Bangladesh Veterinary Council
A statutory body to regulate the practice of veterinary
medicine in Bangladesh that
- Maintains a register of qualified veterinarians
- Preserves rights and privileges of registered
veterinarians
- Ensures standard of proficiency of the registered
veterinarians
- (Section 2(1) of the Bangladesh Veterinary
Practitioners’ Ordinance -1982, Act-1986).

General Scope of Veterinary Education
 A vocationally directed science-based education
covering training across all food and companion
animals, wildlife and aquatic species.
 Primarily concerned with the well being of animals and
their increased productivity.
 Providing practical experience of animal production in
different livestock enterprises.
 Providing experience of veterinary clinical practices and
services at hospital and farm settings and familiarity to
the code of veterinary ethics.
 Imparting knowledge of disease control, veterinary
public health and food safety within the concept of one
health.

Standard 1. Institutional overall objective
The institution must develop and follow its mission
statement.

Standard 2. Organizational set up
The institution offering veterinary degree must be a
part of or affiliated to a university recognized by the
University Grants Commission (UGC).
The institution must have a valid and functional
organizational structure suitable for offering tertiary
education.

Standard 3. Finances
Finances must be adequate to sustain
- the educational programmes,
- adequate research based teaching and
- effective intramural practical and clinical training
and supervised extramural studies.

Standard 4. Students’ admission
Students admitted to veterinary medicine must have
solid background in physics, chemistry, biology and
mathematics from their pre-university studies.
The selection should be competitive; based upon
academic achievements and/or other criteria, such as
test score.

Standard 5. Academic and support staff
The institution must have adequate number of qualified
teaching staff with competence of offering veterinary
education in all subject areas at an appropriate teacher
- student ratio that allows practical and clinical training
of students in small groups.
The workload of the academic staff should be such that
apart from teaching and clinical duties, they should be
able to perform research.
The number of support staff for academic and auxiliary
units should also be adequate.

Standard 6. Curriculum
Veterinary education for professional degree must
comprise at least five years’ full-time theoretical and
practical study (including internship)
The curriculum must cover the subject areas of
• basic biomedical sciences
• para-clinical veterinary sciences
• clinical veterinary medicine (terrestrial & aquatic)
• epidemiology & preventive veterinary medicine
• animal production
• food hygiene and veterinary public health
• economics, sociology & veterinary extension
• professional roles & ethics.
The core veterinary subjects must constitute at least
68 - 70% of the total contact hours.

Standard 7. Essential competences at
graduation (Day-1 skill)
All students must have acquired BVC listed “day-one
competences” by the time they graduate, that include
- 12 general academic and professional attributes
& attitudes, and
- 30 practical competences.
The learning objectives/outcomes of each course must
be clearly defined and explained to both staff and
students.

Standard 8. Facilities and equipment
The campus, lecture halls & classrooms, practical
laboratories, veterinary clinic or teaching hospital and
library must be adequate for the number of students
enrolled and conducive to teaching veterinary
medicine.
Lecture halls and laboratories should be equipped with
teaching aid and equipment.

Standard 8. Facilities and equipment (Continuation)
The veterinary clinic or teaching hospital must have adequate
and hygienic premises and modern equipment for the state-of-
the-art clinical investigation, diagnosis and humane treatment
of animals, including provisions for hospitalization, operative
surgery and post operative care, animal exercise, and the
isolation of infectious cases.
Institutions must have a mobile/ambulatory clinic or equivalent
facilities so that students can practice field veterinary medicine
under expert supervision.

Standard 9. Animals and teaching materials
of animal origin
The practical aspects of animal production must be taught
on the institute's own farms or on farms to which it has
access.
The veterinary clinic or teaching hospital must operate
round the clock.
Adequate number of clinical cases representing all the
major species relevant to veterinary practice in the country
must be made available to the students.

