Introduction
Health care reform has challenged the state of Oregon and its regional health care providers. These challenges have created the need to approach strategic planning from a long-term and short-term perspective. Legacy Health is positioned at the center of Oregon’s reform challenges and opportunities. Transformation is an organizational reality. A strength-based analysis supports discovery into our readiness to engage current and future challenges. This paper offers a summary of organizational strengths, weakness, external opportunities and threats as well as suggestions for strategic planning.

A SWOT analysis is a valuable tool used by organizations to brainstorm on where the organization is doing its best and where the organization needs to improve (Chapman, 2012). By doing a assessment of Legacy Health structure and policies, the following SWOT analysis has been developed.
Legacy Health’s Strengths
Legacy Health is an organization with many locations throughout Oregon and Southwest Washington, operating in different areas of health care consisting of hospitals, clinics, imaging locations, laboratory, drug testing sites, physical therapy locations, and hospice (legacy health, 2012). By providing the different services, Legacy Health can meet the needs of the community in different ways, focusing on improving the health of its employees and the communities it serves.
Legacy Health’s Weaknesses
Although Legacy Health has a large percentage of bachelor degree prepared nurses (52.59%) there is a low percentage of masters prepared nurses (3.51%) this could be considered a weakness because higher educated nurses use evidence-based practice to provide the most up-to-date and quality care for patients (Altmann, 2011). By increasing the amount of master’s prepared nurses the organization can ensure that the safest and quality care to the communities that they serve.
External Opportunities
Marriner-Tomey (2009) punctuates the importance of an assessment of external factors that create organizational opportunities. Aligning a thoughtful assessment and a responsible plan positions Legacy Health to respond to historical, existing, and future external factors in a way that can have a positive influence on our resources and our outcomes.

Legacy Health has implemented EPIC as the electronic medical record (EMR) in 2011 in all six hospitals as part of the meaningful use incentive promoted by Obamacare. The firm that I will be using will be Memorial Hermann hospital here in Houston, Texas. First, I will discuss their external and internal environments. A good company must always be on the lookout for their environments to see potential threats or opportunities. The external are factors that you don’t really control. The object is to control your internal to have a smooth flow of operation.
The Hines (2015)One of the largest health systems in Texas, Memorial Hermann has 16 hospitals and home health facilities. There is hardly anywhere you can go and not see one throughout the Greater Houston area. They offer high tech diagnostic treatment care and treatment techniques. They offer share vital patient information with other care providers.
Hospital competition in the area called Woodlands here, as other big names in healthcare keep pace to expand their hospitals and hire more staff. Right now, St. Luke’s health and Memorial Hermann, dominate that area. They also are under construction with a budget of 17.4 million dollars for renovations of the emergency department. This area called, the Woodlands, accounts for 18 percent of job growth in that area, which will increase population because of job growth.
Employee Benefits. (2017) One thing I can speak on is the competitive benefits Memorial Hermann offers its employees. They offer two medical plans, MH preferred and base, including a catastrophic plan. They have two dental plans, a dental PPD and dental HMO, including a vision plan. They offer an employee assistance program, that helps with financial needs and substance abuse but even marriage counseling. They also offer a 401-retirement plan and will match your contribution dollar for dollar up to 6% of pay.
There are career and development programs that reimburse certifications, tuition as well as student loan repayment, short term disability plans which pays up to 60% of basic salary while you are on extended illness. You can receive life insurance, adoption assistance, employee discounts, and the list goes on and on. Not many jobs will offer you all that, plus competitive wages also.
The "Implementation Plan" (2013) Memorial Hermann uses an assessment for its implementation. The purpose of the assessment is to gauge the health needs of an area. They take this data from numerous community representatives about public health. There were eight main areas they served. They were found to be eight needs that aligned with the hospital’s overall plan. The identified priorities were the (education and prevention of diseases, address service integration, what are the barriers to primary care, address unhealthy lifestyles, mental healthcare, decrease health disparities, address affordable dental care and providing transportation. Wellness refers to the state of being in good health. Wellness is essential for one to work effectively so that the set goals are met. For the goals to be realized, all the seven areas of health are important because they are connected. The first area of health is education. Education is one of the indicators of life outcomes, for instance, social status, employment, and income and can also be used to predict wellbeing and attitude (Anderson, 2015). Other people apply education as a tool that helps them in shaping their social identity and establishing an understanding of their environment. Education shapes the social identity on how people relate with each other in society. A positive social identity is characterized by positive results, such as increased health status, wellbeing, political engagement, and social trust. Currently, a lot of emphases has been placed on education, and therefore those with lower education find it much challenging to positively identify themselves socially hence negatively affecting their self-esteem and wellbeing (Anderson, 2015).
Individuals with higher education levels tend to develop much interest to vie for political positions than those with lower levels of education. These educated individuals also have got more social trust than their uneducated counterparts — several studies confirmed that there are a number of health benefits of education. Baum &Payea (2013) explains that a more educated person has a higher probability of getting a good job with health-promoting packages such as health insurance. On the other hand, those with low education have higher chances of doing risky jobs. Those individuals who are more educated are subjected to more earnings. A Population Survey conducted by the U.S. Department of Labor and the United States Bureau of Labor Statistics in 2012 confirmed that college graduates registered twice as many average earnings than their colleagues who had dropped out of high school and one and a half higher than those who had graduated from high school (Baum &Payea, 2013).

Practitioners need to know what to do if the MDS schedule is not followed correctly, and how to regain compliance with the schedule as quickly as possible.
