Notwithstanding the jibe
against the Congress, the
BJP seemed determined to
strengthen its bastion in
southern India. Choosing
the Karnataka capital,
where incidentally the
Congress is in power, is a
clear indication to that.
This is the party's first
National Executive meet
after Prime Minister
Narendra Modi and Shah
took charge in their present
offices.
The choice of venue was
done after due considera-
tion as Karnataka is also
the only big state in the
country where Congress
has its government.
Although elections in the
state are due only in 2018,
the BJP wants to send a
message across including
its political rivals that it is
mindful of its long term
interests and presence.
However, at the National
Executive meet the party's
immediate attention was
on the land bill which the
government failed to get it
passed in Rajya Sabha.
The bill was today re-prom-
ulgated for the second time
after President Pranab
Mukherjee gave his
assent, just a day before it
lapses. The general
acceptance among the del-
egates was that the contro-
versial land acquisition bill
has harmed the image of
the Modi government. The
NDA-led government at
the Centre would complete
a year in office in May.
Both the party and the gov-
ernment have been trying
to convince the country,
particularly the farming
community, that the
amendments brought out
by the Modi government in
the UPA made land law
were actually intended to
help farmers. However,
this is proving to be an
uphill task as some of the
NDA constituents besides
the opposition seem
unconvinced by the gov-
ernment's intent.
The moment the Centre
opted for the ordinance
route on a sensitive issue
like land acquisition with an
aim to build a favourable
public opinion later, the
opposition has been unit-
edly up in arms against the
government.

Mid-Term Meet 2015 of the
National Interventional
Council of the
Cardiological Society of
India in New Delhi.
Speaking on the occasion,
the President said a
healthcare system, which
is universally accessible,
affordable and effective, is
crucial for a developing
country like India. To build
such a system, we require
robust healthcare infra-
structure, trained and moti-
vated personnel, and bet-
ter access to medicines
and equipments. There
are 7 hospital beds per
10,000 population in India,
compared to 23 in Brazil,
38 in China and 97 in
Russia. In terms of health-
care professionals, we
again lag behind the other
BRIC countries. There are
7 physicians per 10,000
population in India, com-
pared to 19 in Brazil, 15 in
China and 43 in Russia.
Though schemes like the
National Health Mission
have improved service
delivery, health services in
India still suffer from lack
of reach and constraints of
quality.
The President said India’s
public expenditure on
health is meagre. We fare
below our BRIC peers on
this count as well. India’s
per capita government
expenditure on health in
PPP terms is US Dollar 44,
as against 809 in Russia,
474 in Brazil and 236 in
China. Considering that
we are a sixth of humanity,
a significant rise in health
expenditure is urgently
required to ensure univer-
sal health coverage.
The President said a
health insurance mecha-
nism that can take care of
all is the need of the hour.
As per estimates, about
216 million people in India
or 17 percent of the popu-
lation were covered under
various health insurance
schemes as at end-March
2014. We need to do much
more to bring the uncov-
ered population under the
health security net.

The case of Purvi Patel
and the Criminalisation of
Pregnancy has got some-
thing to worry about. She
was convicted for neglect
of a dependent too and
sentenced to 20 years in
jail. The laws apply in a dif-
ferent way in US depend-
ing on the skin colour.
Other Americans may get
sentence but that is unper-
turbed compared to a black
or brown for the same
crime. Purvi Patel became
the first person in US histo-
ry sentenced to prison for
feticide for what the state
said was an attempt to end
her own pregnancy. While,
Patel says she had a mis-
carriage, delivering a still-
born feotus, prosecutors
accused her of taking
drugs to induce an abor-
tion, even though, no drugs
were found in her system.
Her defence says, there
was no evidence or trace
of the said drugs in her
body, but still court did not
try to find out the reason
behind her miscarriage.
They also used a discredit
test to claim the feotus was
born alive. Nowhere court
mentioned the duration of
pregnancy, however, Patel
told police that it was her
23rd week of pregnancy
that got terminated on its
own.
Ms. Patel comes from a
family of Indian immigrants
who settled in Granger,
Indiana, a suburb of South
Bend. In July 2013, she
went to a hospital emer-
gency room suffering from
heavy vaginal bleeding.