Standard 9. Animals and teaching materials
of animal origin (Continuation)
Adequate number of carcasses of different species should
be provided to the students for post mortem examination.
Internship/externship placement centers must be chosen
judiciously where supervised training are possible covering
all areas of veterinary practices.

Standard 10. Library and learning resources
The Library must offer a comprehensive and up-to-date
range of books and journals.
The institution must provide internet facilities for use by
staff, students and researchers.

Standard 11. Quality assurance
The institution must have an in-built mechanism of
quality assurance of veterinary education.
Students’ evaluation and grading system must be sound
and of acceptable standard.
Teachers’ performances should be evaluated.
There should be regular exercise of institutional self
assessment through students’, alumni and employers’
feedback.
There must be a standing process of curriculum review
and improvement.

Composition of Visitation Team
Chairman
(A senior Professor of veterinary discipline)
Members:
• A member of BVC
• A professor of veterinary discipline*
• An education expert (not necessarily of
veterinary discipline)
• A practicing veterinarian having at least 15
years of field experience.
*If the Chairman is a professor of clinical subject then the
member under ‘professor’ category should be a professor of
pre- or para-clinical subject, or vice versa.

A standing committee of BVC that will advise the Council
in making decision with regard to recognition or
accreditation of veterinary degree;
- Propose panel for Visitation Team

- Prepare working paper for the Council Meeting

Available options:
1. Recognition of the veterinary degree
2. Conditional approval of the veterinary degree
3. Not to recognize the degree, or to remove
recognition

Bangladesh Veterinary Council
Recognition of an overseas veterinary degree will only be
considered following a formal application from the overseas
veterinary school or a graduate from an overseas
veterinary school.
The evaluation may be based on papers, however, the
BVC, at its discretion may appoint a team of visitors to
undertake a formal visitation at the expense of the
overseas school.

Recognition of Overseas Veterinary Degrees
Criteria:
1. The courses must be broadly comparable with the
requirements of BVC for the recognition of veterinary
degree in Bangladesh.
2. The level of clinical instruction must be comparable to
that required of veterinary schools in Bangladesh.
3. The degree of the overseas veterinary school must be
recognized in its own region.
4. The overseas veterinary school must have been
producing graduates for at least five years.

  • 3. 3Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Bangladesh Veterinary Council A statutory body to regulate the practice of veterinary medicine in Bangladesh that - Maintains a register of qualified veterinarians - Preserves rights and privileges of registered veterinarians - Ensures standard of proficiency of the registered veterinarians - (Section 2(1) of the Bangladesh Veterinary Practitioners’ Ordinance -1982, Act-1986).

  • 6. 6Workshop on Standards for Veterinary Education Bangladesh Veterinary Council General Scope of Veterinary Education  A vocationally directed science-based education covering training across all food and companion animals, wildlife and aquatic species.  Primarily concerned with the well being of animals and their increased productivity.  Providing practical experience of animal production in different livestock enterprises.  Providing experience of veterinary clinical practices and services at hospital and farm settings and familiarity to the code of veterinary ethics.  Imparting knowledge of disease control, veterinary public health and food safety within the concept of one health.
  • 7. 7Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Standard 1. Institutional overall objective The institution must develop and follow its mission statement. - Education - Research - Services
  • 8. 8Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Standard 2. Organizational set up The institution offering veterinary degree must be a part of or affiliated to a university recognized by the University Grants Commission (UGC). The institution must have a valid and functional organizational structure suitable for offering tertiary education.

Finances Finances must be adequate to sustain - the educational programmes, - adequate research based teaching and - effective intramural practical and clinical training and supervised extramural studies.

Students’ admission Students admitted to veterinary medicine must have solid background in physics, chemistry, biology and mathematics from their pre-university studies. The selection should be competitive; based upon academic achievements and/or other criteria, such as test score.

Academic and support staff The institution must have adequate number of qualified teaching staff with competence of offering veterinary education in all subject areas at an appropriate teacher - student ratio that allows practical and clinical training of students in small groups. The workload of the academic staff should be such that apart from teaching and clinical duties, they should be able to perform research. The number of support staff for academic and auxiliary units should also be adequate.

