New Woodlands-to-city Corridor To Also Have Cycling And Walking
Paths Along Entire Route
The planned North-South Expressway - a 21.5km partly-underground road linking Woodlands to
the city - will have one of its three lanes in each direction reserved for buses, making it the first
highway in Singapore to be built this way.
A cycling path and a wide pedestrian walkway will also be built along the entire route of the
expressway, which will pass through towns such as Sembawang, Yishun, Ang Mo Kio, Bishan and
Toa Payoh.
Transport Minister Khaw Boon Wan announced this through an addendum to the President's
address yesterday. In a blog following his announcement, Mr Khaw said: "Our founding PM Mr
Lee Kuan Yew had thought in great detail about what would make Singapore a pleasant, beautiful
city to live in.
"In 1975, he said in a speech, 'Pavements must
be designed to allow trees to grow, providing
shade to pedestrians, and to cut down noon-day
sunshine on roads. Pavements of granolithic
slabs and concrete stifle trees. They must be
forbidden by law. Some must be
unceremoniously broken up.'
"Can we build on Mr Lee's legacy of a clean and
green city and his people-centric vision to
transform Singapore into a city that prides itself
on public transport, walking and cycling, instead
of driving?"
11. SELETAR AEROSPACE FLYOVER TO OPEN ON MAY 16
The new dual three-lane flyover will link motorists to the CTE, SLE and TPE, as well as to the Seletar Aerospace Park.
The Seletar Aerospace Flyover will open at 5am on Saturday, May 16, the Land Transport Authority (LTA) announced in a press release on
Monday (May 4).
The dual three-lane interchange will link motorists to the Central Expressway (CTE), Seletar Expressway (SLE) and Tampines Expressway
(TPE). It will also provide direct access to Seletar Aerospace Way, which leads to the Seletar Aerospace Park (SAP).

Residents in the area can also look forward to a direct connection to the TPE using the new dual three-lane Sengkang West Road. Previously, motorists from
Yio Chu Kang Road had to use the single-lane Jalan Kayu to reach the expressway network. With Sengkang West Road, traffic conditions along Jalan Kayu are
expected to improve, LTA said.
Works to build the flyover across the TPE and six viaducts connecting the new slip roads began in the second quarter of 2011. With three lanes in each
direction, the new interchange will have the capacity to support future developments in the SAP and Sengkang West Industrial, LTA added.
Further expansion works are expected to complete by the end of this year.
12. Motorists in Yishun and Seletar can look forward to a faster, smoother ride once various road projects
in the area are ready.
The expansion of the interchange connecting the Central Expressway (CTE), Seletar Expressway
(SLE) and Tampines Expressway (TPE) with Seletar West Link is on track to be completed by the end
of this year, the Land Transport Authority (LTA) said.
Started in 2012, the project consists of four new flyovers and five new road connections that will
"improve overall connectivity between the expressway and adjoining road network", said LTA.
An additional lane is being added on both directions of the existing Yio Chu Kang Flyover, the stretch of
TPE between Seletar Flyover and Seletar Aerospace Flyover, and the stretch of SLE between Seletar
Flyover and Lentor Avenue.
To accommodate the works on the upcoming flyovers, LTA has been diverting vehicles travelling from
SLE to Yio Chu Kang Road to a newly completed flyover since February this year.
Apart from the interchange expansion project, a new road linking Yishun Avenue 1 and Avenue 6 was
completed earlier this year.
Yishun Avenue 8 now provides an alternative route for motorists travelling from Yishun to a widened Seletar West Link and TPE.
Another project - the new dual three-lane Sengkang West Road - will help shift some traffic away from the busy Jalan Kayu.
Sengkang West Road is due to be fully opened by the second quarter of this year, while slip roads near the new Seletar Aerospace Flyover have been progressively
opened since October last year.
"A lot of residents are looking forward to the interchange at CTE, TPE and SLE," said Nee Soon GRC MP Lee Bee Wah.
She added that many in Yishun currently have to go by the busy Yishun Avenue 1, Avenue 2 and Lentor Avenue to access the three expressways.
With upcoming housing projects set to bring more traffic to Yishun, Ms Lee said it was all the more crucial that the interchange and other road projects are completed soon.
Some Yishun residents have begun using the new Yishun Avenue 8 regularly, enjoying the smoother ride it provides.
Mr Gunabalan Vijayabalan, 33, said it used to take him 25 minutes to drive from his home in Yishun to Seletar West Link.
"There was a lot of waiting time when I used Yishun Avenue 1," said the senior engineer, whose journey now takes 10 to 15 minutes via Yishun Avenue 8.
Fellow resident Tan Hock Nyee, 56, agreed: "I use Yishun Avenue 8 a lot now because it's faster than to go by Avenue 1."
The new road has given him an alternative route to Punggol and Sengkang - where many of his jobs are located - instead of taking the congested Lentor Avenue.
"It can take up to half an hour to get through the stretch during peak hours," Mr Tan said. "The jam at Lentor Avenue has no end."