She denied that she had
been pregnant, but eventu-
ally told doctors that she
had miscarriage and
placed the stillborn foetus
in a bag and placed the
bag in a dumpster.
Abortion and foeticide is
common in India but done
in secrecy or to bias sex
ratios. It is perhaps crimi-
nal act when an abortion is
done to protect one’s hon-
our or to bias sex. No
woman should face crimi-
nal charges for having an
abortion or experiencing a
pregnancy loss, the cruel
length of this sentence
confirms that foeticide and
other measures promoted
by anti-abortion organisa-
tions are intended to pun-
ish not protect women.
If this woman has a psy-
chological problem then
whatever she has done
should be overlooked.
Abortion clinics should be
a fundamental right and be
available, but strangled by
the Christian conserva-
tives. If you claim to be a
progressive society, you
have to respect the rights
of a woman in property,
marriage, giving birth to
young ones. So, the law
should change as it clearly
violates these rights. And
the second thing is that,
abortion should not be

Even after 23 years, the saga of Babri
Masjid demolition continues and courts
are yet to punish the culprits and the con-
spirators. Supreme Court sought respons-
es from Bharatiya Janata Party leader
L.K. Advani and 19 others on an applica-
tion moved in connection with the drop-
ping of conspiracy charges and the fair-
ness of the CBI probe into the 1992 Babri
Masjid demolition case.
The notices have been issued on a plea
against dropping off conspiracy charges
against them in the Babri Masjid demoli-
tion case. The interim application by Haji
Mahboob, whose house was ransacked
after the demolition, cast doubts about the
efficacy of the probe by the Central
Bureau of Investigation into the conspira-
cy angle, especially with the party in
power being associated with the accused.
It alleged that the CBI is controlled by the
Home Ministry under Rajnath Singh while
Mr. Kalyan Singh is Governor of
Rajasthan.
On December 6, 1992, huge mob of
Hindu Karsevaks completely devastated
the 16th-century Babri Masjid in Ayodhya,
Uttar Pradesh, in an attempt to repossess
the land known as Ram Janmabhoomi
(the supposed birthplace of the Lord
Rama). The demolition happened after a
rally supporting the movement turned vio-
lent and resulted in several months of
inter-communal rioting between Hindu
and Muslim communities, causing the
reported deaths of at least 2,000 people.
Hindu, at large believes that, Ram
Janmabhoomi was the birthplace of the
God-king Rama, which is most sacred
and religious sites in the Hindu religion. In
1528, following the Mughal invasion of
North India, a mosque was built at the site
by the Mughal general Mir Baqi, who
came to be named after emperor Babur.
According to hearsay, Baqi destroyed a
pre-existing temple of Rama at the site;
limited historical evidence exists to sup-
port this theory. For several centuries, the
site was used for religious purposes by
both Hindus and Muslims. In 1859, soon
after the first recorded incidents of reli-
gious violence at the site, the British colo-
nial administration set up a railing to sep-
arate the outer courtyard of the mosque to
avoid disputes. The status quo remained
in place until 1949, when idols of Rama
were surreptitiously placed inside the
mosque, allegedly by volunteers of the
Hindu Mahasabha. This led to an uproar,
with both parties filing civil suits laying
claim to the land. The placing of the idol
was seen as a desecration by the users of
the Masjid.
The site was declared as disputed land,
and the gates of the Masjid were locked.
Since then, the angry Hindus were finding
an opportunity to rebuild Rama Temple by
demolishing Masjid.

New Delhi: The Steel &
Mines Minister Shri
Narendra Singh Tomar aad-
dressing the media persons
in a press conference in
New Delhi said that as soon
as Mines and Minerals
Development and
Regulation (MMDR)
amendment act is notified in
about a week, the draft
Rules will be circulated to
the States and the new Act
will result into Simplification
of procedures and avoid-
ance of delay in the mining
sector. In respect of ten min-
erals in Part C of First
Schedule (like iron ore,
manganese, bauxite, cop-
per, gold, etc.), State
Governments needed to
obtain the prior approval of
the Central Government
before grant of mineral con-
cessions. The Amendment
removes the need for such
“prior approval” from the
Central Government, there-
by making the process
quicker and simpler.
