OVERVIEW
Matthew is a Senior Project Manager and Lead Electrical Commissioning Engineer,
specializing in the design review, installation validation and operations support of new
and existing mission critical facilities. A supervisor with extensive skill in the mission
critical and electrical power industry, he has over 25 years of experience in management,
testing, maintenance, troubleshooting, and repair of electrical transmission and
distribution equipment. He has worked as a field engineer and managed multiple high
and medium voltage projects simultaneously.
Before joining DLB, Matthew was the Department Manager of an engineering firm’s High
Voltage Department, responsible for the project management and field supervision of
several substation construction and installations, overseeing the NETA testing and
commissioning of projects, ranging from 13.8kV to 500kV systems. Additionally, he was
responsible for supervising up to 80 field technicians and several staff members;
coordinating several concurrent projects, reviewing field data, establishing test protocols,
managed testing and commissioning budgets, and interfaced with client stakeholders.
RECENT PROJECT HISTORY
Verizon Wireless – Network Data Center Project (Rocklin, CA): As a Project Manager,
Matthew successfully managed multiple customer data centers, ranging in size from
10,000 to 100,000-sqft. He also actively performed onsite tasks as a site electrical
commissioning lead, responsible for the commissioning of a new and existing data
centers from the design phase through operations turn-over.
Compass Data Centers – Senior Project Manager and Lead Electrical Commissioning
Engineer, responsible for day-to-day site management and execution of several new
mission critical data centers. An active member of the commissioning team,
Matthew was responsible for commissioning all aspects of the electrical distribution
system, including the standby generation, backup UPS and static transfer switches,
switchgear, critical distribution systems (PDU’s, RPP’s, and STS devices).
Rackspace IT Hosting – Electrical Re-commissioning Project (Dallas, TX): Site
manager and senior lead engineer, responsible for the re-commissioning of an
existing 80,000-sqft and several new COLO data centers, assisting the operations
team with identifying and correcting high risk issues, and managing the corrective
actions to ensure continued reliable operations.
SNC Lavalin / Fenix Power – 500kV Gas Turbine Project (Chilca, Peru): Site manager
and lead engineer, responsible for leading the NETA testing and commissioning of
two combined cycle gas turbine plants. As an active member of the site testing team,
Matthew was responsible for driving the site team to complete an extensive testing
/ commissioning scope, managing budget and resources, and providing field support
to ensure this project met all milestone and budget matrix.
Level 3 Data Centers – COLO Data Center Commissioning: Senior Project Manager
and Lead Commissioning Engineer at several customer locations to validate the

and contractors, Matthew was responsible for managing this complex client and
performing much of the onsite commissioning and testing efforts, including
commissioning several UPS, transfer switches, emergency generators and other
electrical apparatus equipment.
Google Data Centers – Senior Commissioning and NETA Test Engineer, supporting
several domestic and international projects. Responsible for the successful
execution of all planning, testing, training and resourcing multiple projects, never
missing a deadline or exceeding project budget. Matthew was singled out by the
client and other support vendors / contractors as a key asset to the program that
exceeded all expectations.
Mass Bay Electrical Corporation – 345 kV Transmission Reliability Project: Testing
Supervisor responsible for testing oversight. Provided testing, energization,
maintenance and repair services for a pivotal upgrade to New England’s critical
electric infrastructure.
Tesoro Corporation – Kapolei Electrical Reliability Upgrade Testing &
Commissioning: Lead Testing Engineer responsible for managing and coordinating
all project and technical activities in a safe manner within the scope of work.
Coordinated with the client for on-site electrical testing activities.
Mitsubishi Electric Power – Camp Williams Substation SVC Construction and
Commissioning: As Project Manager, coordinated with the client for onsite electrical
testing activities. Managed and completed the test processes and test
documentation including as-built diagrams.
Edison Mission Energy – Muddy Creek 138 kV Switchyard Construction Project: As
Testing Lead, managed and completed the test processes and test documentation
including as-built diagrams. Provided E+PC services on this fast-track 138 kV three
breaker ring bus switchyard project. The switchyard had an ultimate six breaker
configuration and was designed for the first of several planned interconnection
phases of a wind farm.
MidAmerican Energy – 125-Megawatt Wind Farm Project: Project Manager
responsible for on-site project coordination, field engineering, testing and
commissioning. Provided turnkey engineering and construction of the substation
and 115 kV underground transmission line, in addition to providing field construction
support for the substation and transmission line.
