Functional Title: Capacity Building Consultant (National Consultancy)
Duty Station: Branch Office Nairobi

1. General Background of Project or Assignment
The Capacity Building Consultant reports to the Senior Regional RSD Officer. The Kenya
operation is now more than a year into the transition of RSD responsibilities to the
authorities in Kenya. The Capacity Building Consultant will be one of the key interfaces
with the Government of Kenya with regards to RSD transition issues.
The Capacity Building Consultant will carry out training for Government authorities and
other stakeholders on legal and procedural issues related to RSD and provide technical
advice to strengthen national asylum procedures. The incumbent will ensure appropriate
sensitization of all stakeholders is undertaken to enable a smooth transition of RSD
responsibilities to the Government of Kenya.
The Capacity Building Consultant will play a key role in the joint evaluation of the transition
process in compiling reports and contributing to the development of strategy for the
months to come to enable the Government authorities to responsibly and sustainably take
over the RSD responsibilities in Kenya at the end of the transition process.
The incumbent will maintain frequent contacts with his/her supervisor and relevant
colleagues to exchange information and discuss issues relating to the RSD transition.
2. Duties and Responsibilities
Guided by the RSD Taskforce work plan and the PDES evaluation of the RSD transition in
Kenya and in consultation with her/his supervisor, the incumbent will perform their duties in
the following areas:
 Support his/her supervisor in the elaboration of various documents/activities required by
the RSD Taskforce including SOPs, its sub-committees and the Technical Advisory
Committee for the purpose of the transition of RSD responsibilities to DRA;
 Assist in the coordination of the transition of RSD responsibilities consistently across the
operation, including an harmonization of approaches to RSD decision making in Kenya,
the evaluation of progress in the RSD transition so far and the backlog reduction
process;
 Ensure appropriate sensitization of stakeholders notably through information
dissemination to persons of concerns and implementing partners but also through the
provision of training to government RSD staff, the Kenyan judiciary, legal aid providers,
and other stakeholders in RSD-related matters as a key pre-requisite to the planned
transition of RSD responsibilities to DRA;
 Contribute to the support and capacity development of the Refugee Appeals Board;
 In collaboration with other protection colleagues, programme, admin, technical and
other units in all locations, contribute RSD-specific inputs for the development and
drafting of strategies and donor funding proposals, staffing requirements of DRA and
UNHCR, aiming for efficient and effective infrastructural capacity development of the
Kenyan government asylum institution.
Expected Output:
 The protection of populations of concern is met through the application of the transition
procedures in accordance with relevant UNHCR standards and policies.
 Persons of concern have fair and transparent access to the asylum procedures.
 Fraud in the process is identified and appropriately addressed.
3. Qualification and experience
 University Degree in Law, political science, international relations or another related
field.
 Minimum 4 years (2 years with advanced University degree) of relevant professional job
experience, preferably in the area of refugee protection, human rights or international
humanitarian law.
 Minimum 1 year of experience working directly with procedures and principles related to
RSD.
 Knowledge of International Refugee Law and Human Rights Law and ability to apply the
relevant legal principles.
 Strong research and analytical skills.
 Excellent oral and written communication skills.
 Languages:
Fluency in oral and written English and Kiswahili.
Desirable qualifications or competencies.
- Experience as a decision-maker in UNHCR or Government RSD procedures is highly
desirable.
- Experience in counselling asylum seekers or refugees.
- Experience in working with vulnerable or traumatized individuals.
- Completion of UNHCR's RSD Learning Programme, COI Learning Programme,
Protection Learning Programme.
- Experience in supervising and in providing training or coaching, guidance or advice to
staff.
- Knowledge of another UN language.

VACANCY: Capacity Building Consultant (National Consultancy)

  • 1. United Nations High Commissioner for Refugees (UNHCR) E X T E R N A L V A C A N C Y N O T I C E JOB DESCRIPTION Vacancy Notice No.: EVN/KEN/NBI/CONS/15/002 Functional Title: Capacity Building Consultant (National Consultancy) Duty Station: Branch Office Nairobi Date of Entry on Duty: 12 October 2015 Duration: Up to 31 December 2015 Closing Date: 1 October 2015 1. General Background of Project or Assignment The Capacity Building Consultant reports to the Senior Regional RSD Officer. The Kenya operation is now more than a year into the transition of RSD responsibilities to the authorities in Kenya. The Capacity Building Consultant will be one of the key interfaces with the Government of Kenya with regards to RSD transition issues. The Capacity Building Consultant will carry out training for Government authorities and other stakeholders on legal and procedural issues related to RSD and provide technical advice to strengthen national asylum procedures. The incumbent will ensure appropriate sensitization of all stakeholders is undertaken to enable a smooth transition of RSD responsibilities to the Government of Kenya. The Capacity Building Consultant will play a key role in the joint evaluation of the transition process in compiling reports and contributing to the development of strategy for the months to come to enable the Government authorities to responsibly and sustainably take over the RSD responsibilities in Kenya at the end of the transition process. The incumbent will maintain frequent contacts with his/her supervisor and relevant colleagues to exchange information and discuss issues relating to the RSD transition.

Duties and Responsibilities Guided by the RSD Taskforce work plan and the PDES evaluation of the RSD transition in Kenya and in consultation with her/his supervisor, the incumbent will perform their duties in the following areas:  Support his/her supervisor in the elaboration of various documents/activities required by the RSD Taskforce including SOPs, its sub-committees and the Technical Advisory Committee for the purpose of the transition of RSD responsibilities to DRA;  Assist in the coordination of the transition of RSD responsibilities consistently across the operation, including an harmonization of approaches to RSD decision making in Kenya, the evaluation of progress in the RSD transition so far and the backlog reduction process;  Ensure appropriate sensitization of stakeholders notably through information dissemination to persons of concerns and implementing partners but also through the provision of training to government RSD staff, the Kenyan judiciary, legal aid providers, and other stakeholders in RSD-related matters as a key pre-requisite to the planned transition of RSD responsibilities to DRA;  Contribute to the support and capacity development of the Refugee Appeals Board;  In collaboration with other protection colleagues, programme, admin, technical and other units in all locations, contribute RSD-specific inputs for the development and drafting of strategies and donor funding proposals, staffing requirements of DRA and UNHCR, aiming for efficient and effective infrastructural capacity development of the Kenyan government asylum institution. Expected Output:  The protection of populations of concern is met through the application of the transition procedures in accordance with relevant UNHCR standards and policies.  Persons of concern have fair and transparent access to the asylum procedures.  Fraud in the process is identified and appropriately addressed. 3. Qualification and experience  University Degree in Law, political science, international relations or another related field.  Minimum 4 years (2 years with advanced University degree) of relevant professional job experience, preferably in the area of refugee protection, human rights or international humanitarian law.  Minimum 1 year of experience working directly with procedures and principles related to RSD.  Knowledge of International Refugee Law and Human Rights Law and ability to apply the relevant legal principles.  Strong research and analytical skills.  Excellent oral and written communication skills.
  • 3.  Languages: Fluency in oral and written English and Kiswahili. Desirable qualifications or competencies. - Experience as a decision-maker in UNHCR or Government RSD procedures is highly desirable. - Experience in counselling asylum seekers or refugees. - Experience in working with vulnerable or traumatized individuals. - Completion of UNHCR's RSD Learning Programme, COI Learning Programme, Protection Learning Programme. - Experience in supervising and in providing training or coaching, guidance or advice to staff. - Knowledge of another UN language.
