"Éléments de réflexion en vue de l'élaboration du prochain SCoT LHPCE" - Fran...
Le SCOT adopté en 2012 a été l’occasion de dresser un diagnostic détaillé du territoire du Havre Pointe de Caux Estuaire (agglomération du Havre et communauté de communes de Saint-Romain de Colbosc). Le Projet d’Aménagement et de Développement Durable (PADD) adopté a permis de fixer les grandes orientations du projet de développement du territoire en affichant une ambition de « métropole maritime internationale » à l’échelle de l’Estuaire de la Seine. Les deux intercommunalités s’engagent aujourd’hui dans l’élaboration d’un nouveau SCOT dont l’adoption est prévue pour 2017.
La période actuelle est marquée par de profondes transformations avec, d’une part, la réforme territoriale engagée par l’Etat et, de l’autre, le renforcement des structures intercommunales.
S’appuyant sur des données d’études récentes, des entretiens auprès d’acteurs locaux et des traitements statistiques réalisés par l’équipe de la Chaire Ville & Immobilier de l’Université Paris-Dauphine, ce document de synthèse a fait l’objet d’une présentation le 21
novembre 2014 devant les élus des deux intercommunalités.
Son objectif est :
- De rappeler des éléments de diagnostic de l’agglomération havraise et du territoire du
SCOT en les interprétant à lumière d’une grille de lecture distinguant cinq dimensions du
développement urbain et territorial (cf. schéma ci-dessous) : la compétitivité,
l’attractivité, la qualité territoriale, la capacité à inclure l’ensemble des habitants et la
gouvernabilité. Le renforcement de la gouvernabilité du territoire est essentiel pour
enclencher une nouvelle dynamique territoriale et promouvoir de façon articulée la
compétitivité, l’attractivité, la qualité territoriale et l’inclusion des habitants.

de proposer des pistes visant à nourrir la réflexion qui va être engagée dans le cadre de
