Dear Sir:
Universal Engineering Sciences (UES), Inc. is pleased to present this proposal to provide
Construction Materials Testing for the referenced project. This proposal includes a project approach
based on our recent discussions with The Tower Group-OHL. Our understanding of the project is also
based on our view of the project plans and specifications provided to us. This proposal describes our
understanding of the project information and provides our proposed scope of services, schedule, and
estimating budget.
We understand that you intended to construct a two story East Wing, three story West Wing, Dining
Hall Expansion, Pre-engineering Weapon Canopy and Covered Dining Patio at the RTI Camp Blanding
Facility consisting of concrete block masonry and steel structure. Constructed features include
masonry and structural steel. The construction will also include adjacent pavement areas.
Construction Material Quality Assurance Testing Services
The purpose of the testing services will be to evaluate whether components meet quality requirements
in accordance with the project requirements for the project. We feel the best approach to this project is
to provide a senior engineering technician(s) as needed for observation and testing of the materials
used in the construction of this project. Those activities will include but are not limited to:
 Earthwork testing
 Foundation testing
 Grout Testing
 Structural steel
We will provide copies of test results and observations to you, City Building Officials, the contractor,
and other parties you designate. A Professional Engineer registered in Florida will review and sign
these reports. Final reports will be provided on a monthly basis. Field copies are available daily for
review.

Proposed Schedule
We are prepared to begin upon receipt of written authorization to proceed. We understand our total
scope for the project should be completed in less than 12 months from the date of authorization. We
do not control the construction schedule or the contractor’s activities, therefore we can only estimate
the time required based on past experience on similar projects.
Availability of Personnel
Our Jacksonville office includes a staff of 50, including 6 Professional Engineers, 1 Special Inspector
(Rick Kushner, P.E.), 2 Certified Welding Inspectors, 8 delegate inspectors, a certified laboratory, and
15 field technicians.
Our intention is to designate one or more of our Jacksonville staff professionals, and one or more field
technicians to this project for the respective services so that we maintain project inspection and testing
continuity and consistency. Other Jacksonville UES staff will assist as needed for laboratory services
and report preparation. We ask that 24 to 48 hour notice be given so that we can schedule our staff
resources.
Should you desire, we can provide full time dedicated staff professionals and field technicians. We
welcome an opportunity to sit down with you to discuss your specific needs.
Estimated Budget
Attached is our estimated project budget for the proposed services. Our proposed budget estimate for
materials testing is $15,360.00 ($4,020.00 for Site & $11,340.00 for Building) at this time. If the
stated time period, our proposed number of units and scope of activities does not change, this amount
will be valid. If the time period, number of units, or scope of activities changed, our fee must change
accordingly at our standard rates. We can provide a refined fee estimate once the detailed
construction is provided to us.
