According to R.A. 9155 or the Governance of Basic Education Act of 2001 section 1.2, The Department of Education must serve the students and the teachers, its primary constituents….. Take note that the word student comes first before teacher.

Let me entertain for a few minutes by showing a video clip of the movie Ender’s Game.