Even if you don’t live in the North of Singapore, you might have heard the buzz around the impending transformation of
Woodlands and Sembawang. Slated to be developed into a vibrant live-work-play zone, the precinct, once considered “ulu”, will

The existing Woodlands Waterfront will be expanded into a 70-hectare waterfront environment for both residential and

Woodlands General Hospital
Over in Woodlands South, the upcoming Woodlands General Hospital will start serving residents as early as 2022. The integrated
healthcare facility will include an acute care hospital, a community hospital and a nursing home, and is expected to provide some
1,800beds intotal.
KAMPUNG ADMIRALTY
HDB’s Kampung Admiralty is an upcoming “modern kampung” located next to Admiralty MRT station. This all-in-one destination
comprises two studio apartment blocks, a hawker centre, a medical centre, childcare and eldercare facilities, a shopping plaza,
and shared spaces such as a recreational centre and even a community farm. This is expected to be complete in 2017.
16. SUN PLAZA
While this suburban mall next to Sembawang MRT station is byno means new, it went through a S$33m revampin 2015that
added more retail space and gave it a fresh new look. Anchor tenants include NTUC FairPrice, a public library and food court.
CANBERRA PARK
After a S$2.2m facelift, Sembawang’s Canberra Park reopened in 2015with brand new recreational facilities such as communal
spaces, a tai chi corner and bicycle stations. Its centrepiece is the new playground, which is Singapore’s first “inclusive”
playground with features that cater to visually handicapped and physically disabled children.
CANBERRA PLAZA
Situated next to the upcoming Canberra MRT station, this three-storey neighbourhood hub will connect commuters seamlessly
to their homes. Canberra Plaza will be a one-stop destination for residents as it is equipped with communal facilities such as
food courts, a supermarket, restaurants, clinics, and enrichment centres. Also in the works are green spaces, a childcare
centre, fitness stations and play facilities including a water playground. This is slated for completion in 2019.
SEMBAWANG SHOPPINGCENTRE
This existing neighbourhood shopping mall has a supermarket, retail stores, children’s enrichment centres and
restaurants, making it a go-to destination for the whole family. Expect a surge in vibrancy when the nearby Canberra MRT
station opens.
NORTH-SOUTH EXPRESSWAY
This highlyanticipated 21.5kmexpressway, which is expected to be ready by2020,will be the first highway in Singapore to
feature dedicated bus lanes, a cycling path and a pedestrian walkway throughout. It will link Woodlands to the city,
passing through key areas like Sembawang, Yishun, Ang Mo Kio, Bishan and Toa Payoh. According to Land Transport
Authority’s One.Motoring portal, motorists travelling between the north and the city centre can expect to save up to 30per
cent of their travel time during peak hours.
17. THOMSON-EAST COAST LINE
The upcoming Thomson-East Coast Line (TEL) is slated to open in stages from 2019.It adds two MRT stations to the North –
Woodlands North and Woodlands South –and links residents to the East via Upper Thomson, Havelock, Marina Bay, Marine
Parade and Bedok. Commuters will also have direct access to places like the Singapore Zoo (viathe nearby Springleaf MRT
station on theTEL).
CANBERRA MRT STATION
This new addition, between Sembawang and Yishun MRT stations on the existing North-South Line, should be ready in 2019.
Once built, it will make travelling much quicker for residents between the two towns, as they no longer need to catch feeder
buses to the MRT station.
CROSS BORDER RAIL LINK
The planned Rapid Transit System (RTS) will link Woodlands North MRT station straight to JB Sentral in Johor Bahru, promising
quick, hassle-free commutes across the border. As a vital cross-border node, Woodlands North MRT station will also house a
transport hub with a bus interchange, offices, shops and eateries to serve both residents and visitors from Malaysia.
SEMBAWANG SPORTS AND COMMUNITY HUB
Residents in Sembawang can look forward to a new swimming complex and a hawker centre, slated for completion in 2018.The
swimmingcomplex will be part of a building cluster that will house a variety of sports, recreation and communal facilities under
one roof such as a polyclinic, childcare and eldercare centres. Sembawang Sports and Community Hub is located at Old Nelson
Road, which is within walking distance for future residents of The Visionaire.