Similarly, approval of mining
plan by the Government
would no longer be manda-
tory as a proviso has been
added under Section 5(2)(b)
permitting the State
Governments to devise a
system for filing of a mining
plan obviating need for prior
approval by the
Government.
On the question of the pen-
dency of applications for
renewals, the Mines
Minister said that to provide
a transition to the new sys-
tem, the Mining Leases
would be deemed to be
extended from the date of
their last renewal upto 31st
March, 2030 (in the captive
miners) and till 31st March,
2020 (for the merchant min-
ers) or till the completion of
the period of renewal
already granted, if any,
whichever is later. It is
expected that this would
immediately permit mines
that have got closed due to
want of decisions on their
applications for second and
subsequent renewals to
start their operations, sub-
ject to the necessary clear-
ances like forest and envi-
ronment.
The previous approval of
the Central Government will
not be required for grant of
mineral concession except
for Atomic Minerals and
Enabling powers for reser-
vation for the public sector
are to continue in the
Amended Act, Shri Tomar
said. The Amendment
removes discretion in the
grant of mineral conces-
sions. All mineral conces-
sions are granted by the
respective State
Governments. They will
continue to do so but all
grant of mineral conces-
sions would be through auc-
tions, thereby bringing in
greater transparency and
removing discretion. This
should also mean that the
Government will get an
increased share from the
mining sector. Unlike in the
1957 Act, there would be no
renewal of any mining con-
cession.

New Delhi: The Prime Minister, Shri
Narendra Modi, urged the Reserve
Bank of India to take the lead in
encouraging financial institutions to
set concrete targets for financial
inclusion over the next 20 years, to
help transform the quality of life of the
poor. "I come as a representative of
the poor, underprivileged, marginal-
ized and tribals; I am one among
them; I seek on their behalf and trust
you will not disappoint me," the Prime
Minister said, at the RBI Conference
on Financial Inclusion, which also
marked the completion of 80 years of
the Reserve Bank of India.
He encouraged RBI to set goals on
intermediate targets: of 2019, when
the country will celebrate the 150th
anniversary of Mahatma Gandhi;
2022, 75 years of independence;
2025, 90 years of RBI, and 2035, 100
years of RBI.
The Prime Minister said the success
of the Pradhan Mantri Jan Dhan
Yojana and the Direct Benefit
Transfer of LPG subsidy, had shown
the potential of the enormous role
that the banking sector can play in
ensuring financial inclusion.
The Prime Minister called for making
financial inclusion a "habit." He asked
banks to take inspiration from the
success of women self-help groups.
He asked banks to keep in mind the
requirement of youth who needed
either knowledge or skills. He also
gave the example of the soon-to-be-
launched MUDRA initiative in this
regard. He urged banks to come up
with creative financial inclusion
instruments to help prevent farmer
suicides.
The Prime Minister said that along
with economic and social parame-
ters, there is need to think of a geo-
graphical parameter as well for finan-
cial inclusion. He said eastern India
had immense economic potential,
and the banking sector should recog-
nize and plan for this.
Appreciating the role played by RBI
over the last 80 years, the Prime
Minister complimented the RBI
Governor Dr. Raghuram Rajan, for
his grasp and clarity on economic
issues. As part of the Make in India
initiative, the Prime Minister urged
RBI to take the lead in ensuring that
India starts to manufacture the paper
and ink that are used to print curren-
cy notes. The Governor of
Maharashtra Shri Vidyasagar Rao,
the Chief Minister of Maharashtra
Shri Devendra Fadnavis, the Finance
Minister Shri Arun Jaitley, and the

ebration of the 100th year of the advent of
the Divine Adya Mata organized by
Dakshineswar Ramakrishna Sangha
Adyapeath at Kolkata . He also inaugurat-
ed AdyapeathAnnada B. Ed. College and
an orphanage for boys on the occasion.
Addressing the gathering, the President
said he was pleased to see the numerous
activities that have been taken up in the
various centres of the Dakshineswar
Ramakrishna Sangha Adyapeath- particu-
larly the old age home, the home for wid-
ows, the charitable dispensary, the girls’
school, Sanskrit Mahavidhyalaya and
Teacher Training Institute.
The Adyapeath has never discriminated
against any religion or caste or section of
society. It is a symbol of communal har-
mony that has opened its doors to give
local inhabitants medical treatment and
spiritual succor.
