 1.73 kWh per day.
