Permit Procedures
 Notice shall be submitted at least 30 days before seeing approval to install
or decommission a UST, no prior approval is needed for modifications but
notification to the inspector is recommended.

 Any work on tank systems and components must be in accordance with all
performance standards and requirements by an ICC certified professional
 Submit any required checklists and certifications of compliance to ECY
 Any changes to your UST system must be reported within 30 days

 Be sure that you have required permits or certificates that are correct for your situation
 Allow access to tank facility and records
 Provide information upon request to inspector on information regarding tank system or
tank facility changes
 Comply with notifications and written report requirements
 Ensure that only persons ICC ( International Code Council) certified perform tank
services
 Continuously maintain financial responsibility (insurance)
 Pay all annual compliance fees invoiced by the specified due dates, current rates are
$160/tank
 Report any change in ownershipof property, tank, or designated permittee within 30
days

 UST general permit may be denied, suspended, or revoked if tank system
operation, maintenance, installation, or decommissioning does not
comply with government provisions, or if required fees have not been paid

 Issued when ECY approves installation and receives proof of compliance
with financial responsibility requirements
 Requires you to maintain and operate in accordance with performance
standards and requirements
 Permits you to deposit and dispense regulated substance
Temporary Closure Permit
(Halt in Operation)
 Submit a Closure and Site Assessment notice for temporary tank closure within
30 days
 Return compliance tag within 30 days
 Cap and secure all lines, pumps, manways, and ancillary equipment if closure is
for 3 months or more.
 Leave vent lines open
 Document that tank was emptied and substance was removed to less than one
inch in tank and disposed of properly within 30 days to ECY if you do not plan
to continue release detection
 Testing is required before tank is put back into service
 Contact local UST inspector before bringing tank back into service to insure all
requirements are meet
 Required testing and maintenance of Cathodic Protection System to ensure
continuous protection
Change-In-Service Permit
(Transfer to Non-regulated Substance)

 Tank system must be emptied and cleaned
 ECY must be notified in writing within 30days
 Site assessment is required
Permanent Closure Permit
(Decommission UST)
 ECY must be notified in writing at least30days before permanent closure
of UST
 Permanent closure will be completed by a certified UST supervisor within
60days of expiration of 30-day notice
 UST Decommissioner must be used to empty and clean UST of all liquid
and sludge
 UST will be removed from ground or filled with inert solid material. All
piping except vent lines will be removed or capped
 A site assessment is required at the time of permanent closure and must
be performed by ICC certified Washington State Site Assessor
 Owner must retain closure site assessment for at least 5 years. If records
cannot be kept on site, they must be mailed to ECY