The President stressed the need for
expansion of primary, higher and tertiary
education facilities in the country so as to
enhance opportunities of employment for
younger generation. He appreciated the
contributions of the Adyapeath in this
regard as well as its initiative to set up a
B. Ed College and give a home to thou-
sand orphan boys.
Referring to the golden era of education in
the country between 3rd Century BC and
12th Century AD when universities like
Nalanda existed in the country, the
President said students and scholars from
various foreign nations used to come to
India for higher studies. But after the 12th
Century AD, our education system started
losing its glory. The President said the
quality of higher education in the country
must improve. The 11th Five Year Plan
made provisions for improving the quality
of higher education in the country. India
has over 700 Universities (including 48
Central Universities), 16 IITs, 30 NIITs and
around 36,000 Degree colleges. Nearly 2
crore students participate in informal and
tertiary education. Despite these num-
bers, international education rating agen-
cies have not placed any of these institu-
tions within the best 200 of the world. The
President called upon educational institu-
tions to encourage innovations and
research by students.
President calls for expansion of education facilities in the country

New Delhi:The state of Gujarat has led others in
the implementation of Swachh Bharat Mission dur-
ing 2014-15. Out of the 2,70,069 household toilets
constructed during the last financial year, Gujarat
alone accounted for 60% of them having built
1,65,376 household toilets. Madhya Pradesh has
constructed 99,151 household toilets followed by
Karnataka with 4,697.
In promoting Solid Waste Management also,
Gujarat led others having reported 100% collection
and transportation of municipal solid waste in 120 of
the 195 towns in the state. Odisha has done so in
respect of 107 towns and Karnataka in 40 towns. In
all, 329 of the 4,041 statutory towns have reported
100% collection and transportation of municipal
solid waste.
In the construction of community toilet seats,
Odisha was ahead of others having constructed 740
seats during 2014-15. Andaman & Nicobar Islands
reported construction of 200 and Karnataka has
built 100 community toilet seats. A total of 1,222
community toilet seats have been built during 2014-
15.
Swachh Bharat Mission was launched on October 2,
2014 with the objective of ensuring cleanliness in all
the 4,041 statutory cities and towns of the country
by October 2, 2019 which marks the 150th birth
anniversary of Mahatma Gandhi who had empha-
sized the importance of cleanliness soon after his
return to India from South Africa.
The five year Swachh Bharat Mission is to be imple-
mented at a total cost of Rs. 62,009 cr with a target-
ed construction of 1.04 cr household toilets, 2.51
lakh community toilet seats and 2.55 lakh public toi-
let seats besides assisting 37 cr urban people in
solid waste management. Construction of toilets is
accorded priority under the Mission to enable ‘open
defecation free’ urban areas. During 2014-15, a
total of about Rs.900 cr has been sanctioned by the
Union Ministry of Urban Development and an
amount of about Rs.700 cr has been released to
States/UTs based on proposals received under
Swachh Bharat Mission. Implementation of the
Mission is expected to pick up momentum from the
current financial year onwards.

lakh cash from City Market police sta-

The driver who has been identified as
James a native of Kerala of ATM cash
van which was filled with 1.41Crore
from which they have filled the cash in
ATMs in R T Nagar they filled 61 lacs
and in another 16 lakhs.
The incident took place when two staff
went inside an ATM to refill the money,
while the gunman Thammaiah had
stepped out to answer nature’s call.The
money was being refilled at an ATM of
Central Bank of India at city market the
incident took place around 3 pm and
the staff searched for him till the

ket police inspector Narayanaswamy.

Garissa, Kenya: Al Shabab gunmen
seized Christian hostages at a Kenya uni-
versity near the border with Somalia, in an
predawn attack that killed at least 147
people and wounded scores more.
The gunmen attacked a university cam-
pus in eastern Kenya early, clashing with
guards, forcing their way into dormitories,
taking hostages and singling out non-
Muslims, authorities said. Kenya's interior
minister, Joseph Nkaissery, said that 147
people had been killed, including four
attackers.
He contended that the deadly siege of the
university had ended, with security forces
carefully sweeping the campus for any
remaining threats. Kenyan security forces
surrounded the campus of Garissa
University College and clashed with the
gunmen throughout the day, eventually
cornering them in one dormitory, officials
said.
