A core assumption of gene expression analysis is that mRNA abundances broadly correlate with protein abundance, but these two can be imperfectly correlated. Some of the discrepancy can be accounted for by two important mRNA features: codon usage and mRNA secondary structure. We present a new global factor, called mRNA:ncRNA avoidance, and provide evidence that avoidance increases translational efficiency. We demonstrate a strong selection for the avoidance of stochastic mRNA:ncRNA interactions across prokaryotes, and that these have a greater impact on protein abundance than mRNA structure or codon usage. By generating synonymously variant green fluorescent protein (GFP) mRNAs with different potential for mRNA:ncRNA interactions, we demonstrate that GFP levels correlate well with interaction avoidance. Therefore, taking stochastic mRNA:ncRNA interactions into account enables precise modulation of protein abundance.

The decision to implement a new electronic health record (EHR) or to upgrade a current system is based on several factors, including providing safe and up-to-date patient care, meeting federal mandates and Meaningful Use requirements, and leveraging advanced levels of clinical decision support. Implementing EHRs entails multilayered decisions at each stage of the implementation. Major decisions include evaluating vendor and system selection, determining go-live options, redesigning workflow, and developing procedures and policies. The timeline and scope of the project is primarily dictated by expenses, staff, resources, and the drop-dead date for go-live. Success depends on variables such as a well-thought-out and detailed project plan with regular review and updating of the critical milestones, unwavering support from the organization's leadership, input from users during the design and build phases, mitigation of identified risk factors, and control of scope creep. The implementation of an EHR is never finished. Medication orders, nonmedication orders, and documentation screens or fields will continuously need to be added, modified, or inactivated; patches will be installed and tweaks to workflows and functionality will be ongoing.

During a typical trip to the doctor, you’ll often see shelves full of folders and papers devoted to the storage of medical records. Every time you visit, your records are created or modified, and often duplicate copies are generated throughout the course of a visit to the doctor or a hospital. The majority of medical records are currently paper-based, making these records very difficult to access and share. It has been said that the U.S. health care industry is the world’s most inefficient information enterprise. Inefficiencies in medical record keeping are one reason why health care costs in the United States are the highest in the world. In 2012, health care costs reached $2.8 trillion, representing 18 percent of the U.S. gross domestic product (GDP). Left unchecked, by 2037, health care costs will rise to 25 percent of GDP and consume approximately 40 percent of total federal spending. Since administrative costs and medical recordkeeping account for nearly 13 percent of U.S health care spending, improving medical record keeping systems has been targeted as a major path to cost savings and even higher quality health care. Enter electronic medical record (EMR) systems.
An electronic medical record system contains all of a person’s vital medical data, including personal information, a full medical history, test results, diagnoses, treatments, prescription medications, and the effect of those treatments. A physician would be able to immediately and directly access needed information from the EMR without having to pore through paper files. If the record holder went to the hospital, the records and results of any tests performed at that point would be immediately available online. Having a complete set of patient information at their finger-tips would help physicians prevent prescription drug interactions and avoid redundant tests. By analyzing data extracted from electronic patient records, Southeast Texas Medical Associates in Beaumont, Texas, improved patient care, reduced complications, and slashed its hospital readmission rate by 22 percent in 2010.
Many experts believe that electronic records will reduce medical errors and improve care, create less paperwork, and provide quicker service, all of which will lead to dramatic savings in the future, as much as $80 billion per year. The U.S. government’s short-term goal is for all health care providers in the United States to have EMR systems in place that meet a set of basic functional criteria by the year 2015. Its long-term goal is to have a fully functional nationwide electronic medical recordkeeping network. The consulting firm Accenture estimated that approximately 50 percent of U.S. hospitals are at risk of incurring penalties by 2015 for failing to meet federal requirements.

Cox modeling displayed that 5YS of LCP significantly depended on: N0-N12, T3-4, blood cell circuit, cell ratio factors (ratio between cancer cells-CC and blood cells subpopulations), LC cell dynamics, recalcification time, heparin tolerance, prothrombin index, protein, AT, procedure type (P=0.000-0.031). In India, pharmacovigilance activities are monitored by the Pharmacovigilance Programme of India (PvPI), which works closely with CDSCO to collect, analyze, and act upon data regarding adverse drug reactions (ADRs). An Electronic Medical Record (EMR) is the digital version of paper-based medical record.

2015 – 2023” the global EHR market was valued at US$18.93 bn in 2014 and is expected to

2023.

8. User Type Administration and management
System will contain user management module. This module will be responsible for user authentication
and it will have an ability to add/edit/delete users in a system. System will perform all user validation

validation according to US phone structure. No validation will be present for an international facilities.

dropdowboxes with selection of countries and states.

Pricing will enable to view service prices. System validates prices to prevent data entry errors.
Contacts will allow to store all contact information associated with the given facility. There will be no
limits on number of contacts to be entered per facility in a system.

physician to a facility based on his license information.

System will contain ability to add/edit delete medical facility along with all the data associated with every facility.
10. Super Administrator: Ability to manage physicians
Super administrator will have an ability to view/edit/delete physicians. System will validate if physician has any patient data. If
patient data exists and super administrator will try to delete given physician, system will force patient data to be transfered to
another physician in a given facility
System will have an ability to store physician credential information such as licenses, education, hospital affiliation, board
certifications, CME, MedMal, Insurances, Work History, References. System will allow to store document for every credential
information. A basic license validation will be present which will disallow to enter invalid license into a system. System also
validates large files and if file is not in supported type, system will generate validation.
11. Super Administrator: Ability to assign/de-assign physician to a facility
Super Administrator will have an ability to assign/de-assign physician to a given facility. Prior on adding a physician,
system will validate physician license. Physician assignment will contain multiple statuses such as: New Request, In
Progress, Partially Approved, Fully Approved, On-Hold, Declined, Removed Per Client, Inactive Pending License
Approval. System will have colors which will help to identify into which status assignment is made. For simplified search,
system will have an ability to filter given physician by assignment status. System has a functionality which allows
physician to be assigned to multiple facilities.
Client Administrator: Ability to update facility based on permissions
Client administrator will have an ability to update his facility information similar to a super administrator. System will
allow Client administrator to update only his facility. Other facilities will be hidden. System will perform simular data
validation as it does for a super administrator.
Client Administrator: Ability to update physicians based on permissions
Client Administrator will have an ability to update and delete physicians who belong to his facility based on permissions.
System will perform validation prior to deletion. System will confirm with the user if physician has to be deleted.
Client Administration: Ability to View/Edit/Delete Patient Information
based on permissions
Based on permission, system will allow client administrator to view/edit/delete patient information including patient
demographics, patient general information and patient visits along with patient diagnostics. System will validate all
information and save it immediately on a server. If patient record is sharable, system will immediately notify user(s) who
are authorized to receive emails through email notification (if configured). Email notification will contain a link which
will allow given user to click on a link and it will open authenticated pages to enter username and password. Additionally,
system will send an authenicated token. This toke will serve as additional authenication parameter. After successful
validation, system will display given record to a user.
