• Tells how education programs must change to serve our students
• Goals to improve expectations, standards, and inclusion for students with VI
How is this related to the ECC?
• The ECC describes educational needs of students
• The National Agenda is a plan to reform education to best serve those needs
• Together they provide a complete guide for schools to include students with VI
Something else you need to know
• Pennsylvania has a state version called PANA
Written in 1994 by Anne Corn, Phil Hatlen, Kathleen Huebner, Frank Ryan, and Mary Ann Siller.
Revised in 2004 by Huebner, Merk-Adam, Stryker, and Wolffe

THESE ARE THE GOALS OF THE NATIONAL AGENDA
• STUDENTS & THEIR FAMILIES WILL BE REFERRED TO
AN APPROPRIATE EDUCATIONAL PROGRAM WITHIN
30 DAYS OF IDENTIFICATION OF A VISUAL
IMPAIRMENT. TVIS & COMS WILL PROVIDE
APPROPRIATE QUALITY SERVICES.
• POLICIES & PROCEDURES WILL BE
IMPLEMENTED TO ENSURE THE RIGHT OF ALL
PARENTS TO FULL PARTICIPATION & EQUAL
PARTNERSHIP IN THE EDUCATIONAL PROCESS.
• UNIVERSITIES WITH A MINIMUM OF ONE FULL-
TIME FACULTY MEMBER IN THE AREA OF VI
WILL PREPARE A SUFFICIENT NUMBER OF TVIS
& O&M SPECIALISTS FOR STUDENTS WITH VI
TO MEET PERSONNEL NEEDS THROUGHOUT THE
COUNTRY.
• CASELOADS WILL BE DETERMINED BASED ON
THE ASSESSED NEEDS OF STUDENTS.
• LOCAL EDUCATION PROGRAMS WILL ENSURE
THAT ALL STUDENTS HAVE ACCESS TO A FULL
ARRAY OF SERVICE DELIVERY OPTIONS.
• ALL ASSESSMENTS AND EVALUATIONS OF
STUDENTS WILL BE CONDUCTED BY OR IN
PARTNERSHIP WITH PERSONNEL HAVING
EXPERTISE IN THE EDUCATION OF STUDENTS
WITH VI AND THEIR PARENTS.
• ACCESS TO DEVELOPMENTAL AND
EDUCATIONAL SERVICES WILL INCLUDE AN
ASSURANCE THAT TEXTBOOKS AND
INSTRUCTIONAL MATERIALS ARE AVAILABLE
TO STUDENTS IN THE APPROPRIATE MEDIA
AND AT THE SAME TIME AS THEIR SIGHTED
PEERS.
• ALL EDUCATIONAL GOALS AND INSTRUCTION
WILL ADDRESS THE ACADEMIC AND DISABILITY-
SPECIFIC CORE CURRICULA BASED ON THE
ASSESSED NEEDS OF EACH STUDENT WITH
VISUAL IMPAIRMENTS.
• TRANSITION SERVICES WILL
ADDRESS THE DEVELOPMENTAL
AND EDUCATIONAL NEEDS OF
STUDENTS AND THEIR FAMILIES
(BIRTH THROUGH HIGH SCHOOL)
TO MEET LIFE GOALS.
• SERVICE PROVIDERS WILL ENGAGE IN
ONGOING LOCAL, STATE, AND NATIONAL
PROFESSIONAL DEVELOPMENT.

The National Agenda

THE NATIONAL AGENDA What is it? • Combined knowledge of experts in our field (Families & Professionals) • Tells how education programs must change to serve our students • Goals to improve expectations, standards, and inclusion for students with VI How is this related to the ECC? • The ECC describes educational needs of students • The National Agenda is a plan to reform education to best serve those needs • Together they provide a complete guide for schools to include students with VI Something else you need to know • Pennsylvania has a state version called PANA Written in 1994 by Anne Corn, Phil Hatlen, Kathleen Huebner, Frank Ryan, and Mary Ann Siller. Revised in 2004 by Huebner, Merk-Adam, Stryker, and Wolffe

  • 4. THESE ARE THE GOALS OF THE NATIONAL AGENDA
  • 5. • STUDENTS & THEIR FAMILIES WILL BE REFERRED TO AN APPROPRIATE EDUCATIONAL PROGRAM WITHIN 30 DAYS OF IDENTIFICATION OF A VISUAL IMPAIRMENT. TVIS & COMS WILL PROVIDE APPROPRIATE QUALITY SERVICES.
  • 6. • POLICIES & PROCEDURES WILL BE IMPLEMENTED TO ENSURE THE RIGHT OF ALL PARENTS TO FULL PARTICIPATION & EQUAL PARTNERSHIP IN THE EDUCATIONAL PROCESS.
  • 7. • UNIVERSITIES WITH A MINIMUM OF ONE FULL- TIME FACULTY MEMBER IN THE AREA OF VI WILL PREPARE A SUFFICIENT NUMBER OF TVIS & O&M SPECIALISTS FOR STUDENTS WITH VI TO MEET PERSONNEL NEEDS THROUGHOUT THE COUNTRY.
  • 8. • CASELOADS WILL BE DETERMINED BASED ON THE ASSESSED NEEDS OF STUDENTS. • LOCAL EDUCATION PROGRAMS WILL ENSURE THAT ALL STUDENTS HAVE ACCESS TO A FULL ARRAY OF SERVICE DELIVERY OPTIONS.
  • 9. • ALL ASSESSMENTS AND EVALUATIONS OF STUDENTS WILL BE CONDUCTED BY OR IN PARTNERSHIP WITH PERSONNEL HAVING EXPERTISE IN THE EDUCATION OF STUDENTS WITH VI AND THEIR PARENTS.
  • 10. • ACCESS TO DEVELOPMENTAL AND EDUCATIONAL SERVICES WILL INCLUDE AN ASSURANCE THAT TEXTBOOKS AND INSTRUCTIONAL MATERIALS ARE AVAILABLE TO STUDENTS IN THE APPROPRIATE MEDIA AND AT THE SAME TIME AS THEIR SIGHTED PEERS.
  • 11. • ALL EDUCATIONAL GOALS AND INSTRUCTION WILL ADDRESS THE ACADEMIC AND DISABILITY- SPECIFIC CORE CURRICULA BASED ON THE ASSESSED NEEDS OF EACH STUDENT WITH VISUAL IMPAIRMENTS.
  • 12. • TRANSITION SERVICES WILL ADDRESS THE DEVELOPMENTAL AND EDUCATIONAL NEEDS OF STUDENTS AND THEIR FAMILIES (BIRTH THROUGH HIGH SCHOOL) TO MEET LIFE GOALS.
  • 13. • SERVICE PROVIDERS WILL ENGAGE IN ONGOING LOCAL, STATE, AND NATIONAL PROFESSIONAL DEVELOPMENT.