Abdikadir Sugow, the spokesman for the
Garissa county government, said the gun-
men were seen wearing "combat gear,"
including what appeared to be "either bul-
letproof vests or suicide bomb vests."
Al-Shabab, an extremist group based in
Somalia and affiliated with al-Qaida,
issued a statement through a radio station
it controls claiming responsibility for the
attack.
A spokesman for Somalia’s Al Qaida-
linked Al Shabab, told AFP the group had
taken non-Muslims hostage. He said
those seized were Christians. The
spokesman said their fighters attacked
the university early morning, began sep-
arating Muslims from non-Muslims and
started an "operation against the infidels."
The group said in its statement earlier in
the day that its fighters were still inside the
university. In 2013, Al-Shabab mounted
an attack on a Nairobi shopping mall that
turned into a four-day siege and left 67
people dead.
The Kenyan authorities offered a bounty
of 20 million Kenyan shillings (about
$215,000) for information leading to the
capture of Mohammed Mohamud, who
they said was the "most wanted" suspect
in connection with the university attack.
They said Mohamud was also known by
the names Dulyadin and Gamadhere.
President Uhuru Kenyatta issued a state-
ment extending condolences to the fami-
lies of victims and saying that he and his
government "continue to pray for the
quick recovery of the injured, and the safe
rescue of those held hostage."
The disaster operations center said that
four critically wounded people had been
airlifted to Nairobi, the capital, for treat-
ment.
Sugow, the county spokesman, said the
college "hosts students from all over
Kenya, of different religious and ethnic
backgrounds."
Augustine Alanga, 21, an economics stu-
dent at the college, said he had been
asleep in his dormitory when the shooting
began. Startled and afraid, he said, he
bolted from his room without stopping to
put on his shoes, and got cuts on his feet
as he sprinted barefoot across the cam-
pus and into a nearby forest.

Chief Ministers of States
and Chief Justices of High
Courts and the earlier two
day working sessions in
New Delhi this evening. He
said efforts are also on to
see that the maximum life
of a case is not beyond two
(2) years. Justice H.L.

Morning as well as evening
courts, uniform policy for
the selection of Judges
across the country and
provision of uniform retire-
ment benefits for the
retired judges of High
courts were all discussed.
In addition the speedy judi-
cial process cases relating
to women harrasment,
juveniles, disabled persons
and senior citizens also
came up for discussion. He
called for increase in num-
ber of judges to tackle the
problem of pendency.
Shri Sadananda Gowda
said a continuous dialogue
should prevail between the
high courts and the con-
cerned states for sorting
out problems relating to
Judicial administration.
The minister referred to
Prime Ministers speech
delivered earlier in the
morning wherein, he said
the Judiciary should be
both "Sashakt" and
"Samarth" – empowered
and capable – to play its
"divine role" of ensuring
the rule of law and deliver-
ing justice to the common
man. Union Minister of Law
and Justice Shri D.V.
Sadananda Gowda earlier
reiterated the commitment
of the government to
improve the ease of doing
business. He said that the
judiciary had risen up to the
occasion by commencing
the establishment of com-
mercial courts at High
Court as well as district-
court levels.
He informed that significant
investment has been made
by the Central Government
in the justice sector. The
country today has more
court halls then the total
functioning courts. Almost
96% of the district and sub-
ordinate courts have been
computerised and are pro-
viding case information to
litigants and lawyers online
through the district court
websites. With the
increased devolution of
funds to the States by the
14th Finance Commission,
to the tune of of Rs.9749
crore States should
improve the justice delivery
system. He also offered to
make himself available for
discussions with the Chief
Ministers as well as the
Chief Justices of High
Courts to carry forward the
efforts to provide litigant
friendly environment in
courts and to eliminate the
long-pending arrears of
cases in courts.

