Abstract
Across higher education in the United Kingdom, the procurement and deployment of
educational technology increasingly impacts the practices of academic labour, in
terms of administration, teaching and research. Moreover the relationships between
academic labour and educational technology are increasingly framed inside the
practices of neoliberal, transnational activist networks, which are re-defining UK
higher education as a new model public service. This paper highlights the
mechanisms through which educational technologies are used to control, enclose and
commodify academic labour. At issue is whether academics and academic staff
developers have a critical or ethical lens through which to critique the nature of the
technologies that they use and re-purpose inside the University, and whether such a
critique might enable technologies to be deployed for the production of socially-useful

Abstracts: This research was a reassessment of the level at which one of Kenyan universities have reached in the adoption and integration of Information Communication Technology in their academic programs to enhance teaching and learning practices. The main purpose of this was to investigate the progress in this area since 2009 when I conducted a related research in Moi University in Kenya. It is important to note that this research started by assessing the basics of ICTs adoption in 2009 which included ICT infrastructure, ICT hardware, software & information system, human resource and ICT Security which is always the initiation stage. ICT strategies and ICT plans should be continuously evaluated to align with institutional visions and missions in order to achieve effective use of ICT in their academic programs in preparation for the future human resource in various fields where they will be required to work. This study adopted Descriptive research design as a framework that guided the entire research process. The study was informed greatly by the theory of Marcus theoretical model of adoption and Continuum approach model. The data was collected through observation, the use of questionnaires and interviews. The data collected was analyzed qualitatively and quantitatively. The findings of this study acts as an ICT needs analysis and it will enable the university and other similar universities in East Africa to enhance acquisition, adoption and integration of ICTs in their academic programs.

Today’s teacher education programs should be providing pre-service teachers with ample preparation in
shifting instructional approaches enriched with innovative educational technologies. In fact as Lambert &
Gong (2010) stated “We have entered a crucial time when the technological preparation of teachers has
become an urgent problem we can no longer afford to marginalize” (p. 55). This review of literature
examines recent publications on the topic of technology in teacher preparation through the theoretical lens
of Technology, Pedagogy and Content Knowledge (TPACK) which has shown potential to emphasize a
teacher’s understanding of how technologies can be used effectively as a pedagogical tool.

Challenge Based Learning: Innovative Pedagogy for Sustainability through e-L...
Challenge-Based Learning (CBL) is an innovative teaching methodology that engages students to resolve real-world challenges while applying the knowledge they acquired during their professional training. This article describes the results of the implementation of an online course on entrepreneurship that utilized CBL with a group of 20 undergraduate students from various disciplines in a university in Mexico. During the course, challenges related to the Sustainable Development Goals of the United Nations were presented to the participants, making it possible to observe the students’ interest in resolving these problems. This research uses a case study methodology and seeks to determine the CBL elements in the e-learning modality. The results showed that the participants generated sustainable business ideas aimed to resolve local, national, and global problems. The recommendations are to continue the formation of the businesses proposed in the project. These ideas can become real ventures that connect various actors in the entrepreneurial ecosystem and will continue to strengthen transversal skills such as teamwork and communication.
ICT governance in Higher Education
Abstract:- research stands out because it is provided by the model of Al-Mobaideen (2009) critics to analyze for the governance of information and communications technology (ICT) at the National University of Chimborazo factors which raises the factors such as: strategies and policies, infrastructure and networks, financing and sustainability, and institutional culture that should be taken into account if desired govern the successful integration of ICT in the school. The study is exploratory, the almost total lack of previous studies on Governance of ICT integration at the University. It is concluded that there is a set of organizations with addresses IT markedly different roles in their duties with regard to its orientation to administrative, academic and research. The University has failed to define the strategic role of ICT in their academic, because there is no objective referred to IT academia in 2013-2016 pedi, but also because there is not a pedi-oriented IT the formation. The limited effectiveness of IT organizations in academic activities is provided by the low rate of use of educationalplatformsb_learning.