20. In neighbourhoods of the near future, residents can head home from the LRT station using a sheltered bridge,
which then transitions into a shop-lined corridor on the upper floor of an airy building.
There, they might stop for dinner at a foodcourt, shop for groceries or pick up their children from a childcare
centre. The residents can then take an elevated walkway that is linked to their Housing Board block - all without
going down to street level.
Such convenience will come with the introduction of next-generation HDB neighbourhood centres that house
amenities and provide a gathering place for residents too.
For a start, two will be built in Punggol, and one each in Hougang and Sembawang. They are expected to be
ready from 2018 to 2020.
Neighbourhood centres differ from the larger and more extensive town hubs such as those being built in
Tampines and Bedok. The latter serve tens of thousands of residents across an entire town, and are located in

The four new neighbourhood centres are the first ones that the HDB is building in more than a decade. The last ones it built were Pioneer Mall and
Punggol Plaza, launched in 2000 and completed in 2004.
Since 2000, private developers have been allowed to bid for land set aside for neighbourhood centres and build them."We have taken back the role of
building these centres because we think that meeting the residents' needs and creating spaces for residents is very important," said Mr Fong Chun
Wah, HDB group director for development and procurement.
When the HDB designs and builds neighbourhood centres, it can better integrate them with public housing projects, he added.
hree of the four new centres are being built at the same time as new HDB estates. Northshore Plaza in Punggol is being built with the Northshore
Residences I and II projects, launched in the May Build-To-Order (BTO) exercise, as well as three other Punggol projects to be launched in the
upcoming November BTO.
Besides providing amenities, the centres aim to be the focal point of community life. Each has a plaza acting as a meeting point. "We don't want
people to just come and shop... but (to have) a place where the community feels very comfortable in meeting together," said Mr Fong.
Among the new centres, some have elevated linkways going to the HDB blocks. Buangkok Square in Hougang has five floors of parking.
The HDB held focus group discussions and surveyed residents living near the centres to find out what facilities are needed, and this consultative
approach will apply to future neighbourhood centres. Where applicable, the HDB will work with other government agencies to site facilities in new
neighbourhood centres. For instance, Oasis Terraces in Punggol will house Punggol Polyclinic.
On the fear that neighbourhood centres may hurt smaller heartland retailers, Mr Fong said the latter still have a role to play. "Mom-and-pop shops are
convenience shops... where, if you want a loaf of bread, you can just run down and buy. You don't have to go all the way to a neighbourhood or town
centre."
An exhibition on the four new neighbourhood centres is now on at the HDB Hub in Toa Payoh.
Hougang resident Lee Ah Boon, who is in the childcare sector, believes the centres will be a boon for the older generation. The 52-year- old said:
"They don't have to walk too much to get to different amenities. It will save time for others too."