Choosing the Karnataka capital, where incidentally the Congress is in power, is a clear indication to that. This is the party's first National Executive meet after Prime Minister Narendra Modi and Shah took charge in their present offices. The choice of venue was done after due considera- tion as Karnataka is also the only big state in the country where Congress has its government. Although elections in the state are due only in 2018, the BJP wants to send a message across including its political rivals that it is mindful of its long term interests and presence. However, at the National Executive meet the party's immediate attention was on the land bill which the government failed to get it passed in Rajya Sabha. The bill was today re-prom- ulgated for the second time after President Pranab Mukherjee gave his assent, just a day before it lapses. The general acceptance among the del- egates was that the contro- versial land acquisition bill has harmed the image of the Modi government. The NDA-led government at the Centre would complete a year in office in May. Both the party and the gov- ernment have been trying to convince the country, particularly the farming community, that the amendments brought out by the Modi government in the UPA made land law were actually intended to help farmers. However, this is proving to be an uphill task as some of the NDA constituents besides the opposition seem unconvinced by the gov- ernment's intent. The moment the Centre opted for the ordinance route on a sensitive issue like land acquisition with an aim to build a favourable public opinion later, the opposition has been unit- edly up in arms against the government. New Delhi: The President of India, Shri Pranab Mukherjee inaugurated the Mid-Term Meet 2015 of the National Interventional Council of the Cardiological Society of India in New Delhi. Speaking on the occasion, the President said a healthcare system, which is universally accessible, affordable and effective, is crucial for a developing country like India. To build such a system, we require robust healthcare infra- structure, trained and moti- vated personnel, and bet- ter access to medicines and equipments. There are 7 hospital beds per 10,000 population in India, compared to 23 in Brazil, 38 in China and 97 in Russia. In terms of health- care professionals, we again lag behind the other BRIC countries. There are 7 physicians per 10,000 population in India, com- pared to 19 in Brazil, 15 in China and 43 in Russia. Though schemes like the National Health Mission have improved service delivery, health services in India still suffer from lack of reach and constraints of quality. The President said India’s public expenditure on health is meagre. We fare below our BRIC peers on this count as well. India’s per capita government expenditure on health in PPP terms is US Dollar 44, as against 809 in Russia, 474 in Brazil and 236 in China. Considering that we are a sixth of humanity, a significant rise in health expenditure is urgently required to ensure univer- sal health coverage. The President said a health insurance mecha- nism that can take care of all is the need of the hour. As per estimates, about 216 million people in India or 17 percent of the popu- lation were covered under various health insurance schemes as at end-March 2014. We need to do much more to bring the uncov- ered population under the health security net. She was convicted for neglect of a dependent too and sentenced to 20 years in jail. The laws apply in a dif- ferent way in US depend- ing on the skin colour. Other Americans may get sentence but that is unper- turbed compared to a black or brown for the same crime. Purvi Patel became the first person in US histo- ry sentenced to prison for feticide for what the state said was an attempt to end her own pregnancy. While, Patel says she had a mis- carriage, delivering a still- born feotus, prosecutors accused her of taking drugs to induce an abor- tion, even though, no drugs were found in her system. Her defence says, there was no evidence or trace of the said drugs in her body, but still court did not try to find out the reason behind her miscarriage. They also used a discredit test to claim the feotus was born alive. Nowhere court mentioned the duration of pregnancy, however, Patel told police that it was her 23rd week of pregnancy that got terminated on its own. Ms. Patel comes from a family of Indian immigrants who settled in Granger, Indiana, a suburb of South Bend. In July 2013, she went to a hospital emer- gency room suffering from heavy vaginal bleeding. She denied that she had been pregnant, but eventu- ally told doctors that she had miscarriage and placed the stillborn foetus in a bag and placed the bag in a dumpster. Abortion and foeticide is common in India but done in secrecy or to bias sex ratios. It is perhaps crimi- nal act when an abortion is done to protect one’s hon- our or to bias sex. No woman should face crimi- nal charges for having an abortion or experiencing a pregnancy loss, the cruel length of this sentence confirms that foeticide and other measures promoted by anti-abortion organisa- tions are intended to pun- ish not protect women. If this woman has a psy- chological problem then whatever she has done should be overlooked. Abortion clinics should be a fundamental right and be available, but