Scientists agree climate change happening and this is caused by human activity. Sceptics – a very small minority
More CO2 in atmosphere – earth retains more heat, and warms up.
In SE Asia – temp increase by 0.1 – 0.3 ºC per decade
Precipitation decreased in many parts
Sea level is rising 1 to 8 mm per decade
Extreme events increasing (intensity & frequency)
Floods in Vietnam – can’t see one event due to climate change. But experts say – this is consistent with the pattern we expect as climate changes. More extreme events like this.
Two parts to debate – adaptation and mitigation
Adaptation - big issue – region is vulnerable
Large proportion of population and economic activity on long, low lying coastlines
Heavily reliant on agriculture for livelihoods
High dependence on natural resources and forestry
Level of extreme poverty remains high.
Will affect lot of society. This isn’t just an environmental issue
Rice yield potential likely to decrease by up to 50% by 2100,
forest could be replaced by tropical savannah and shrub
Increased water stress and dry periods
adverse impact on human health – dengue.
Hotels –Could lose beach area, or even buildings.
Difficulty in getting insurance in areas where a lot of storms.
Mitigation – reducing Greenhouse Gas emissions that cause climate change
Total GHG emissions - 12% of the world
But projected to grow greatly in next 30 years - due to high economic and population growth
So need to tackle now, to avoid being high emitter in future
There is an international treaty to tackle climate changeThis requires some countries like UK to reduce their emissions
But about to run out. So trying to agree a new treaty.
Complicated process – treaty covers lot of different areas – finance, reducing emissions, forestry, technology
Military coping with future, climate induced disastersCan reduce footprint – use of biofuels, simulators. Reduces vulnerability
Aim of this – to make it an issue that all of Government considers. If military involved, then seen as importantAlso look at human security impacts – freshwater, health, etc Try to highlight human consequences of climate change
Bulk of our work – encouraging countries to switch to a low carbon economy
One not so dependent on fossil fuels like oil, gas and coal – they produce gases that cause climate change. We highlight economic advantages of taking action to reduce greenhouse gas emissions. For example - try to encourage organisations to use energy more efficiently. This reduces energy usage, and saves money – as well as reducing emissions. We engage on policy reasons to encourage renewable energy, electric vehicles. Part of this is using UK examples – we have good legislation. Also provide training .
