4. About UCCI (Infrastructure & Facilities)
Founded on 12th February 1965, UCCI is the multi district apex
body of trade, industry, mining, tourism & education of Southern
Rajasthan. We have partnered with the industry and government
through advisory and consultative processes to bring about socio-
economic development in the region.
UCCI is Southern Rajasthan's premier business association, with a
growing membership. At present we have a member base of 572
organisations from diverse sectors. All major local associations are
also affiliated with us. Through them we represent about 3000
industrial units across the 8 districts of South Rajasthan including
Udaipur, Rajsamand, Chittorgarh, Bhilwara, Banswara, Dungarpur,
Pratapgarh and Sirohi which constitute about Rs. 57,000 Crore of
investment. We have another 1260+ members across Rajasthan
who make use of Rajasthan Waste Management Project.
UCCI has the distinction of the only chamber on Rajasthan to have
been accredited with ISO 9001, 14001, 45001 & 27001
certifications. It is authorized by the Government of India to issue
Certificates of Origin for the products of exports and also for
recommendations for issuance of Visa. UCCI is affiliated with FICCI,
PHDCCI, CII, IGCC, FIEO, FIMI, RCCI, CAIT and other leading
organizations of India having similar objectives.
UCCI's works on the principle of “Unity & Co-operation for
Commerce & Industrial development” and proclaims its motto of
“Upgradation of skills, Capacity building, Communication &
Infrastructure development” to reflect the Chamber's commitment
towards balanced development that encompasses all sectors of the
economy and all sections of business, at all levels.
UCCI houses an exceptional auditorium, three conference halls, a
Vocational Training Center wing, President's chamber, a meeting
room and an admin block which houses the secretarial staff on the
premises. The campus is spread across 1,50,000 sq. feet of land with
around 13,000 Sq. ft of constructed building area. The remaining
land has been created into an environment park which is a kind of
green oasis in the middle of an industrial area.

5. Friends, when I took over as President last year in the month of November, we
collectively set our core theme and we have come up with an
“Together We Can”
Action Agenda focusing on revamping the Chamber, despite big exogenous factor
of Covid-19 threatening us. Our Chamber, despite its modest size, strives to a punch
above its weight by being unique and distinctive. We aspire to be forward looking
and one-step ahead through innovation and creativity.
During these times of pandemic, when the industry, trade and enterprise have been inflicted with almost
crippling restrictions, it became evident that the most important thing we could do was to find ways in which
businesses continue to operate and stay afloat. I feel satisfied that we could accomplish this objective to a
great extent. The government listened to us about letting the industry continue operations during the second
wave of Covid-19 pandemic to avoid migration of workers. We left no stone unturned to make representation
and memorandum to the local administration and government to ensure that the supply chain is more or less
allowed to function in its entirety.
We focused on the matters ranging from local infrastructure to paving way to future developments for the
benefit of Udaipur region. If you look at the list presented in the annexed annual report, you would construe to
the extent of our efforts within this short tenure to get things moving at administrative and policy levels. Two
things would need especial mention. One is, the effort to get Maharana Pratap Airport of Udaipur recognized
as international airport. To that effect, the domestic cargo services have already begun and the process of
approval for customs checking necessary for operating international flights is also underway. Our PP Shri Salil
Singhal has guided & supported in this initiative for pursuing with the central government for declaration as
International Airport by the Union Cabinet. The second important project we've laid the grounds for is, the
setting up of a CETP for industries of Udaipur. Initial study of the requirements have shown the complications.
We asked for support from Ramky Enviro Engineers Limited, who are experts in the field. Shri CSR Mehta, Shri V
Jayaraman & Shri Achal Agarwal contributed a lot in this regard. I firmly believe that the upcoming Team will
continue to focus on this area and take the projects to fruition. Also, the strong ties that we have built with the
government departments and ministries would be nurtured further. This will greatly matter in bolstering the
function of the Chamber in the post-Covid time.
Alongside developing the government and industry connect, we have taken radical steps towards connecting
the industry with academia. The long overdue aspect of vocational training centre was rigorously reviewed by
our committee. I must commend Shri R.S.Vyas, Director, Techno NJR for his persistence in developing the
framework for the future skill development courses which will be run in the Mewar Harmony Vocational
Training Centre (MHVTC) fully furnished & equipped this year. The industry academy conclave organized was a
rare event, which saw the heads of all the universities and colleges of Udaipur converge under the same roof. I
am happy to share that under the able guidance of Shri Sanjaya Singhal, we have been able to establish
communication with IIM, Udaipur and its Centre to set up one of its kind MSME's Centre for Emerging Leaders.
Persistent desire of PP Shri B.H.Bapna for MHVTC to be fully functional has paved the way for us. These steps
will definitely prove to be game changer in the time to come.
In terms of the building and infrastructure development of the Chamber, we were able to greenlight the
infrastructure projects with exceptional guidance from PP Shri P.S.Talesra, PP Shri Virendra Siroya, PP Shri
M.K.Taya and architect consultant Shri Abhinav Mantri. We have been very attentive on pushing the projects
that will enhance the facility for members. A massive 5000 sq. ft. area shed was erected to cover the rooftop of