strangled by the Christian conserva- tives. If you claim to be a progressive society, you have to respect the rights of a woman in property, marriage, giving birth to young ones. So, the law should change as it clearly violates these rights. And the second thing is that, abortion should not be made illegal. Imagine a sit- uation where a miscarriage happens unintentionally, as happens in many cases, then should law punish that woman? Or when a condi- tion of a woman goes worse and abortion can save her life then you will punish her. 20 Years in Prison for Miscarriage? The settlement discussion went on for days. Regrettably, hassles that were difficult to accept were rejected by both sides. If there had been a more realistic compromise, matters would have ended there. In retrospect, perhaps, some of the leaders who had been through thick and thin since the Anna’s movement could have shown more realism and accommodation. However, this is easier said than done. The voters of Delhi, who gave AAP a great mandate, will also be “deeply hurt and pained” by what is going on in the party. This party still doesn’t seem to be cut out to shoulder great responsibilities. Next time the Delhi electorates will certainly bear this in mind when they will vote. I hope, the party will understand this and organise themselves in a better manner. It is time that party should frame rules based on its objects for register- ing with Election Commission. The demolition happened after a rally supporting the movement turned vio- lent and resulted in several months of inter-communal rioting between Hindu and Muslim communities, causing the reported deaths of at least 2,000 people. Hindu, at large believes that, Ram Janmabhoomi was the birthplace of the God-king Rama, which is most sacred and religious sites in the Hindu religion. In 1528, following the Mughal invasion of North India, a mosque was built at the site by the Mughal general Mir Baqi, who came to be named after emperor Babur. According to hearsay, Baqi destroyed a pre-existing temple of Rama at the site; limited historical evidence exists to sup- port this theory. For several centuries, the site was used for religious purposes by both Hindus and Muslims. In 1859, soon after the first recorded incidents of reli- gious violence at the site, the British colo- nial administration set up a railing to sep- arate the outer courtyard of the mosque to avoid disputes. The status quo remained in place until 1949, when idols of Rama were surreptitiously placed inside the mosque, allegedly by volunteers of the Hindu Mahasabha. This led to an uproar, with both parties filing civil suits laying claim to the land. The placing of the idol was seen as a desecration by the users of the Masjid. The site was declared as disputed land, and the gates of the Masjid were locked. Since then, the angry Hindus were finding an opportunity to rebuild Rama Temple by demolishing Masjid. New Delhi: The Steel & Mines Minister Shri Narendra Singh Tomar aad- dressing the media persons in a press conference in New Delhi said that as soon as Mines and Minerals Development and Regulation (MMDR) amendment act is notified in about a week, the draft Rules will be circulated to the States and the new Act will result into Simplification of procedures and avoid- ance of delay in the mining sector. In respect of ten min- erals in Part C of First Schedule (like iron ore, manganese, bauxite, cop- per, gold, etc.), State Governments needed to obtain the prior approval of the Central Government before grant of mineral con- cessions. The Amendment removes the need for such “prior approval” from the Central Government, there- by making the process quicker and simpler. Similarly, approval of mining plan by the Government would no longer be manda- tory as a proviso has been added under Section 5(2)(b) permitting the State Governments to devise a system for filing of a mining plan obviating need for prior approval by the Government. On the question of the pen- dency of applications for renewals, the Mines Minister said that to provide a transition to the new sys- tem, the Mining Leases would be deemed to be extended from the date of their last renewal upto 31st March, 2030 (in the captive miners) and till 31st March, 2020 (for the merchant min- ers) or till the completion of the period of renewal already granted, if any, whichever is later. It is expected that this would immediately permit mines that have got closed due to want of decisions on their applications for second and subsequent renewals to start their operations, sub- ject to the necessary clear- ances like forest and envi- ronment. The previous approval of the Central Government will not be required for grant of mineral concession except for Atomic Minerals and Enabling powers for reser- vation for the public sector are to continue in the Amended Act, Shri Tomar said. The Amendment removes discretion in the grant of mineral conces- sions. All mineral conces- sions are granted by the respective State Governments. They will continue to do so but all grant of mineral conces- sions would be through auc- tions, thereby bringing in greater transparency and removing discretion. This should also mean that the Government will get an increased share from the mining sector. "I come as a representative of the poor, underprivileged, marginal- ized and