ISO 17020, entitled "General Criteria for the Operation of Various Types of Bodies Performing Inspection", is an internationally recognized standard for the competence of inspection bodies. ISO 17020 should not be confused with ISO 9001, which is specific to quality management systems. ISO 9001 does not require evaluation of the technical competence of an inspection body and it should not be regarded as an 'acceptable' alternative to ISO 17020.

KPA is expecting to see an increased amount of enforcement activity specifically related to USTs so it is very important that you have the knowledge you need assist your clients with their UST management program.

According to the EPA, there are about 625,000 underground storage tanksnationwide that are subject to the UST regulations.The main concern with USTs is that they can leak, but since they are underground it is not obvious when they are leaking, and many tanks in the past were literally leaking for YEARS before anyone noticed.
The greatest potential hazard from a leaking UST is that its contents can seep into the soil and contaminate groundwater. This is the same groundwater that serves as the source for drinking water for nearly half of all Americans.
In 1983, the CBS program 60 Minutes aired a story that brought national attention to families suffering from the effects of leaking USTs on their groundwater supplies.
In 1984, less than a year later, Congress amended the RCRA regulations with a subtitle I which called for the EPA to develop UST regulations to protect human health and the environment.
4 years later, in 1988, the UST regulations were published. These new regulations set a landmark deadline for compliance of December 22, 1998.
These regulations were also significant because it was the EPA’s first attempt at a franchise arrangement with the states. It was actually modeled after the franchise arrangements used at companies like 7-Eleven and McDonalds. Subtitle I allowed the EPA to delegate the authority to enforce these new regulations to each individual state, provided they could meet or exceed the minimum federal standards. Currently 36 states have their own approved UST programs.
So when you are working with your clients to assist them with their UST Compliance, your going to have a few concerns you need to be aware of…
The first is that these regulations vary depending upon what kind of equipment the client has.There are several options available for tanks, pumps and piping and accessories.
As an example of this, here is a list of different types of USTs. This is not even a complete list, and you could make a similar list for all the different types of piping used with the tanks.The point is that most of these regulations are going to depend on what kind of UST equipment your clients have in place.
The second concern is that your client’s often don’t know or understand what kind of equipment they have in place.(Often due to management turnover, lost paperwork, dealerships changing ownership).
The third concern is that you can’t see what kind of UST equipment they have.Not only are the underground, they are usually under an asphalt paved parking lot.
The point we are trying to make is that the first thing you need to do to ensure a UST system is compliant with the regulations is to determine what kind of equipment they have. Is it a steel tank, or fiberglass or composite? What is the piping made of? Is it pressurized piping or suction piping? Single or double-walled? What type of corrosion protection? Impressed or galvanic? What about spill and overfill protection, what are they using for that? What kind of leak prevention? What type of inventory control?
So now lets try to diffuse this bomb.We are going to break down the basic compliance requirements by using their corresponding codes from My KPA Online.
The big concern with this issue is not so much is the registration posted, but did they actually ever register their tanks? If it is not registered, you should first address any other compliance issues the tanks may have before you make the registration.
A UST owner you must be able to demonstrate the ability to pay for damages that could occur if their UST leaks.
Empty tanks, retention ponds, excessive water in the tanks.
Anytime a UST has repairs done, upgrades made or new equipment installed the state needs to be official notified.
Anytime a UST is removed from service there are specific guidelines to follow, including performing a site assessment.
All USTs and their piping must have some type of corrosion protection.One type of corrosion protection is Cathodic Protection.If you are not familiar with cathodic protection, it is basically a method of protecting the steel components of your UST system from corroding or rusting by taking advantage of the electrical properties of the metals being used in the system.
We don’t have enough time here to give an in-depth report on how Cathodic Protection works, but we should at least cover the basics here. When a steel tank is buried, over time it will begin to corrode or rust because when you combine the iron (from the steel tank), and the oxygen and water that are already present in the soil, these 3 materials all want to swap elemental ions. This is actually an electrochemical reaction that results in the corrosion of the steel tank.
The principal behind Cathodic Protection is that you can stop the corrosion of the steel tank with electrical current.This current provides free electrons that the oxygen would rather combine with instead of reacting with the water and iron. If you provide enough free electrons to tie up all of the oxygen ions, there won’t be enough oxygen left to react with the iron tank. More simply, the electrochemical reaction known as corrosion will not occur because you have cut off the oxygen needed to create the rust. There 2 types of Cathodic Protection. The one we are looking at now is known as Impressed Current Cathodic Protection . It feeds the electrical current to the tank through anodes buried near the tank as we see here.
The second type of protection is known as galvanic cathodic protection. It works similar to the Impressed Current system, but instead of running electrical current underground to provide the free electrons, it utilizes a sacrificial anode, which you see attached to the ends of these tanks here. This method works because anodes are made of metals that are more electrochemically reactive than the iron in the steel tank. So these anodes sacrifice their electrons in order to prevent the iron in the tank from giving up his electrons.
As a KPA Engineer, it is important for you to understand what the purpose of the cathodic protection is and also to be aware that there are 2 different types, impressed current and galvanic.Both systems require professional testing within 6 months of installation or repairs and every 3 years. Impressed current systems have additional testing and recordkeeping requirements. That is why it is important for the KPA consultant to be able to tell the difference between the 2 systems.
So, back to were we started on Cathodic Protection, we need to make sure these inspections are done and documented. There are also some other MKO codes about corrosion protection that are very similar to this one…