6. the secretariat building to use it as an overflow area for gatherings. A dedicated service kitchen and store room
are also being constructed under the shed for supporting catering in this area. The fencing on the south-west
side separating the Environment Park and RSEB switch yard was raised using pre-built concrete wall to prevent
unauthorized access to UCCI premises. It was felt that the unutilized area on the back side of the Environment
Park covered in bushes and foliage along with the old waterbody could be reclaimed for more purposeful use.
It took three month's long project to level the area using earthmovers and fill the pond. Now, it needs
landscaping, so sought landscape designer's proposal for developing the Environment Park, a concept of
open spaces and a new cafeteria. Also, a plan for the parking area is in the works.
Considering that we took up so many activities and approached so many dimensions of UCCI's objectives, it
became necessary to strengthen the team. I am glad to state that this year we received more than 200
applications for UCCI Excellence Awards under able guidance of PP Shri C.P.Talesara and PP Shri Vinod Kumat.
However, due to Covid-19 restrictions and time constraints, the Jury process could not be completed and we
had to postpone the event. The results of the awards will be declared by the Jury as soon as normalcy is
attained to complete the process of evaluation. I wish to also inform that Constitutional Amendment Sub-
committee under Chairmanship of Patron Shri Arvind Singhal & Co-Chairman PP Shri Virendra Siroya has
convened several meetings & had interactions to draft proposal for amendments, which now requires physical
meeting of Executive Committee followed by general meeting of the Chamber and thus, would be taken up at
the appropriate time.
We also initiated major membership data verification tasks. The process of collection of HWM membership
renewal fee was bolstered and the results were astounding. PP Shri V.P.Rathi took initiatives for MSME Tool
Room at Udaipur & Cluster of Industrial Areas to be developed in proximity of Udaipur. PP Shri M.L.Lunawat led
the delegation to meet Director Mines & Geology for issues of Mining Industry & Transit Pass issue faced by
mineral processing Industry. PP Shri Ramesh Choudhary took up concerns of Mandis & Agriculture produce.
Iampleasedthatwehavebeenabletofulfillouraimtowardsbuildingarobustteam,whichisreadytotakeonany
responsibility. Case in point, organizing the successful vaccination camps and blood donation camps for the
industrial area. Our drive to achieve 100% vaccination in the industry was hugely successful and appreciated by all
sectionsofthesocietyandtheeffortsofShriUmeshManwaniintheseactivitiesarecommendable.
When the push came to shove, the industry did not back down to support the emergency situation that was
before the government. The 2nd wave of the pandemic came with disastrous situations relating to shortage of
medical oxygen supply and if it were not promptness and generosity of the industry, the situation could have
never been brought under control. Initially, the industry sacrificed its own production by giving up there
industrial oxygen cylinders for the purpose of transporting medical oxygen. Our member companies like
Earnest Gases and Adarsh Gases operated at their peak capacity day and night to make the oxygen available.
Then, when it became apparent that the current facilities available for oxygen refilling will not be adequate,
our industry members like Hindustan Zinc Limited opened up their industrial oxygen generation plants. The
ingenuity of our industry proved helpful when our member Macsen Laboratories set up the first of its kind
oxygen-testing laboratory necessary for certifying the quality of oxygen for medical use. However, the
appetite of Coronavirus seemed insatiable. There was still more patients in need of oxygen urgently. So, there
came the suggestion of using oxygen concentrator machines. Our Chamber took upon itself the task of
procuring these oxygen concentrator machines for the district administration. It was a difficult task looking at
the sudden rise in demand for these machines but we managed to place orders for more than hundred
machines. I thank all our generous contributors for their enormous gesture of opening up their resources for
supporting these noble initiatives.