Curriculum Veterinary education for professional degree must comprise at least five years’ full-time theoretical and practical study (including internship) The curriculum must cover the subject areas of • basic biomedical sciences • para-clinical veterinary sciences • clinical veterinary medicine (terrestrial & aquatic) • epidemiology & preventive veterinary medicine • animal production • food hygiene and veterinary public health • economics, sociology & veterinary extension • professional roles & ethics. The core veterinary subjects must constitute at least 68 - 70% of the total contact hours.

Essential competences at graduation (Day-1 skill) All students must have acquired BVC listed “day-one competences” by the time they graduate, that include - 12 general academic and professional attributes & attitudes, and - 30 practical competences. The learning objectives/outcomes of each course must be clearly defined and explained to both staff and students.

Facilities and equipment The campus, lecture halls & classrooms, practical laboratories, veterinary clinic or teaching hospital and library must be adequate for the number of students enrolled and conducive to teaching veterinary medicine. Lecture halls and laboratories should be equipped with teaching aid and equipment. ………
  • 15. 15Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Standard 8. Facilities and equipment (Continuation) The veterinary clinic or teaching hospital must have adequate and hygienic premises and modern equipment for the state-of- the-art clinical investigation, diagnosis and humane treatment of animals, including provisions for hospitalization, operative surgery and post operative care, animal exercise, and the isolation of infectious cases. Institutions must have a mobile/ambulatory clinic or equivalent facilities so that students can practice field veterinary medicine under expert supervision.
  • 16. 16Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Standard 9. Animals and teaching materials of animal origin The practical aspects of animal production must be taught on the institute's own farms or on farms to which it has access. The veterinary clinic or teaching hospital must operate round the clock. Adequate number of clinical cases representing all the major species relevant to veterinary practice in the country must be made available to the students. ………

Animals and teaching materials of animal origin (Continuation) Adequate number of carcasses of different species should be provided to the students for post mortem examination. Internship/externship placement centers must be chosen judiciously where supervised training are possible covering all areas of veterinary practices.
  • 18. 18Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Standard 10. Library and learning resources The Library must offer a comprehensive and up-to-date range of books and journals. The institution must provide internet facilities for use by staff, students and researchers.

Quality assurance The institution must have an in-built mechanism of quality assurance of veterinary education. Students’ evaluation and grading system must be sound and of acceptable standard. Teachers’ performances should be evaluated. There should be regular exercise of institutional self assessment through students’, alumni and employers’ feedback. There must be a standing process of curriculum review and improvement.

  • 22. 22Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Composition of Visitation Team Chairman (A senior Professor of veterinary discipline) Members: • A member of BVC • A professor of veterinary discipline* • An education expert (not necessarily of veterinary discipline) • A practicing veterinarian having at least 15 years of field experience. *If the Chairman is a professor of clinical subject then the member under ‘professor’ category should be a professor of pre- or para-clinical subject, or vice versa.

Recognition of the veterinary degree 2. Conditional approval of the veterinary degree 3. Not to recognize the degree, or to remove recognition
  • 27. 27Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Recognition of an overseas veterinary degree will only be considered following a formal application from the overseas veterinary school or a graduate from an overseas veterinary school. The evaluation may be based on papers, however, the BVC, at its discretion may appoint a team of visitors to undertake a formal visitation at the expense of the overseas school.   • 28. 28Workshop on Standards for Veterinary Education Bangladesh Veterinary Council Recognition of Overseas Veterinary Degrees Criteria: 1. The courses must be broadly comparable with the requirements of BVC for the recognition of veterinary degree in Bangladesh. 2. The level of clinical instruction must be comparable to that required of veterinary schools in Bangladesh. 3. The degree of the overseas veterinary school must be recognized in its own region. 4. The overseas veterinary school must have been producing graduates for at least five years.