33. New facilities such as a swimming complex and hawker centre will greet residents in Sembawang town in the next few years.
These much-wanted amenities will further transform Sembawang GRC, which People's Action Party chairman Khaw Boon Wan described as "a land of
kampungs becoming a modern town".
Mr Khaw, the Minister for National Development who leads the five-member GRC team, announced these plans to cheers from about 60 residents who
were having a dialogue with him and fellow GRC running mates yesterday.
The swimming complex will be part of a building cluster with a hawker centre, polyclinic, childcare and eldercare centres plus other community
facilities. It will be located in Old Nelson Road and next to Admiralty MRT station.
The aim is to get the swimming pool and hawker centre ready by 2018, Dr Lim Wee Kiak, who is in charge of the project, told The Straits Times.
Public consultation on the project starts tomorrow and will last about six months, added Dr Lim, whose Canberra ward will be part of Sembawang GRC
after the latest electoral boundaries review.
He said that the biggest challenge is preserving the famed greenery of Sembawang.
"We want to minimise chopping down trees, and preserve Old Admiralty House as a heritage building on top of Admiralty Hill," said Dr Lim.
Explaining the long wait for the project's launch, Mr Khaw said "sufficient critical mass" was needed first.
"In the last few years, we stepped up the new Build-To-Order flats in Sembawang town, with thousands of flats being built... It let us begin to plan for a
swimming complex for Sembawang town.“
Other upcoming facilities include an upgraded bus interchange in Woodlands town.
Residents of Sembawang GRC will also have the country's largest general hospital, with 1,800 beds, when the Woodlands General Hospital
opens in phases from 2022.

34. The Government will commit $1.5 billion to give Singaporeans easier access to sports and recreational
facilities by 2030.
Acting Minister for Culture, Community and Youth Lawrence Wong said in Parliament on Tuesday that
this will be used for phase one of the Sports Facilities Master Plan (SFMP).
Mr Wong said the masterplan aims to give a majority of Singaporeans access to sports and recreational
facilities within a 10-minute walk of their homes.
"We want to meet sporting needs at all levels - national, regional, town and community," he added.
The plans include a mix of new facilities at the regional level, as well as incorporating new features to
rejuvenate existing ones in the towns and communities.
Five Regional Sports Centres (RSC) are being planned, with one in Punggol to be integrated with the
neighbourhood's waterways, and co-located with a Safra clubhouse.
It will host sports activities and events for the community.

The RSCs will be larger than existing sports and recreation centres, with larger seating capacities and LED screens to bring the community together for a
better spectator experience, said Mr Wong.
Meanwhile, the existing Ang Mo Kio Swimming Complex will be redeveloped into the Ang Mo Kio Wet Play Field, as the ministry explores the possibility of
introducing an adventure sports pool with a floating playground in the facility.
In Sembawang, an upcoming Town Sports and Recreation Centre will be part of a future one-stop community hub. The centre will combine sporting and
community facilities to create a vibrant social space and offer greater convenience to residents.
At the community level, MCCY will work with HDB through its Neighbourhood Renewal Programme to create new sports and recreation spaces for
residents under the Sports-in-Precinct programme, and it will feature sheltered playing areas and multi-use courts.
Such community initiatives will complement the crown jewel of the Singapore sports scene, the new Singapore Sports Hub, when it fully opens in June.
The Sports Hub will host the 2015 SEA Games in June next year.