This year, we could also resolve the deadlock on the matter of tripartite agreement with the Operator of HWM
facility. A supplementary TPA was signed to settle the dispute around HWM membership fee. Patron Shri
Arvind Singhal, PP Shri Hansraj Choudhary and Hon. Member Secretary UIWM&RC Shri CSR Mehta played a
crucial role in this regard. We also improved our digital assets including development of an asset management
module for the portal with the help of Shri Ankit Sisodiya.
As I complete my tenure as President of this Chamber, it is time to express my gratitude and thanks.
I must attribute our success to the constant support and guidance of our Patron Shri Arvind Singhal. He has
always encouraged us to take bold steps for the development of the Chamber. I thank him from the core of my
heart for his conferring his blessings to this executive committee without which we would not have been able
to accomplish so much in a little time.
I received unstinted support from our Senior Vice President Shri Hemant Jain, Vice President Shri Vijay Godha,
Hony. Secretary General Dr. Anshu Kothari and Hony. Treasurer Shri Sandeep Bapna. It has been an absolute
pleasure to work with them. I also acknowledge my thanks to our Advisors PP Shri B.H.Bapna and IPP Shri
Ramesh Singhvi.
All Executive Committee members have been exemplary in their support and unitedly worked towards the
initiatives. While I can carry on naming all those who have rendered their support to us, it would probably not
fit within the space for this message. Please forgive me. It was surely a privilege to work together for our
common goals.
My special gratitude to our Hony. Members Shri MK Lakshyaraj Singh Mewar, Shri Akhilesh Joshi and Shri Janat
Shah to deliberate on the matters relating to tourism industry, mining industry & academia interface,
respectively.
I am also thankful to all Sub-committee Chairmen, its Members and Sectoral Incharge for their guidance,
encouragement and valuable advices. My especial thanks to CA (Dr.) Satish Chandra Jain, Shri Sunil Agarwal,

Audio- Visual (AV) Facilities in

Setting-up of CETP
Audio visual facilities in all the Meeting Halls &
Auditorium : Hybrid working is the demand of time
and to keep the activities continue, we have
installed AV facility in the Meeting Hall. Further,
initiated proposals of AV facilities for the PP
Singhal Auditorium&PyrotechTempsensHalltobe
onlinemeetingready.
WealreadyhaveHazardousWasteTreatment&Disposal
facility operational since 2006 and further expansion is
under way. Our initiative to have a CETP to ease the
Chemical Industries around is welcomed. RIICO has
already reserved land for this facility in Kaladwas
Industrial Area but considering the spread of industries,
need of transportation of effluent by tankers has to be
permitted by Rajasthan State Pollution Control Board
for which a request has been made while a feasibility
studyisbeingdonejointlywithRamky.
Environment Park Landscaping
& Development
Environment Park Landscaping & Developments : To
establish an environment related NABL accredited testing
lab with facility also to train and conduct awareness
programme is the need of the hour. UCCI's involvement in
Hazardous Wate Management is in operation under Tri-
partite agreement with Ramky Enviro, UIWM& RC Trust.
TheTrustundertookinitialworkofleveling&fillingtomake
almost 50% of waste land usable for developments. The
proposals for Lab &Environment Park landscaping have
alsobeeninitiated.

Notable Activities of the Year
The 49th Annual General Meeting of UCCI was
organized online through Video Conference on
5th November 2020.
UCCI Patron Shri Arvind Singhal said in his
address that due to the Corona epidemic and the
current circumstances, it was decided to organize
the Annual General Meeting virtually. He also
thanked the Election Officer Shri B.R. Bhati for his
approval to conduct the election through e-
voting.
Subsequently, the President for the Year 2019-20
Shri Ramesh Kumar Singhvi presented summary
of the transactions of the past year and the
audited balance sheet for the F.Y. 2019-20. He
thanked all the members for their support.
After the AGM, Election Officer Shri B.R. Bhati
started the online election process through e-
voting. Two experts from an IT company, Mumbai
were present at UCCI to conduct the e-voting
successfully and guided the UCCI members to
resolve their voting related problems. After
completion of the e-voting process and counting
of votes received online during the election
through software, Election Officer Shri B.R. Bhati
announced the Executive Committee for the Year
2020-21.
Shri Komal Kothari was elected unopposed for
the Post of President and Shri Hemant Jain was
elected unopposed for the Post of Sr. Vice
President for the upcoming session of 2020-21.
Shri Vijay Godha was elected as the Vice
President for 2020-21.
Patron Shri Arvind Singhal congratulated the
newly elected Office Bearers and members of the
Executive Committee for 2020-21.
The newly elected President Shri Komal Kothari
said in his address that resolving the industrial
and business problems of the members would be
his highest priority. At the end of the program,
Shri Kothari expressed his gratitude to Election
Officer Shri B.R. Bhati and his team for
conducting the elections successfully. He also
thanked Patron Shri Arvind Singhal, all Past
Presidents, and the distinguished members of
UCCI for their participation.