tribals; I am one among them; I seek on their behalf and trust you will not disappoint me," the Prime Minister said, at the RBI Conference on Financial Inclusion, which also marked the completion of 80 years of the Reserve Bank of India. He encouraged RBI to set goals on intermediate targets: of 2019, when the country will celebrate the 150th anniversary of Mahatma Gandhi; 2022, 75 years of independence; 2025, 90 years of RBI, and 2035, 100 years of RBI. The Prime Minister said the success of the Pradhan Mantri Jan Dhan Yojana and the Direct Benefit Transfer of LPG subsidy, had shown the potential of the enormous role that the banking sector can play in ensuring financial inclusion. The Prime Minister called for making financial inclusion a "habit." He asked banks to take inspiration from the success of women self-help groups. He asked banks to keep in mind the requirement of youth who needed either knowledge or skills. He also gave the example of the soon-to-be- launched MUDRA initiative in this regard. He urged banks to come up with creative financial inclusion instruments to help prevent farmer suicides. The Prime Minister said that along with economic and social parame- ters, there is need to think of a geo- graphical parameter as well for finan- cial inclusion. He said eastern India had immense economic potential, and the banking sector should recog- nize and plan for this. Appreciating the role played by RBI over the last 80 years, the Prime Minister complimented the RBI Governor Dr. Raghuram Rajan, for his grasp and clarity on economic issues. India has over 700 Universities (including 48 Central Universities), 16 IITs, 30 NIITs and around 36,000 Degree colleges. Nearly 2 crore students participate in informal and tertiary education. Despite these num- bers, international education rating agen- cies have not placed any of these institu- tions within the best 200 of the world. The President called upon educational institu- tions to encourage innovations and research by students. President calls for expansion of education facilities in the country NAI bureau New Delhi:The state of Gujarat has led others in the implementation of Swachh Bharat Mission dur- ing 2014-15. Out of the 2,70,069 household toilets constructed during the last financial year, Gujarat alone accounted for 60% of them having built 1,65,376 household toilets. Madhya Pradesh has constructed 99,151 household toilets followed by Karnataka with 4,697. In promoting Solid Waste Management also, Gujarat led others having reported 100% collection and transportation of municipal solid waste in 120 of the 195 towns in the state. Odisha has done so in respect of 107 towns and Karnataka in 40 towns. In all, 329 of the 4,041 statutory towns have reported 100% collection and transportation of municipal solid waste. In the construction of community toilet seats, Odisha was ahead of others having constructed 740 seats during 2014-15. Andaman & Nicobar Islands reported construction of 200 and Karnataka has built 100 community toilet seats. A total of 1,222 community toilet seats have been built during 2014- 15. Swachh Bharat Mission was launched on October 2, 2014 with the objective of ensuring cleanliness in all the 4,041 statutory cities and towns of the country by October 2, 2019 which marks the 150th birth anniversary of Mahatma Gandhi who had empha- sized the importance of cleanliness soon after his return to India from South Africa. The five year Swachh Bharat Mission is to be imple- mented at a total cost of Rs. 62,009 cr with a target- ed construction of 1.04 cr household toilets, 2.51 lakh community toilet seats and 2.55 lakh public toi- let seats besides assisting 37 cr urban people in solid waste management. Construction of toilets is accorded priority under the Mission to enable ‘open defecation free’ urban areas. During 2014-15, a total of about Rs.900 cr has been sanctioned by the Union Ministry of Urban Development and an amount of about Rs.700 cr has been released to States/UTs based on proposals received under Swachh Bharat Mission. Implementation of the Mission is expected to pick up momentum from the current financial year onwards. Kenyan security forces surrounded the campus of Garissa University College and clashed with the gunmen throughout the day, eventually cornering them in one dormitory, officials said. Abdikadir Sugow, the spokesman for the Garissa county government, said the gun- men were seen wearing "combat gear," including what appeared to be "either bul- letproof vests or suicide bomb vests." Al-Shabab, an extremist group based in Somalia and affiliated with al-Qaida, issued a statement through a radio station it controls claiming responsibility for the attack. A spokesman for Somalia’s Al Qaida- linked Al Shabab, told AFP the group had taken non-Muslims hostage. He said those seized were Christians. The spokesman said their fighters attacked the university early morning, began sep- arating Muslims from non-Muslims and started an "operation against the infidels." Union Minister of Law and Justice Shri D.V. Sadananda Gowda earlier reiterated the commitment of the government to improve the ease of doing business. He informed that significant investment has been made by the Central Government in the justice sector. The country today has more court halls then the total functioning courts.