MP for Nee Soon GRC Dr Lim Wee Kiak revealed this at the ground-breaking ceremony for an integrated sports, recreation and community hub at Canberra
Park on Sunday morning.
Some S$2m is being spent to transform Canberra Park in the next one year.
The 80,000 residents there will enjoy an Inclusive Adventure Park for all ages.
Other highlights include an amphitheatre, bicycle stations and third-generation fitness stations.
The 1.5-hectare park will also house the largest number of swings in Singapore.
Called the Swings of Differences, they will include swings for boys, girls and toddlers.
Residents also have a say in choosing the colour theme of the park.
Looking ahead, bigger sports facilities are being planned.
Dr Lim said: "We are working very actively now with MND, with URA, to see where we can build a sports complex as well as a sports stadium for
Sembawang. This has been a long-overdue item which residents have been asking and have been looking forward to."
Dr Lim said details are being worked out, and options include integrating the sports complex with a park, a library and a hawker centre.
The complex of three to four hectares is likely to be sited next to the Sembawang MRT Station.
The plans are not stopping just at infrastructure development. With the growing number of sports facilities in the north, Dr Lim said he and his team are
looking at increasing the number of events to be staged in this part of Singapore in future.

SEMBAWANG TO HAVE INTEGRATED SPORTS HUB
36. Canberra Park will receive a $2 million boost to transform it into a recreation and community
hub by next year.
The park is part of plans to enhance sporting facilities in the North. An integrated sporting
complex featuring a stadium, swimming pool, hawker centre and library is also on the cards. It
is likely to be sited next to Sembawang MRT station, said MP for Nee Soon GRC Lim Wee Kiak
on Sunday morning as he launched the groundbreaking ceremony of the new park.
The upgraded park is specially designed to be inclusive, said Dr Lim.
When ready, its playground will not only have the largest swing system in Singapore but also
feature swings that persons with disabilities will be able to use.
Ramps will be installed within play structures to allow the elderly on wheelchairs to enjoy these
facilities alongside their grandchildren.
Besides the playground, Nee Soon residents can also look forward to an amphitheatre and
plaza, bicycle stations and a tai-chi corner, among other facilities.
"The new park will become an important landmark for Canberra and I hope that it will bring
more families, friends and neighbours closer," he said.

37. WOODLANDS Central, one of four regional centres that will serve as business hubs outside the city, will have its own retail and food complex by 2017.
The $31.1 million project has been earmarked to be built in the open space next to Woodlands Sports Hall and bounded byWoodlands Street 12, The Straits
Times understands.
Facilities planned for the hub, which is a joint development by the National Environment Agency (NEA) and Housing Board, include a hawker centre with 80
cooked food stalls, 60 retail shops, five commercial schools, a supermarket and some 200 parking spaces.
To support future traffic to the area, Woodlands Street 12 will be widened and a new slip road added from the street to Woodlands Avenue 3.
Plans to develop the new hub in Woodlands Central comes after a relocation exercise announced by HDB in 2012, which will affect many households,
businesses and hawker stalls at Woodlands Centre Road.
The Housing Board said then that six blocks in the area will have to be relocated under the Selective En Bloc Redevelopment Scheme to replacement flats
in Woodlands Drive 70 by 2016.
The move, said HDB at the time, would affect some 147 households, 200 businesses in rental shops and 78 hawker stalls.
The new hub is partly meant to ensure that there are enough cooked food stalls in the area, NEA told The Straits Times last week.
Currently, there is only one NEA-managed hawker centre in Woodlands, located at Block 20 Marsiling Lane.
There will be an urgent need for more food options once the crowd comes in with the upcoming development of the Woodlands Regional Centre, said
residents The Straits Times spoke to.
There are plans for one part of the regional centre to be a retail hub called Woodlands Central, occupying a 30ha area around Woodlands MRT and
Causeway Point.
The Woodlands MRT station is also likely to be busier when it becomes an interchange linking the North-South Line with the new Thomson Line in 2019.
"Woodlands is getting very crowded, so the new facility would help the sports users who frequent the stadium, swimming complex or sports hall to have
hawker stalls on the doorstep," said Woodlands resident Elle Lim, 26, a freelance music teacher.
Ms Rachel Ong, 54, who works at the nearby Woodlands Civic Centre, agreed.
"The new hub will ease some pressure from the potentially crowded central area by directing footfall to its food stalls and shops," said the administrator.
"I just hope that the new road created will ease the traffic congestion that arises whenever there are events like night markets or bazaars in the area."