UCCI suggested to the Chief Minister Ashok Gehlot
to adopt strictness rather than increase in curfew,
statingtheneedtosensitizethepublicwithaviewto
preventingcoronainfection.
UCCIappealedtoallitsmembersandmemberbodies
toinformthenumberofoxygencylinderavailablewith
them. Details were collected and provided to District
Administrationon19thApril2021.
About 200 cylinders were collected from the industry
and reported to the ADM (City). UCCI Vice President

The delegation of Udaipur Chamber of Commerce and
Industry met DMG Udaipur Shri K.B. Pandya, IAS to
discuss issues related to Transit Pass system and the
practical problems faced by the mineral grinding units
oftheregion.
Mainly the mineral grinding units using waste marble
and granite as raw materials are facing issues in
compliance of Transit Pass as there is no provision for
theminthesystem.Asaresulttheownersofsuchunits
often face penalties from the department. DMG
Udaipur assured to take positive decisions in the
interestoftheentrepreneursandresolvetheproblems
soon.

1- We have audited the attached Balance Sheet of UDAIPUR CHAMBER OF COMMERCE & INDUSTRY
(the “Chamber”) as at 31st March, 2021 and also the Income and Expenditure account for the year
ended on that date, annexed thereto (collectively referred to as the “financial statements”) . These
financial statements are the responsibility of the management of the Chamber. Our responsibility is
toexpressanopiniononthesefinancialstatementsbasedonouraudit.
2- We conducted our Audit in accordance with the auditing standards generally accepted in India.
Those Standards require that we plan and perform the audit to obtain reasonable assurance
about whether the financial statements are free of material misstatement. An audit includes
examining, on a test basis, evidence supporting the amounts and disclosures in the financial
statements. An Audit also includes assessing the accounting principles used and significant
estimates made by management, as well as evaluating the overall financial statement
presentation. We believe that our audit provides a reasonable basis for our opinion.
3- Further to our comments referred to above, we report that :-
a) We have obtained all the information and explanations which to the best of our knowledge
and belief were necessary for the purposes of our audit.
b) In our opinion, proper books of accounts as required by law have been kept by the Chamber
so far as appears from our examination of those books.
c) The financial statements dealt with by this report are in agreement with the books of account.
4- In our opinion and to the best of our information and according to the explanations given to us,
the said financial statements together with the notes and accounting policies thereon and
attached thereto give a true and fair view in conformity with the accounting principles generally
accepted in India, in the case of ;
a) the Balance sheet, of the state of affairs of the Chamber as at 31st March, 2021; and
b) the Income and Expenditure account, of the surplus of the Chamber for the year ended 31st
March, 2021.

SCHEDULE - M
ACCOUNTING POLICIES AND NOTES ON ACCOUNTS
YEAR: 2020-2021
A. ACCOUNTING POLICIES
1. The Mercantile method of accounting has been followed and Income and Expenditure are recognized
on accrual basis.
2. Fixed assets are carried at cost of acquisition less depreciation till the year ending. Depreciation is
provided on the written down value of the assets in accordance with the Income Tax Act, 1961. No
depreciation has been provided on “Environment Park” being total cost pertains for land filling,
landscaping and development.
3. Amounts received for specific purposes have been duly credited to their respective reserve fund
account and following this, UCCI Excellence Awards Fund has been earmarked as bank fixed deposits
as well as saving bank account. Interest earned on such bank deposits and saving bank account have
been credited to Fund account only.
4. Deferred revenue expenses pertains for Building paint and washing expenses and shall be write off
over the period of three years.
B. ACCOUNTING NOTES
1. Financial figures have been rounded off to the nearest rupee.
2. Previous year's figures have been regrouped/rearranged wherever necessary.
3. Income and Expenditure have been netted wherever necessitated in the Income & Expenditure
account.
4. In pursuance of Executive Committee decision, the following accounting entries have been made :
a) Out of the surplus of the year Rs. 18.50 Lacs has been appropriated towards “Building &
Infrastructure Development & Maintenance Fund”.
b) Funds of Rs. 0.20 Lacs has been transferred from the “UCCI Excellence Awards Fund” to the
“Building & Infrastructure Development & Maintenance Fund” being twenty percent share of the
UCCI as stipulated.
c) Project Development Fee of Rs.51.00 Lacs has been transferred to the “Project Development Fund”.
d) Program Fee received from members Rs.5.77 Lacs has been transferred to the “COVID-19
Emergency Relief Fund”
5. Provision for Taxation has not been made in view of the exemption available u/s 11 of the Income Tax
Act, 1961.
Schedules “A” to “M” are forming part of the Balance Sheet and Income & Expenditure Account for the year
ended 31.03.2021.
