- Fuel poverty is a major issue in Norfolk, with over 61,000 households spending more than 10% of their income on fuel costs. It disproportionately affects rural areas with older housing that is less insulated. - Norfolk RCC has been working to address this issue through events raising awareness of insulation and cheaper fuel, as well as the Thinking Fuel partnership which aims to provide cheaper home heating oil. - Through the Thinking Fuel cooperative purchasing scheme, members saw average savings of 8-16% on heating oil costs compared to average UK prices from January to December 2010. The scheme has grown to over 500 members and continued to provide savings in 2011.