Eight years ago, Mr Li Jun, 40, came to Singapore from
Qingdao in China to help drive Chinese developer
Qingjian's businesshere.
He knew little about the property market here then and did
not fully understand the needs of home buyers. Now, the
general manager of Qingjian Realty (South Pacific) Group
plans to tap the latest in innovation to build what could be
the first executive condominium (EC) project here to be
fitted with smart hometechnology.
"At The Visionaire project in Sembawang, we may
showcase features like the ability to use your mobile
phone to unlock your door. Or perhaps using the phone to
control the air-conditioners, for example," Mr Li said of the
project likely be launched in April.
Last year, the developer formed a partnership with
Samsung Asia under which smart technology will be
integrated into new delovpements.Mr Li said this trend
represents the future of new homes, where high- tech
features become part ofthe standard offerings.
Excluding The Visionaire, Qingjiang has launched nine
developments here, ranging from ECs to private
condominiums and public housingflats.
"When we first went into property development here in
2008, I think people didn't know what to expect from us.
After all, we started out as a construction firm here in
1999," Mr Li said during a recent interview at the
Bellewaters showflat inSengkang.
The firm made its first foray into the Singapore property
market with a condo-style HDB project, Natura Loft, in
Bishan eight years ago, and went on to establish itself as
the developer with possibly the largest number of projects
in Punggol and Sengkang. Qingjian has six projects in the
two estates and has recently expanded its presence to
Sembawang and Choa ChuKang.
Mr Li said that he has set the company is to continue
to innovate and to try out new ideas. Among them is the
CoSpace concept, which was tested at the River Isles
development and introduced at the Ecopolitan EC in
Punggol in2013.

Mr Li said these offerings have been well received. About
half of the buyers at Ecopolitan chose the optional layout,
while 780 signed up for the HiLife app at the 590-unit
RiversoundResidence.
However, deciphering exactly what buyers want and
understanding the local market required a fair bit of leg
work, literally. Mr Li recalls walking around various
housing projects, "carrying a laptop bag, business shirt
drenched in sweat", to assess the living environment.
"My first impression was that the weather was toohot and,
second, everything was so orderly," hequipped.
His research led him to believe that Jurong had good
development prospects, but Qingjian lost out on a land
tender in Lakeside in 2010. Subsequently, the developer
plumped for sites in Punggol and Sengkang in anticipation
of future developments there.
Its latest successful land tender was for an EC site in Choa
Chu Kang Avenue 5last August, with consortium partners
Suntec Property Ventures and Bohai Investments
(Sengkang), for about $156.2million.
Mr Li said Qingjian will continue to take part in the
Government's land tender exercises for residential sites,
and, if the opportunity arises, the company will also
consider commercial and industrialplots.
"The market may be quiet now, but it can't stay quiet
forever. So we will continue to tender for government land
sales sites, but we will be cautious," he said.
In recent years, the residential property market has been
lacklustre, hurt by a string of cooling measures and weak
sentiment.
According to the Urban Redevelopment Authority, overall
private residential property prices fell for the ninth
straight quarter in the fourth quarter of 2015,dipping by
0.5 per cent. For the full year, private home residential
property prices fell3.7per cent last year after sliding4
per cent in2014.
For this year, Mr Li hopes Qingjian can retain its market
position as one of the top 10 developers here through
innovation and seizing opportunities.
"When the market is quiet, that's when you need to do
more work, more preparations. So that when it recovers,
you are ready," hesaid.
