wide range of needy, creative innovations, cross learning, scaling up
and implementation culture and record
• Support of ZPD, Host institution and surrounding institutions
• Location, wide awareness about presence and reputation of host
institution
• Adequate staff, critical resources, basic facilities including IT and
net connectivity, progressive personal policy, work friendly rules,
incentives for performance
• Rapport/personal touch and convergence with research system,
farmers, development departments, Private sector, Banks,
Insurance and other input and service agencies

• Diversified knowledge, processes, products,
delivery, documentation, M&E system,
professional analysis, effective
communication, system-wide influence,
replicable evidence of development impact
• Assessed the performance of 78 KVKs, 24 in
person remaining through travel workshops
• In general KVKs are doing well, about 30%
performers, 50% average and 20% poor
