Want to talk about what GM is doing to redesign how it delivers early years services our 0-5s and their families And explain how IISaM insights and tools are helping with this service redesign
Work started in 2009/10 – 10 GM local authorities recognising that child outcomes are not as good as they could be – with many children turning up at school aged 5 not ready to learn The challenges – lack of regular, structured contact between agencies and families from pre-birth to age 5 Range of different approaches and services on offer across the conurbation – not all evidence based Some evidence of duplicate activity The financial case for change – In short term having more school ready children will save money from school, health and special educational needs budgets In long-term, GM children will obtain better qualifications and make a bigger contribution to our economy – low skills is the key thing that holds the GM economy back Obviously, there are also good non-financial reasons for change: Happier children More confident, independent parents Stronger families and communities
Building on some small scale pilot work, in 2012 a multi-agency GM team worked with a range of central government secondees from DfE, DCLG, DOH etc to produce a business case for a new way of delivering Early Years services in GM. Came up with 8 stage model – also termed the new delivery model - which: Brings together many existing statutory contact points across health, children’s services and schools Agrees which assessment tools will be used at each contact point to identify a child’s needs Backed up by a list of evidence based interventions that children can be referred to Underpinned by a single pot investment approach The new delivery model is due to go live in April 2015. Before then a number of things need to happen: Staffing levels/profiles and procurement decisions need to be reconsidered A catalogue of evidence-based interventions needs to be developed Agreement is needed on joint investment mechanisms Frontline staff need to be briefed and trained And data and information solutions need to be put in place
Why and how is data and information sharing crucial to the Early Years new delivery model? Run through slide
We know that considerable challenges exist – run through slide A group, chaired by me, has been established to overcome these challenges: Varied membership – all 10 localities, different NHS agencies, mixture of service delivery and IT staff Long-term piece of work – at least 12 months, probably longer Regular meetings – aiming to bring pace and energy to the process – practical activities etc Links to other EY groups who are focusing on issues such as the catalogue of evidence based interventions and staff training The IISaM concept of an information sharing journey has been a useful tool in terms of designing the group's work plan – will use the rest of my presentation to illustrate how and the lessons we have drawn
Before any information sharing activity can begin you need common agreement on why information sharing is needed and you need to plan what is to be shared – boxes 1 & 2 in the IISaM journey – this is what the group has been focusing on for the last 3 months. Ask groups to spend 10 minutes listing the KPIs they think GM will need to be recording in order to understand the impact of its Early Years new delivery model – no right or wrong answers! If they have time, for each KPIs note who collects the data, when, in what format etc
A total of 30 draft outcomes identified – the key KPIs listed in the table by the sub-outcome they refer to Compare table with what the groups have suggested Issues with these: Many relate to service provision rather than a child or family’s needs Mainly focus on the 0-2 period, less on the 3-5 age range Cause and effect issues – will new delivery model activities respond to or lead to these KPIs changing? They are what we have always collected! Group have come up with a method for boiling down the draft indicator list into a final set of shared outcomes
Our approach is essentially based upon that proposed by Friedman in his 2005 book, Trying hard is not good enough Individually and as a group we have looked at each KPI in turn, asking three questions of that KPI – run through slide We are looking for those KPIs which score HIGH on all 3 criteria – at present we have X KPIs in this category The Early Years Shared Outcomes Framework will be signed off in the summer – all agencies will agree that these are the KPIs by which we will judge the success of the new delivery model – but group will still have 4 stages in the information sharing journey to complete...
4 stages to be undertaken from summer onwards: Theory into practice – key activities Implementing – key activities Realising benefit – key activities Mainstreaming – key activities
