Vertically moderated standard setting (VMSS) is a procedure for setting performance standards across multiple grade levels in a consistent way. VMSS typically focuses on setting cut scores such that equal percentages of students are classified as proficient at each grade level. An alternative approach is to set standards only for the lowest and highest grades, and then align the intermediate grades so that their proficiency percentages fall on a straight line between the anchor grades. VMSS aims to account for different growth trajectories such as linear, remedial, and accelerated growth models across grades.
