Palliative care in India is still developing and faces several issues, including narcotics laws that limit access to morphine for pain management. Only 14 states have changed regulations to make morphine more accessible. The government has been slow to revise laws to allow wider availability of morphine for end-stage cancer patients. Palliative care also lacks education and awareness; it is not widely taught in medical schools. This limits treatment options and access to care for many suffering from terminal illnesses in India.