Evaluation of Technological Competences, Case Study: Teachers of Superior Level
The training of teachers is the way forward for the incorporation of the media into the field of education. Personal attitudes towards TIC-´s and their way of influencing the interest and motivation of teachers to form and to put into practice new tools should be assessed. The objective of the present research is to evaluate the digital competences in the professors of superior level. A reliability of 95% and a maximum allowed error of 5% were used. The instrument proposed by Briones (2013) was used. The results show that more than 50% of teachers surveyed are aware of the subject studied but only 15% know the benefits of implementing TIC-´s in their teaching practice. The desire to plan and manage vocational education adequately as an investment for economic and human resource is reinforced by studies in the field of educational economics such as UNESCO and UNICEF through advocacy for „Equitable, Quality Education and Lifelong Learning for All‟ as the main goal for education. In third world countries, large numbers of graduates from formal schools are unemployed. Therefore, the purpose of this study was to gather information about planning and managing technical and vocational education in polytechnics with priorities in training trends and prospects. The objectives of the study were to: find out instructors‟ perceptions about instructional methodologies employed by youth polytechnic instructors; examine trainees‟ and instructors‟ views about training tools, equipment and materials at their disposal as the necessary implements towards acquisition of vocational skills and knowledge. The study adopted survey research design. The study population was 1880. Census and purposive sampling were used to draw a sample of 31.06% informants. The study employed questionnaires, interview schedules and checklists for collect data. Data were presented in percentages, pie charts, frequencies, bar graphs and ratios. A major finding was that agriculture trade was offered as common a course to first years only. Community‟s negative attitude towards vocational training discouraged youths from enrolling at YPs. 72.8% respondents observed that YPs were poorly enrolled. 79.9% trainees reported instructors demonstrated skills while trainees explained them. Some trainees shared tools during practicals. 93.1% instructors were ICT illiterate. Few YPs had automated tools/equipment and trade workshops were poorly equipped. The study concluded that YPs were in dire need of instructors, adequate training tools/equipment, materials and workshops. The study recommended that County Government building a YP in every location and craft comprehensive policies on financing/staffing of YPs.

In third world countries, large numbers of graduates from formal schools are unemployed. Therefore, the purpose of this study was to gather information about planning and managing technical and vocational education in polytechnics with priorities in training trends and prospects. The objectives of the study were to: find out instructors‟ perceptions about instructional methodologies employed by youth polytechnic instructors; examine trainees‟ and instructors‟ views about training tools, equipment and materials at their disposal as the necessary implements towards acquisition of vocational skills and knowledge. The study adopted survey research design. The study population was 1880. Census and purposive sampling were used to draw a sample of 31.06% informants. The study employed questionnaires, interview schedules and checklists for collect data. Data were presented in percentages, pie charts, frequencies, bar graphs and ratios. A major finding was that agriculture trade was offered as common a course to first years only. Community‟s negative attitude towards vocational training discouraged youths from enrolling at YPs. 72.8% respondents observed that YPs were poorly enrolled. 79.9% trainees reported instructors demonstrated skills while trainees explained them. Some trainees shared tools during practicals. 93.1% instructors were ICT illiterate. Few YPs had automated tools/equipment and trade workshops were poorly equipped. The study concluded that YPs were in dire need of instructors, adequate training tools/equipment, materials and workshops. The study recommended that County Government building a YP in every location and craft comprehensive policies on financing/staffing of YPs.

As part of the 21st Century skills, the integration of Information and Communication Technology is
inevitable in classroom communication. This descriptive qualitative research covered all 60 teachers in five
selected public high schools in Capiz, Philippines. Semi-structured interviews, informal interviews, and
observations were done to gather data. The data were analyzed using General Inductive Approach and
thematic analysis to unearth and cull emerging notions and themes. Participants viewed classroom
communication as a process, tool, context, interaction, and strategy. ICT for them was a driver for change,
a conduit for learning, a modern technology, and an instrument for effective teaching and learning. ICT
integration in classroom communication was interpreted to have helped teaching, to be a new medium of
instruction, and a marriage or partnership between classroom communication and ICTs. It is
recommended that best practices in integrating ICTs in classroom communication should be explored and
documented

zkStudyClub - Reef: Fast Succinct Non-Interactive Zero-Knowledge Regex Proofs
This paper presents Reef, a system for generating publicly verifiable succinct non-interactive zero-knowledge proofs that a committed document matches or does not match a regular expression. We describe applications such as proving the strength of passwords, the provenance of email despite redactions, the validity of oblivious DNS queries, and the existence of mutations in DNA. Reef supports the Perl Compatible Regular Expression syntax, including wildcards, alternation, ranges, capture groups, Kleene star, negations, and lookarounds. Reef introduces a new type of automata, Skipping Alternating Finite Automata (SAFA), that skips irrelevant parts of a document when producing proofs without undermining soundness, and instantiates SAFA with a lookup argument. Our experimental evaluation confirms that Reef can generate proofs for documents with 32M characters; the proofs are small and cheap to verify (under a second).
