Open ECBCheck: Open Quality Certification Scheme for Online Courses and Programs
The Open ECBCheck is an accreditation and quality improvement scheme for e-Learning programmes. It supports capacity building organizations to assess the quality of their e-Learning programmes, facilitating continuous improvement through peer reviews and collaboration. Initially developed by the European Foundation for Quality in e-Learning (EFQUEL) and InWent, the OPEN ECBCheck initiative is now supported by over 30 international organizations involved in the delivery of capacity-building activities, including eight United Nations agencies.
The overarching goal of the Open ECBCheck initiative is to raise the standards of technology enhanced learning programmes in the field of capacity building.
Towards Agile Competence Development
This presentation discusses our approach to competence development where learners can have on-demand access to competences by taking part in a currency-free competence exchange scheme. The idea here is to integrate competence management features within a collaborative social media platform. Our approach consists in providing new incentives to learners by making them aware that their own competences can be useful for others and vice-versa. Learners can thus turn into timely providers of their own skills by giving coaching sessions in exchange of reusable credits. Our goal is to go beyond spontaneous assistance between peer learners and to foster the emergence of self-driven communities of competence exchanges. To achieve this, we extended Graaasp, an Opensocial-based container that allows users to organize their collaborative work through web spaces and supports context-aware recommendations. Thanks to this tool and our extension, learners can make discoverable or find competences, arrange informal teaching sessions and get reusable credits in return, all this in a continuous and context-centered environment.
Open ECBCheck Presentation
ECBCheck is a quality framework for e-learning programs and courses that was developed through multistakeholder involvement. It aims to improve quality, strengthen recognition, and enable learning through building a community, international consensus on criteria, openness, inclusiveness, and transparency. The framework consists of seven criteria areas (information, target audience, content, design, media, technology, evaluation) that are assessed through guiding questions. The self-assessment and peer review process involves online self-assessment, peer review, and certification. ECBCheck can be used for higher education distance learning programs and courses both as guidelines for development and delivery and as a certification scheme.

Collaboration is often viewed as a loss of autonomy and as sharing institutional or faculty proprietary knowledge with a competitor. This presentation is part of a panel discussion exploring how to mitigate the tensions between autonomy and collaboration when building collaborative system services for educators.

VIRQUAL is a 3-year European project that aims to harmonize virtual mobility and the European Qualification Framework. The project involves 14 partners from 7 countries. The use of Open Badges to recognise non-formal and informal learning
Soft skills such as communication, teamwork, creativity and entrepreneurship are more and more in demand on today’s labour market and they may prove to be the decisive factor between two candidates with equivalent qualifications and experience. But how can we measure, improve and publicly display these skills in CVs or e-Portfolios? The ERASMUS+ funded eLene4work (http://elene4work.eu) and Open Badge Network (www.openbadgenetwork.com) projects are doing a crucial job to answer these questions.
An open badge is not simply an online representation of a skill somebody possesses, but also a means that allows its earner to verify their skills, interests and achievements. The aim of this workshop was to highlight how tailor made open badges can serve to promote the acquisition and demonstration soft skills demanded by the 21st century labour market.
After a short presentation, participants were involved in an engaging group activity and were able to experiment with creating their own open badges, using OBN partner, DigitalMe's open badge design canvas (http://www.digitalme.co.uk/assets/pdf/digitalme-badge-design-canvas.pdf).
This practical workshop was a preliminary teaser of a more comprehensive MOOC (http://www.openbadgenetwork.com/outputs/open-badges-network/) being developed by the Open Badge Network project.
Ideas from the eaquals development group
This document proposes several projects to help Eaquals and its members: 1) reviving a national representative scheme to organize local events, promote Eaquals, and increase membership; 2) a teacher development certificate validation scheme linking professional development to frameworks; 3) an online bulletin board for members to connect virtually; and 4) an exchange program to facilitate staff and student exchanges between member organizations. It also suggests special interest groups for academic managers, technology in the classroom, CEFR resources, and marketing, as well as publishing inspection reports to help with marketing. The proposed projects aim to promote Eaquals, encourage professional development, improve teaching quality, and help members connect and share resources.
